    Purpose - Sustainability environment and the standards criteria application for the building stock refurbishment for renovation of the public buildings in Kosovo plays e positive role in the terms of energy efficiency and also have impact on social-economic aspects and better quality of life. Findings -The old stock of existing buildings, which were built after the second world war and until 1970/80, did not take into account the insulation of buildings, and for this reason not only in Kosovo, but also in Europe and around the world, also this building stock are the largest consumer of primary energy. Kosovo, although not yet a member of the EU, has pledged to reduce energy expenditure as well as the emission of CO2 and greenhouse gases in the atmosphere, alongside EU member states, and in accordance with policies, legislation, strategies and the goals emerging from the European Commission and EPBD directives, as a leading organization in Europe dealing with climate changes and global warming issues. Research limitations/implications - European Energy Comity and European Commission has issued new objectives that aim for the Europe to be the first climate-neutral continent in the world by 2050. With this reason, the renovation of existing buildings is one of the goals that must be met to achieve this objective. because more than 40% of energy expenditure comes precisely from the construction sector. Therefore, the renovation of existing buildings in public sector is an inevitable step to improve the energy performance of the public buildings, also has to increase the comfort and in general the quality of life and activity in them, creating a sustainable environment. Knowing that these buildings are big consumers of energy, then precisely with their renovation lies the potential of great energy savings. Potentially Increasing the Energy Building Performance (EBP), can be achieved the better sustainabilty and durability of this building stocks, consumer can save the energy and the internal condition for living will be better also and health conditions. During the Energy application measures on renovation of the building stocks, also we find a lot challenges and barriers to the sustainabilty and better condition for life. Used Methodology - methodology used for this research paper is comparative qualitative and hypothesis which is used for the further determination of this problem is based on calculation forms with applicable Software creating the Building Certificate Performance and classification for each category of building. Where after the analyses this results would be compare with the region state and other in the field of energy efficiency statement. My research 2 also obtained for aims to explain the barriers and challenges in the field of energy efficiency in existing buildings especially in Public sector in Kosovo

    Energy Efficiency in Administrative and Education Institution Buildings in Kosovo

    Energy conditions and situation about the energy consumption in the Administrative and Education Buildings stocks in Kosovo is the aim and the objective of this study. Given that a complete renewal and refurbishment of this building stock will take about 30 years, investing in Energy Efficiency (EE) in this existing Buildings is the crucial to reduce energy consumption and greenhouse gas emissions. In this Study, we measured and report the EE potential and financial scenario before and after the implementation with applicable software, were we find the NPV and IRR of this building stock. Also, we obtained to produce the Energy Performance Certificate (EPC) base on the Energy Rules and Polices in Republic of Kosovo. For the next 10 years is created the Kosovo Energy Efficiency Fund, with new institutional competencies where the municipalities would apply for the projects on EE-, especially in education and administrative buildings. The energy performance and Sustainability development of this buildings stock can be measured increasing the living conditions, environment, better health and energy savings in this building stock after the refurbishment

    The European Union Directives based on the Energy Efficiency Strategy Implementations aims to achieve the objectives 2020, from Kyoto protocol directives three twenty’s (20/20/20), also reducing gas emissions and pollutions. The main subject of this paper is Energy legislation based on this directive during the analyses and application in the practice, Kosovo has achieved the targets on Implementing the Legislation and Rules with EE, compared with the region states and is in the good way to realize the better conditions for improving the sustainability refurbishment of the buildings stock. Creating the new Kosovo Energy Efficiency Fund from 2019, begins to be realized the proposal projects from municipality’s Building stocks especially in the public sector, those financial parameters and funds increased the Sustainability on Refurbishments of the buildings stocks in Kosovo. During this Analyses system with legislation part on sustainability and Energy Efficiency, in Kosovo must practically implementation of energy legislation dispositions and rules, where the target and aim of this study research is achieved. Kosovo has created the desired level or increased the capacity for the Energy Efficiency Legislation and Improvement the Sustainability of the building stock for the next five years the exception is in the national level full field to the end of 2025. Building stocks or project proposal applications from the municipalities around Kosovo, must be sample of this study improving the better conditions for living of all user’s and community.     Role of sustainable refurbishment in the perception of quality of life of residential building occupants in Prishtina, Kosovo

    Purpose-The purpose of this research work is to measure the effect of thermal, acoustic, and HVAC upgrades on the perception about the quality of life of residential building occupants. . Design/methodology/approach- The present study used quantitative research with the questionnaire used as a research instrument. The questionnaire survey was conducted with one thousand and one hundred and nineteen residential apartment building occupants in Prishtina, Kosovo. The sampling method used in this research was stratified random sampling. Findings – The study finds that thermal retrofits, acoustic retrofits, and HVAC upgrades as a whole model affect the perception about the quality of life of residential building occupants in Prishtina, Kosovo. Nevertheless, the study finds that not all dimensions of the constructed research model (thermal, acoustic, and HVAC) affect the perception about the quality of life of residential building occupants. Whereas thermal retrofitting seem to very strongly influence the perception of quality of life, HVAC upgrades do not seem to influence the quality of life of occupants. Finally, acoustic retrofits also influence the perception about the quality of life although not to the same degree as thermal retrofitting. Research limitations/implications- The present study contributes toward the understanding of the role that is played by thermal retrofits, acoustic retrofits, and HVAC upgrades on the perception of the quality of life by building occupants in an understudied region with a booming real estate sector such as Kosovo. The present study paves the way to further analyze why HVAC upgrades do not influence the perception about the quality of life by residential building occupants in Kosovo. Originality/value – The present study is the first quantification of the impact of thermal, acoustic, and HVAC upgrades on the perception of quality of life of residential building occupants in Prishtina, Kosovo

    Cyber smart grid system for efficient energy systems.

    Smart Systems are used in many applied systems. They are so useful and vulner- able because they do shape the way we work and how we contain our engineering results. Renewable systems require different applied ICT programming algo- rithms along with different smart grid microcontrollers to be able to control sys- tems and attain proper outcomes from what is to be expected. This is where mal- ware does come into account. It has happened several times, that different grid systems were hacked and this disrupted the power systems. The use of intercon- necting cyber smart grid systems with an independent energy system is one mode of interaction that will help us attain the minimum required expected outcome of class results that would be useful for proper implementation and regulation of all the systematic approaches that would be applied in a case if a malware attack occurs. Different worldwide institutions would be required to have such applied systems in order to be able to define our approach and prevent certain cyber- attacks. The use of such models would try to prevent the loss of a power grid cut- off for a certain time

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
