No full text학위논문(석사) - 한국과학기술원 : 과학기술정책대학원, 2011.2, [ ii, 33 p. ]Green chemistry is a new scientific field which focuses on the design, manufacture, and use of chemical processes that could prevent pollution and at the same time improve yield efficiency. Since its creation in 1991, green chemistry marked a radical departure from previous EPA initiatives in emphasizing the prevention of pollution instead of cleaning it up after the fact. The few who have written on the emergence of green chemistry have not shed light on the political and economic motivations of green chemistry. As a new study of the emergence of green chemistry, this paper focuses on the triple helix of academia-industry-government which has been critical in the emergence of green chemistry. This article shows the relationship among governmental environmental policy, industrial participation, and academic activities by green chemists to deliberate on the implications of the emergence of green chemistry. This paper argues that academia, industry and government created a common ground during the emergence of green chemistry under the common goal of sustainable development. Green chemists produced the knowledge to improve the synthetic efficiency to prevent pollution, and the chemical industry used green chemistry research to increase the economic profitability of production system. This specific form of alliance was supported and maintained amid a changing national environmental policy toward pollution prevention and a self-regulatory framework. The story of green chemistry shows the exemplary case that confrontational triple helix entities could make the common ground by making a new scientific field.한국과학기술원 : 과학기술정책대학원
Going Beyond Counting First Authors in Author Co-citation Analysis
No full textThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

No full textJune Jordan, poet, essayist and political activist, is the recipient of the Lila Wallace Reader’s Digest Writers Award in 1995. The author of several award-winning books she has, to date, published 23 books and is the most published African-American writer in history. Her newest titles, June Jordan’s Poetry for the People: A Revolutionary Blueprint, 1995, Technical Difficulties, 1992 and I was Looking at the Ceiling and Then I Saw the Sky, 1995 appeared to both critical and popular acclaim. Her commentary has appeared in the New York Times, Essence, The Nation, and MS; and she is a regular political columnist for The Progressive. Jordan is currently Professor of African American Studies at the University of California at Berkeley. She has been Professor of English at more than seven North American universities and colleges, including Sarah Lawrence, City College and Yale University

Why infrastructure financing facilities often fall short of their objectives
No full textTo encourage the private funding and provision of infrastructure services, governments have used specialized financing facilities to offer financial support to investors, often in the form of grants, soft loans, or guarantees. The authors present case studies of infrastructure financing facilities in various stages of development in Colombia, India, and Pakistan. They also present case studies of government-sponsored financing facilities (not of infrastructure) in Argentina, and Moldova. They find that these facilities have often fallen short of their objectives for two main reasons. First, the environment was not conducive to private participation in infrastructure because of poor sector policies, an unstable macroeconomic environment, and inadequate financial sector policies, among other reasons.
