Il giudizio sull’efficacia e l’incisività delle politiche europee per lo sviluppo rurale è condizionato dalle funzioni riservate alle procedure di valutazione ed alle conseguenti modalità di conduzione. Il presente contributo intende ripercorrere schematicamente l’evoluzione dell’azione valutativa, riconducendola a quella delle stesse politiche, per giungere alla definizione dei principali tratti che potrebbero caratterizzarne l’assetto nella prospettiva successiva al 2020

Capacity and Economic Efficiency in Small-Scale Fisheries: Evidence from the Mediterranean Sea
To design an effective capacity management plan for small-scale fisheries one must understand what one is measuring and define its capacity. As recognized by some authors, overcapacity is a problem that generally affects small-scale fisheries just as much as it does other types of fishing. This study aims to estimate fishing capacity, technical efficiency, scale efficiency and capacity utilization in a particular small-scale fishery in the Mediterranean, i.e., the Northwest Sardinian fleet in Italy. A non-parametric approach using a data envelopment analysis (DEA) model was applied to a sample of trawls in order to estimate their economic capacity, and related measurements were taken. The capacity and efficiency with reference to two different alternative scenarios were also calculated
An Analysis of Sustainability Policies in European Agriculture in the Long Term: Methods and Materials Using the FEEM Indicators
This article aims to analyze how sustainability in European agriculture might evolve in the long run, depending on which different policy scenarios are used. Particular attention is paid to the role played by the new challenges, which are the policy aims of the Common Agricultural Policy (CAP) after 2013: climate change; safeguarding biodiversity; rational use of water resources and promotion of bio-energy. The conceptual framework is the new set of indicators on sustainability evaluation proposed by the Fondazione ENI Enrico Mattei. No empirical findings have been carried out in this research. This study is aimed at highlighting the possible relationships between the challenges that the CAP faces if it is to guarantee sustainability in the sector and to evaluate how the promotion of these policy priorities can affect sustainability. The results of this qualitative analysis show the possible contradictions between the CAP objectives if harmonic and sustainable agricultural development is to be achieved
