Γιατί οι πολιτικοί στόχοι είναι δύσκολο να επιτευχθούν σε ένα σύστημα πολυεπίπεδης διακυβέρνησης;: μια συγκριτική μελέτη του σχεδιασμού, της εφαρμογής και της επικοινωνίας της πολιτικής συνοχής της ΕΕ σε επιλεγμένες Ευρωπαϊκές περιφέρειες
While the European integration process has been presented mainly in terms of economic rationales, there has always been an underlying political dimension to the European project. The recent developments in Europe, notably the economic and migration crises and ensuing implications for the economies, social structures and domestic politics of member states have, however, challenged the notion of ‘Europe’ as a whole. This study investigates why political goals, defined as involving the diffusion of European values and ideals and ultimately aimed at European identity building, are difficult to achieve through public policies in a multi-level governance system. This objective is pursued through the lens of a social constructivist framework which brings to the fore socialisation, learning and discourse as processes likely to explain how the multi-level governance model of policy formation and implementation affects the achievement of political goals. Concrete working propositions relating to the aforementioned processes are explored through case study research on the formation, implementation and communication of EU Cohesion Policy in selected European regions, namely Wales in the United Kingdom, Crete in Greece and Silesia in Poland. The critical review of the literature, and the analysis of grey literature sources and semi-structured elite interviews show that, despite key differences in the three cases (new vs. old member states, donor vs. recipient to/from the EU budget member states, and model of territorial organisation), in none of the three cases have domestic – national and subnational – policy elites become socialised into EU norms and CP political goals. This is because learning produced throughout the policy process and the coordinative discourse between policy actors across the vertical dimension of MLG have in all cases been restricted to practical aspects of policymaking and ideas underlying economic goals respectively. The results of the study also indicate that Cohesion Policy has not contributed significantly to European identity building as a result of country- and/or region-specific political cultures and perceptions about the purpose and limitations of EU membership. Yet, Cohesion Policy and EU regional funding appear to have reinforced regional identity in all three contexts.Ενώ η διαδικασία της ευρωπαϊκής ολοκλήρωσης παρουσιάζεται κυρίως με όρους οικονομικής λογικής, το ευρωπαϊκό σχέδιο είχε πάντα μια υποκείμενη πολιτική διάσταση. Οι πρόσφατες εξελίξεις στην Ευρώπη, ιδίως η οικονομική και η μεταναστευτική κρίση και οι επακόλουθες επιπτώσεις στις οικονομίες, τις κοινωνικές δομές και τις εσωτερικές πολιτικές των κρατών μελών έχουν, ωστόσο, αμφισβητήσει την έννοια της «Ευρώπης» στο σύνολό της. Η παρούσα διατριβή διερευνά γιατί οι πολιτικοί στόχοι, οι οποίοι ορίζονται ως περιλαμβάνοντες τη διάχυση των ευρωπαϊκών αξιών και ιδανικών και αποσκοπούν τελικά στην οικοδόμηση της ευρωπαϊκής ταυτότητας, είναι δύσκολο να επιτευχθούν μέσω των δημόσιων πολιτικών σε ένα σύστημα πολυεπίπεδης διακυβέρνησης. Ο στόχος αυτός επιδιώκεται μέσα από το πρίσμα ενός κονστρουκτιβιστικού αναλυτικού πλαισίου, το οποίο φέρνει στο προσκήνιο την κοινωνικοποίηση, τη μάθηση και το διάλογο ως διαδικασίες που είναι πιθανό να εξηγήσουν τον τρόπο με τον οποίο το μοντέλο πολυεπίπεδης διακυβέρνησης που διέπει τη διαμόρφωση και την εφαρμογή πολιτικών επηρεάζει την επίτευξη των πολιτικών στόχων. Συγκεκριμένες προτάσεις εργασίας σχετικά με τις προαναφερθείσες διαδικασίες διερευνώνται μέσω έρευνας μελέτης περίπτωσης σχετικά με τη διαμόρφωση, την εφαρμογή και την επικοινωνία της πολιτικής συνοχής της ΕΕ σε επιλεγμένες ευρωπαϊκές περιφέρειες, και συγκεκριμένα στην Ουαλία στο Ηνωμένου Βασιλείου, στην Κρήτη στην Ελλάδα και στη Σιλεσία στην Πολωνία. Η κριτική επισκόπηση της βιβλιογραφίας και η ανάλυση πηγών γκρίζας βιβλιογραφίας και ημιδομημένων συνεντεύξεων με ελίτ δείχνουν ότι, παρά τις βασικές διαφορές στις τρεις περιπτώσεις (νέα έναντι παλαιών κρατών μελών, δωρητές έναντι αποδεκτών στον/από τον προϋπολογισμό της ΕΕ και μοντέλο εδαφικής οργάνωσης), σε καμία από τις τρεις περιπτώσεις οι εγχώριες - εθνικές και υποεθνικές - πολιτικές ελίτ δεν έχουν κοινωνικοποιηθεί στους κανόνες της ΕΕ και στους πολιτικούς στόχους της πολιτικής συνοχής της. Αυτό οφείλεται στο γεγονός ότι η μάθηση που παράγεται κατά τη διάρκεια της πολιτικής διαδικασίας και ο συντονιστικός διάλογος μεταξύ των φορέων της πολιτικής στην κάθετη διάσταση του μοντέλου πολυεπίπεδης διακυβέρνησης περιορίστηκε σε όλες τις περιπτώσεις στις πρακτικές πτυχές της χάραξης πολιτικής και στις ιδέες που διέπουν τους οικονομικούς της στόχους αντίστοιχα. Τα αποτελέσματα της έρευνας δείχνουν επίσης ότι η πολιτική συνοχής δεν συνέβαλε σημαντικά στην οικοδόμηση ευρωπαϊκής ταυτότητας ως αποτέλεσμα της πολιτικής κουλτούρας και των αντιλήψεων για τον σκοπό και τους περιορισμούς της συμμετοχής στην ΕΕ, που χαρακτηρίζουν την κάθε χώρα ή/και περιφέρεια. Ωστόσο, η πολιτική συνοχής και η περιφερειακή χρηματοδότηση της ΕΕ φαίνεται να έχουν ενισχύσει την περιφερειακή ταυτότητα και στις τρεις μελέτες περίπτωσης
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
