Dr. P. Suresh, working as Professor and Controller of Examinations in Karpagam College of Engineering (Autonomous), Coimbatore – 641 032. He has more than 13 years of teaching experience in Engineering College. He did his B.E- Mechanical Engineering at Adhiyamaan College of Engineering, Hosur in the year 1999 and then completed M.E – Manufacturing Engineering at Madras Institute of Technology, Anna University, Chennai in the year 2004. He completed his Ph. D in the area of Soft computing and Traveling Salesman Problem at Anna University, Chennai in the year 2010. He has been recognized as Ph.D Research supervisor in Anna University Chennai, Karpagam University Coimbatore and Periyar Maniammai University Thanjavur. Under his guidance one candidate has completed his Ph.D in Anna University Chennai in the year 2013. 12 candidates are doing Ph.D under his guidance in various areas like Image processing, Soft computing, Optimization, Manufacturing Engineering, Ergonomics and Materials Science. He had published 13 Journal papers and 45 conference papers in various National and International conferences. He visited Malaysia and presented paper in the International Conference. He had organized and participated workshops, conferences, seminars, symposium and Faculty Development programmes. He chaired the technical session of various events in various colleges. His areas of interest is Image processing, Soft computing, Optimization algorithms, Manufacturing, Operations Management and Ergonomics, etc. He had life member of various professional bodies like ISTE, IIE, ISNT, IACSIT and IAENG. Rethinking Suresh: Refoulement to Torture Under Canada’s Charter of Rights and Freedoms
This article takes the European Court of Human
Rights’ decision in Saadi v. Italy and uses it as an
opportunity to re-examine the Canadian case of Suresh
v. Canada (Minister of Citizenship and Immigration).
The author argues that the national security exception
in Suresh is no longer tenable in light of subsequent
developments in both international and Canadian law.
The author concludes that the Supreme Court of
Canada should reject the Suresh exception at its first
opportunity and adopt an approach to review of
refoulement cases similar to that under the United
Nations Convention against Torture and Other Cruel,
Inhuman or Degrading Treatment or Punishment and
the European Convention for the Protection of Human
Rights and Fundamental Freedoms
