Strategy „Energy 2020” in the process of public consulting of economic challenges of European Union
7 maja 2010 Komisja Europejska zainicjowała konsultacje społeczne nad dokumentem „W kierunku nowej strategii energetycznej dla Europy 2011-2020”. 10 listopada 2010 r. KE przedstawiła nową strategię dotyczącą konkurencyjnej, zrównoważonej i bezpiecznej energii. Zaprezentowano priorytety w zakresie energii na najbliższe 10 lat i przedstawiono działania, które należy podjąć w celu osiągnięcia oszczędności energii, utworzenia rynku o konkurencyjnych cenach i „pewnych” dostawach, wzmocnienia przywództwa technologicznego i skutecznych negocjacji z partnerami międzynarodowymi. W związku z powyższym w niniejszym artykule postanowiłem odnieść się do prezentowanych propozycji KE. W opracowaniu zarysowujemy wstępne zapisy projektu SRK do 2020 r., jak również omówiłem elementy strategii Europa 2020, które obejmują „inicjatywę flagową” na rzecz promowania „efektywnej surowcowo Europy”. W opracowaniu zaprezentowałem proces konsultacji społecznych, mający na celu przygotowanie ostatecznej wersji Strategii Energia 2020. W artykule szczegółowo omówiłem pięć priorytetów strategii, którymi zostały innowacje technologiczne, nowoczesny, zintegrowany system energetyczny, dążenie do systemu energii niskowęglowej, silna i skoordynowana zewnętrzna polityka energetyczna, ochrona obywateli UE. W trakcie omawiania poszczególnych zagadnień staram się odnieść do poszczególnych postulatów. Według mojej oceny strategia jest potrzebna UE, powstaje jednak pytanie o możliwości jej sfinansowania szczególnie w krajach uboższych Unii.On May 7th,,2010, the European Commission launched a public consultation of the document "Towards a new energy strategy for Europe 2011-2020". On November 10th, 2010 the European Commission adapted a document “Energy 2020 - strategy for a competitive, sustainable and secure energy”. The strategy presented priorities in the field of energy for the next 10 years, and outlined actions to be taken in order to achieve energy savings, create a market characterized by competitive prices and "secure" supplies of energy, strengthening of technological leadership and effective negotiation with international partners. In this paper, author take into account these European Union documents and comment on both the provisions of the preliminary draft of the Polish National Development Strategy 2011-2020 and on selected aspects of the Europe 2020 strategy, including the "flagship initiative" aimed at promoting “resource efficient Europe”. The paper presents also the results of a consultation process which led to the elaboration of the final version of the “Energy 2020”. The paper discusses in detail five priorities of this strategy, which encompass: technological innovation, modern, integrated
energy system, the quest for low-carbon energy system, a strong and coordinated external energy policy and protection of energy needs of EU citizens. While discussing these issues, author attempt to present their opinions on the individual postulates. In author assessment such a strategy constitutes a welcome step for the EU; however, the questions related to the possibilities of financing the strategy, particularly by the poorer EU countries
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Mechanisms of Cooperation of Local Self-Governments of the Radom Subregion with Clusters and Business in the Light of Own Surveys
Niniejsze opracowanie poświęcone jest istniejącym mechanizmom współ-pracy Jednostek Samorządu Terytorialnego (JST) subregionu radomskiego z klastrami i biznesem. Artykuł powstał na podstawie własnych badań prezentowanych w raporcie końcowym pt. „Badanie istniejących mechanizmów współpracy JST subregionu radomskiego z klastrami i biznesem w ramach projektu Orkiestra realizowanego w ramach priorytetu VIII Regionalne kadry gospodarki, Działanie 8.1 Rozwój pracowników i przedsiębiorstw w regionie, Poddziałanie 8.1.2 wsparcie procesów adaptacyjnych i modernizacyjnych w regionie” oraz aktualnych źródeł i informacji dotyczących subregionu radomskiego. W toku badania wykorzystano bazy Danych Regionalnych Głównego Urzędu Statystycznego w tym m.in. Statystyczne Vademecum Samorządowca. Cennym źródłem wiedzy dla poszczególnych powiatów były informacje znajdujące się na ich oficjalnych serwisach internetowych oraz
w dokumentach strategicznych poszczególnych gmin i powiatów. Na potrzeby niniejszego opracowania skonstruowano narzędzie badawcze w postaci kwestionariusza ankietowego.This study is devoted to the existing mechanisms of cooperation of local self-governments of the Radom subregion with clusters and business. The
article is an outcome of the author’s own research presented in the final report “Research of the existing mechanisms of cooperation of local self-governments of the Radom subregion with clusters and business within the framework of the project named Orchestra implemented within the priority VIII, Regional Stafffor Economy, Measure 8.1, Development of Employees and Enterprises in the Region, Sub-measure 8.1.2, Support for adaptive and modernisation processes in the region” as well as the present sources and information on the Radom subregion. In the course of the research, there were used bases of the regional data of the Central Statistical Offi ce, including,inter alia, Statystyczne Vademecum Samorządowca[Statistical Vademecum of Regional Civil Servant]. A valuable source of knowledge for individual districts was
information displayed on their offi cial Internet services as well as in strategic documents of particular municipalities and districts. For the purposes
of this study, the author constructed a research tool in the form of survey questionnaire
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
