Choosing How to Choose: Self-Stable Majority Rules and Constitutions
Constitutional arrangements affect the decisions made by a society. We study how this effect leads to preferences of citizens over constitutions; and ultimately how this has a feedback that determines which constitutions can survive in a given society. Constitutions are stylized here, to consist of a voting rule for ordinary business and possibly different voting rule for making changes to the constitution. We deffine an equilibrium notion for constitutions, called self-stability, whereby under the rules of a self-stable constitution, the society would not vote to change the constitution. We argue that only self-stable constitutions will endure. We prove that self-stable constitutions always exist, but that most constitutions (even very prominent ones) may not be self-stable for some societies. We show that constitutions where the voting rule used to amend the constitution is the same as the voting rule used for ordinary business are dangerously simplistic, and there are (many) societies for which no such constitution is self-stable rule. We conclude with a characterization of the set of self-stable constitutions that use majority rule for ordinary business.
Facing the mystery of the suffering of the innocent
U ovom članku promatra autor patnju nevinih kao tajnu koju želi što više osvijetliti. U tom kontekstu, u prvom dijelu, studira knjigu o pravednom Jobu. Nakon sumarne analize dolazi do zaključka da Jobovu patnju treba vrednovati kao kušnju vjere iza koje, u konačnici, stoji sam Bog. U drugom dijelu razmišlja autor o otkupiteljskoj snazi patnje nevinoga Isusa. Ali i o velikoj vrijednosti trpljenja svakog nevinog vjernika patnika koji svoju patnju čini plodonosnom pridružujući je Kristovu otkupiteljskom djelu. Da je patnja nevinih vjernika patnika višestruko plodonosna, o tome se govori i u trećem dijelu članka koji je posvećen svjedočanstvima pojedinih katoličkih blaženika i svetaca. U završnom dijelu autor ističe da tešku patnju treba otkloniti, ako je moguće. Ako nije moguće, onda je treba s vjerom prihvatiti, Bogu
posvetiti i strpljivo podnositi. Na taj način, po njegovu mišljenju, ona postaje veoma učinkovita molitva i ima nadnaravnu vrijednost. Na koncu autor priznaje da je cijeli ovaj članak pisao pod snažnim utjecajem hagiografske literature ističući pritom da je svetački pristup patnji najbolji ljudski odgovor na tajnu trpljenja nevinih.In this article the author examines the suffering of the innocent as a mystery that should be highlighted. In this context, in the first part of the article he studies the book of the righteous Job. After a brief analysis he comes to the conclusion that Job’s suffering should be judged as a test of faith behind which, ultimately, is God Himself. In the second part, the author reflects on the redemptive power of the suffering of the innocent Jesus. But he reflects also on the great value of the suffering of every innocent believer which is made fertile by Christ’s suffering and is joined to the redemptive work
of Christ. The third part of the article argues that the suffering of innocent believers is fruitful in multiple ways, and this is proved by the witness of some Catholic saints and blessed. In the final part, the author points out that acute pain should be eliminated where possible, but if this is not possible, then it should be accepted with faith, offered up to God and patiently endured. In this way, in the author’s view, it becomes a very effective prayer and has a supernatural value. Finally, the author acknowledges that the article has been written under the strong influence of hagiography and stresses that the approach of the saints toward suffering is the best human answer to the mystery of the suffering of the innocent
A comparative study of Zinc (II) ions removal by a locally produced Granular activated carbon
Physiochemical properties of wastewater effluent from the plants of a brewery in Lagos, Nigeria were analyzed. The adsorption capacity of Granular activated carbon from animal horns when compared with the available commercial Granulated Activated Carbon (GAC) has been presented. Kinetics of adsorption was also investigated. The adsorption isotherms could be well defined with Freundlich model instead of Langmuir model for both GAC studied. The experimental data, when applied to the first and second-order kinetic models, followed the first-order with r² = 0.931 for GAC from animal horns while commercial GAC followed the second-order with r² = 0.936. The results illustrated how animal horns, a solid waste disposal menace from the abattoir at the Oshodi market in Lagos metropolis, was used as an effective biosorbent for the removal of Zn2+ ions; offering a cheap option for primary treatment of the wastewater effluent.Keywords— Biosorption, animal horns, Granulated Activated Carbon, wastewater, effluen

THE LETTER OF POPE INNOCENT IV TO SENJ BISHOP PHILIP IN PRINTED PUBLICATIONS AND HISTORIOGRAPHY
O povlastici glagoljanja koju je papa Inocent IV. dao osobno senjskom biskupu Filipu u pismu od 29. ožujka 1248. često su pisali historičari, filolozi i drugi znanstvenici koji su u svojim djelima raspravljali o fenomenu glagoljice, glagoljskoj baštini i sličnim
temama. Zbog svojega je nacionalnoga značenja prijepis latinskog teksta pisma pape Inocenta IV. senjskom biskupu Filipu, onako kako je zabilježeno u vatikanskim registrima (Archivio Segreto Vaticano, Reg. Vat, n. 21, f. 522rv), redovito naveden u relevantnim zbirkama izvora za hrvatsku povijest, gdjegdje i s hrvatskim prijevodom i komentarima. U prvom dijelu članka autor niže poznate mu objave prijepisa latinskog teksta i hrvatske prijevode s komentarima, koje su referentne pri navođenju izvornika. U drugom dijelu članka autor daje osvrt na sadržaj pisma pape Inocenta IV. i djelatnost senjskoga biskupa Filipa o kojoj se nešto malo zna samo s početka njegova biskupovanja, preciznije iz godine 1248. Međutim, i to malo poznatih podataka svjedoči o respektabilnom ugledu senjskog biskupa Filipa, koji nadilazi granice njegove biskupije, a povezan je s novom misijskom strategijom katoličke Crkve u kojoj staroslavensko bogoslužje i glagoljica postaju prikladno sredstvo kojim se pravovjerje može štititi i širiti se. U tom kontekstu posebno se sagledava značenje pisma pape Inocenta IV. i povlastica senjskom biskupu Filipu da i on kao biskup može vršiti bogoslužje na staroslavenskom jeziku iz glagoljskih knjiga u onim krajevima u kojima postoji taj običaj. Autor je svoju raspravu temeljio na istraživanjima mons. dr. sc. Due to its national significance the transcript of the Latin text of the letter of Pope Innocent IV to Senj’s Bishop Philip, as it is noted in the Vatican’s
registers (Archivio Segreto Vaticano, Reg. Vat, n. 21, f. 522rv), is regularly mentioned in relevant collections of sources for Croatian history, here and there and with a Croatian translation and comments. In the first part of the article the author lists the publications of the transcript of the Latin text and Croatian translation with comments known to him, which are referential upon
the quoting of the original. In the second part of the article the author gives an overview of the contents of the letter of Pope Innocent IV and the activity of Philip the bishop of Senj about whom only a little is known about the beginning of his episcopate, more precisely from the year 1248. However, this little known data bears witness to the respectable reputation of Senj’s bishop Philip, which extended the boundaries of his bisphoric, and is connected with the new mission
strategy of the Catholic Church in which the Old Slavic liturgy and Glagolitic script become appropriate means by which orthodoxy was able to protect itself and expand. In this context the significance of the letter of Pope Innocent IV is considered separately and the privilege of Philip the bishop of Senj so that he as a bishop was able to perform the liturgy in the Old Church Slavonic language from the Glagolitic books in those regions where this custom existed. The

Mosquito Larvicidal Constituents from Lantana Viburnoides SP Viburnoides Var Kisi (A. rich) Verdc (Verbenaceae).

Lantana viburnoides sp viburnoides var kisi is used in Tanzania ethnobotanically to repel mosquitoes as well as in traditional medicine for stomach ache relief. Bioassay-guided fractionation and subtraction bioassays of the dichloromethane extract of the root barks were carried out in order to identify the bioactive components for controlling Anopheles gambiae s.s. mosquito larvae. Twenty late III or early IV instar larvae of An. gambiae s.s. were exposed to various concentrations of the plant extracts, fractions, blends and pure compounds, and were assayed in the laboratory by using the protocol of WHO 1996. Mean mortalities were compared using Dunnett's test (p < 0.05) and lethal concentration calculated by Lackfit Inversel of the SAS programme. The crude extract (LC50 = 7.70 ppm in 72 h) and fractions exhibited different level of mosquito larvicidal activity with subtraction of some fractions resulting in activity enhancement. The active fractions contained furanonaphthaquinones regio-isomers (LC50 = 5.48-5.70 ppm in 72 h) and the lantadene triterpenoid camaric acid (LC50 = 6.19 ppm in 72 h) as active principles while the lupane triterpenoid betulinic acid (LC50 < 10 ppm in 72 h) was obtained from the least active fraction. Crude extracts and some fractions had higher or comparable larvicidal activity to the pure compounds. These results demonstrate that L. viburnoides sp viburnoides var kisi extracts may serve as larvicides for managing various mosquito habitats even in their semi-purified form. The isolated compounds can be used as distinct markers in the active extracts or plant materials belonging to the genus Lantana
Artificial neural network modeling for potential performance enhancement of a planar perovskite solar cell with a novel TiO2/SnO2 electron transport bilayer using nonlinear programming
The performance of a planar Perovskite Solar Cell (PSC), having a novel TiO2/SnO2 bilayer as Electron Transport Layer (ETL), has been optimized. To achieve this, an artificial neural network (ANN) was trained to predict the Power Conversion Efficiency (PCE) as a function of five technological parameters of the PSC namely; Active layer thickness, Hole Transport Layer (HTL) thickness, HTL dopant concentration, Electron Transport Layer (ETL) thickness, and ETL dopant concentration. The model was able to predict the data accurately, with an overall Mean Square Error (MSE) of 0.0002302, Root Mean Square Error of (RMSE) of 0.01502, Sum of Squares Error of (SSE) of 0.4712, and correlation coefficient (R) of 0.9991. Subsequently, the optimum values of independent variables giving the maximum efficiency were determined by applying the Particle Swarm Optimization algorithm to maximize the ANN-derived model. The optimum solutions predicted were then simulated using the SCAPS 1-D program, yielding a PCE of 14.94%. This paper presents a straightforward and efficient methodology by which ANN modeling and nonlinear programming can be applied to carry out multi-property optimization of PSC performance
