    The Importance of the Women Characters and Imagery in Maryse Conde's Segou

    This thesis analyses the women characters and the imagery relating to women in Segou, a three-volume saga by Maryse Conde. It takes a thematic approach to the topic with some linguistic investigation of imagery. The main focus of this study is to examine the strength of the women characters in the novel. This examination of characters begins with the city which can be viewed as a main 'player' in the novel. Segou the city is central to the lives of many of the Traore, the family around which the story is centred. The women in the novel, especially Nya, have a marked influence on the lives of their offspring; the strength of character of one's offspring being determined more by the mother than by the father. ultimately a woman's strength is in the realm of motherhood. An analysis of the myth and imagery in the novel reveals the feminine nature of the cosmos. However this 'power' relates to another world where women once reigned supreme. In the novel men reign supreme, not women. The city and the other characters apart, the author as a 'character' is also significant. The identity quest which consumes so many of the characters in the novel is also Maryse Conde's quest. She too is in search of her past and of a land unknown. Maryse Conde is not only writing a novel for the enjoyment of her readers, she is also 'weaving' a 'past' for herself, a type of cosmogeny. Segou is a narrative work of the Traore clan over five generations, of the spread of Islam, of war and of the destruction of a kingdom. It is also Maryse Conde's story

    From mid 1970s, the Republic of Mali embarked on an administrative reform program aimed at encouraging citizens' participation in development. The purpose of this degree paper was to examine some of the problems associated with participatory development in Mali using the Region of Segou as a case study a decade after the formal declaration of the national policy. This study is significant because traditionally citizens were not allowed to participate whatsoever in the decision-making process. Even with the advent of independence, it was only the elites within the society who participated. Thus, this new approach at democratization of the decision-making process is both exciting and full of challenges. The major findings of the study are that in spite of the perception of the citizens that some improvements have taken place since the reforms of the 1970s, citizen participation has been plagued by four barriers, namely (a) socio-religious, (b) organizational, (c) legal and (d) economic. The primary source of information was the administration of a survey instrument to citizens.     Farmers’ preference for agricultural radio programmes in Niono area of Segou, Mali

    This study examined farmers’ preference for agricultural radio programmes in Niono area of Segou, Mali. Dataon farmers’ radio set ownership, listening time and listenership of agricultural radio programmes were obtained from 205 randomly selected respondents. Data were analysed using descriptive (percentages) and inferential statistics (Chi-square and Pearson’s Product Moment Correlation) at α=0.05. Most farmers had high radio set ownership (79%), preferred listening to radio in the evening (61.50%) but had low listenership status (60.5%). The respondents preferred listening to Cikelaw ka Kene from Kaira radio station (x̅ =1.2683). Farmers’ radio set ownership (X2 = 39.623), listening preferred time (r = 0.22) and their listenership status (r = 0.696) were significantly related to farmers’ radio agricultural programme preference. Broadcast of Cikelaw ka Kene from Kaira radio station should be sustained, while relevant agricultural information should be targeted at the evening period to enhance listenership among farmers in the study area

    In order to assess the impact of the Land Restoration Program, understanding what land restoration options work, where and for whom, there is need to identify the context-specific variables that may influence the performance of the restoration options as well as their uptake. In addition to monitoring the performance of the restoration option being implemented, a registration of the farmers involved in the project was conducted. A standard household survey was used, assessing both the socio-economic and biophysical characteristics of the households. The farmers were from five admistrative circles across three Malian regions. Specifically, the farmers were from Bankass, Bandiagara in Mopti region; Segou and Tominian in Segou region; and Yorosso in Sikasso region. The present dataset includes socio-economical data about 1639 households, including general information about the farms, crops and agricultural operations. NOTE: The coordinates were removed from the dataset in May 2021, in order to comply with GDPR standards.     Temperature Forecasting as a Means of Mitigating Climate Change and Its Effects: A Case Study of Mali

    Temperature forecasts and trend analyzes were carried out for several locations in Mali as an important tool for warning of potentially threatening weather events such as severe heat waves, storms, droughts and floods, which could pose a great risk to humans and their environment. Five locations (Segou, Sikasso, Kayes, Gao and Taoudenni) across Mali (170 00’N – 40 00’W) were chosen for this research work. Satellite data of annual temperature obtained from the European Centre for Medium-Range Weather Forecast (ECMWF) database for 35 years (1985-2019) was used for this work. The Mann-Kendall trend test was carried out for various locations to observe and study the trend. Four Models including Auto Regressive and Integrated Moving Average (ARIMA), Exponential smoothening (ETS), TBATS (Trigonometric seasonality, Box-Cox transformation, ARMA errors, Trend and Seasonal components) and the linear model were employed to forecast average temperature for 10 years for all the locations. The model that produces the best forecast at the 95% confidence level is expected to have the lowest Root Mean Square Error (RMSE) value. The results showed that no significant trends were recorded at the considered locations. The linear model produced the best forecast for Segou, Kayes and Taoudenni, while the TBATS model produced the best forecast for Gao and the ARIMA model produced the best forecast for Sikasso.Citation: Billy, U., Udo, S., Ewona, I., Umoh, M., & Mfongang, A.     Protective Resource Allocation on Critical Road Segments: The case of Mali and the fight against terrorism

    The Sahel region has become a focal point of concern due to the alarming escalation of terrorism, culminating in devastating attacks that have claimed numerous lives and disrupted regional stability. Mali, in particular, has experienced a significant surge in terrorist activity. This thesis presents a novel approach of using criticality measures based on network science as pay-offs for a game theoretical model in order to protect connectivity of road networks in conflict areas. Through two comprehensive literature reviews the network scan approach, based on shortest paths, population sizes, travel distances, and travel times and the two-player zero-sum game structure were selected as the basis for the methodology. In order to enhance understanding of dynamics on the road network, semi-structured expert interviews were conducted. The model is applied to the region of Segou in Mali and optimal strategies were compared to empirical terrorist attack data of the ACLED database. It is concluded that road network protection can be strengthened to minimize the impact of terrorist attacks through the allocation of protective resources. Firstly, experts highlight the positive impact of combining military patrols and convoys with explosive ordnance disposal on road safety. Secondly, results revealed the network scan approach's potential as a valuable tool for criticality assessment. Thirdly, contexts lacking empirical traffic data, directing network protection efforts towards roads identified as optimal strategies by the model becomes prudent. Lastly, the comparison of optimal strategies against emperical data provides the means enhance insurgent behaviour's understanding. While the developed model can be considered rudimentary, it is believed to have laid down essential foundational principles. Further research is recommended the extend the model further, including validate the model's effectiveness and determine its applicability to different types of attacks and different insurgency groups.     Foot and mouth disease in Mali: current situation and proposed control strategies

    Summary Two main reasons prompted the authors to write this paper. First, outbreaks of foot and mouth disease (FMD) have occurred repeatedly in Mali and neighbouring countries during the last decade. Secondly, there is a pressing need for control strategies, since the first molecular epidemiological studies of FMD virus in West Africa have demonstrated that FMD transmission across national boundaries is common in this region. The authors discuss the FMD outbreaks that occurred during the period of 1980 to 1996, which were reported to the Central Livestock Office in Mali by field veterinarians. The outbreaks in 1980 and 1982 were confined to the regions of Kayes and Gao, respectively. Between 1991 and 1992, outbreaks occurred in Segou, Sikasso and Bamako. In 1996, FMD outbreaks were reported in cattle populations throughout Mali, except in Kidal in the Sahara desert, where temperatures reach 45°C. High mortality was reported in young animals, while morbidity approached 100% in adult cattle

    Ce thème de la gestion des terroirs sahéliens, qui se réfère à la "crise écologique" liée aux phénomènes conjugués de croissance démographique persistante et des années successives de sécheresse, met en évidence le dilemme entre le développement et l'environnement. Dans le cadre des objectifs de la Rencontre de Segou il s'agissait, tout d'abord, de tirer parti de ces enseignements pour développer le dialogue entre les différents partenaires (populations rurales, Etats sahéliens et bailleurs de fonds), afin de valoriser et de prendre en compte au mieux, l'initiative et les capacités d'intervention des ruraux dans la conception et la mise en oeuvre des politiques de développement.
