    Developing a Policy Leadership Behaviours Scale: an Exploratory Factor Analysis

    School administrators are challenged to lead, manage and control schools to ensure that they create the best conditions possible so that these schools may become educationally meaningful institutions for all. For this very reason, through existing “brilliantly written” policies surrounding schools, school leaders and administrators have to established the “policy leadership” in their positions as leaders and administrators in schools. The AN-Policy Leadership Behaviours Questionnaire VI (AN-PLBQ VI), was proposed as an instrument to measure policy leadership behaviours, was administered to 319 public school administrators in the state of Kuala Lumpur and Selangor, Malaysia. The original instrument had 89 items under 13 dimensions or factors identified as components that formulate policy leadership behaviours. The AN-PLBQ VI was subjected to exploratory factor analysis (EFA) using principal component analysis (PCA) with varimax rotation. The closing result of EFA suggested 61 items that are distributed on 10 original factors were specified to retain though items combined from different factors, that are: the ability to strategically plan for policy implementation, ability to frame and select policy issues, ability to actively participate in the policy process, ability to establish and work towards a set vision, ability to manage access to policy environment, ability to forge and nurture an accommodating policy culture, ability to manage public perception of policy, ability to conduct policy scanning, ability to conduct policy networking activities and ability to strategically plan for policy advantage. While another new and modified 3 factors from its original label were made to match the emerging new factors that are: ability to keep policy current, ability to keep policy aligned and ability to forge and nurture policy support. A confirmatory factor analysis is proposed to this new factor structure of AN-PLBQ VI in order for this exploration research moves to an explanation study

    The Construct of Policy Leadership: A Conceptual Framework

    This paper provides a framework in defining and presenting the concept of “policy leadership”. Policy leadership are activities that leaders in organizations take to guarantee that the internal and external policy environments keep on being beneficial to the purpose, culture, and changing circumstances of the organization. Policy leadership is not just restricted to the acknowledgment of policy unquestioningly, yet it is likewise worries on the improvements, and changes but it provides the basis for policy execution and implementation in organizations. This type of leadership is significantly important for leaders who are encircled and enclosed with internal and external policies in their organizations that need them to deal proactively and positively within the policies for organizational well-being and its effectiveness. This emerging concept will assists leaders in understanding the ‘what’ and ‘why’ of policy leadership. Besides that, policy leadership provides an opportunity for understanding the role of leaders engaging in policies to achieve organizational effectiveness. However, future research is needed to empirically validate the concept through systematic investigations that sheds light on the constructs and later devise a scale to measure policy leadership

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    An empirical survey on prevalence and demographic differences in academic dishonesty among undergraduates from four public universities in China

    Purpose – This empirical survey is conducted to investigate the prevalence rate of academic dishonesty (AD) in examinations and assignments among undergraduates. The study compared the difference in admitted behaviours of academic dishonesty between male and female students comprising second-year, third-year and fourth-year students from the discipline of business, engineering, information technology (IT) and education. Design/methodology/approach – A cross-sectional study was utilized in this study and collected data via the online questionnaire. A total of 1,624 respondents participated from four public universities of four provinces in China Mainland. Findings – The findings showed that the proportion of respondents from China participating in AD is between 15.4 and 51.7%. The findings showed that more than two-thirds of the respondents stated involved dishonesty in examinations and assignments at least once during the previous academic year. In addition, male and female undergraduates in second-year, third-year and fourth-year showed statistically significant differences in dishonest behaviours. Specifically, the male/senior students were more involved in dishonest behaviours than the females/sophomores. Originality/value – Unlike previous studies, this study found that discipline in the Chinese context was not a significant demographic predictor of dishonesty. Although not significantly different, the respondents majoring in business reported a high engagement rate of dishonesty, followed by engineering and information technology undergraduates, but education undergraduates revealed the lowest engagement rate of dishonesty. The target integrity education should be imparted among male and senior students

    Policy Implementation Performance of Primary School Leaders in Malaysia: An Exploratory Factor Analysis

    The aim of this study is to develop a scale for assessing the policy implementation performance of public primary school leaders in Malaysia. The “Implementation Leadership Scale (ILS)” by Aarons, Ehrhart and Farahnak (2014) and part of the “Teacher’s Competency Scale” by Ghafar (2015) were adapted and customised to suit the context of the study in measuring school leaders' policy implementation performance. The respondents were 228 senior primary school leaders who included headmasters and senior teacher assistants in three categories: academic, student affairs, and co-curriculum. Clustered random sampling was used to select the respondents. Results of the exploratory factor analysis (EFA) revealed six underlying components of policy implementation performance with 38 indicators, the first four of which are proactive, knowledgeable, supportive, and perseverance implementation leadership. The last two components are ability to perform and standard of performance. Evidently, the six components explained 65.1% of the total variance. The reliability of the policy implementation performance construct was 0.95, while that of other constructs ranges from 0.79 to 0.89. In addition to contributing further insight to the current literature on policy implementation performance, the results also provide a reliable source of information to researchers and professional practitioners of educational policies for future research in policy implementation performance

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Mediating effect of self-efficacy in the relationship between technology competency and learners' acceptance and usage of e-learning portal

    The purpose of this study is to investigate the mediating effect of self-efficacy in the relationship between technology competency and learners’ acceptance and usage of e-learning portal among adult learners in one private university in Malaysia. The sample consists of 153 adult learners from various business programmes. Structural Equation Modeling (SEM),employing AMOS 22 was used to test the mediation effect and also the relationship between technology competency of learners with learners’ acceptance and usage of the e-learning portal. A non-significant relationship was found between technology competency with learners’ acceptance and usage of the e-learning portal. However, when the mediation hypothesis was tested, the result indicates that self-efficacy fully mediates the relationship between technology competency and learners’ acceptance and usage of the e-learning portal. This study implies to policy makers that there is a need to train adult learners in the e-learning environment by reinforcing learners’ self-efficacy to influence them in accepting and encourage them to use of the e-learning portal at their university

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
