    Representing Different Constituencies: Electoral Rules in Bicameral Systems in Latin America and Their Impact on Political Representation

    This article analyzes the quantitative (mechanical) effects and qualitative (perceptions) effects on political representation of the election of two separate chambers in Latin America’s bicameral systems. After discussing the spread and strength of bicameralism in Latin America, we compare the different electoral systems for lower chambers and Senates. Our study shows that in a region characterized by relatively high levels of malapportionment in the first chamber, the second chamber reinforces the malapportionment in parliament. Representation tends to be much more disproportional in the upper chamber than in the lower house. Moreover, the differences in the electoral systems and district magnitudes for both chambers make it more difficult for women to win a seat in the Senate.Latin America, Senates, bicameralism, electoral systems, malapportionment, gender quota

    Introduction: Regionalism under stress

    Regionalism is under stress in Europe and Latin America. The European Union, while still coping with the Eurozone crisis, has been facing additional challenges, such as conflicts in its neighborhood, the massive influx of refugees, an increasing frequency of terrorist attacks, the electoral success of Eurosceptic parties, and the Brexit referendum. In Latin America, regional cooperation stagnates due to economic problems in major countries, a lack of regional leadership, and ideological conflicts which led to a standoff in important regional organizations. Our project studied current challenges and constraints facing regionalism in different parts of the world. In particular, it investigated stress factors and their interaction with characteristics of the region. This introduction defines central concepts, situates the book in the burgeoning field of research on comparative regionalism, presents the analytical framework, and offers an overview of the individual contributions

    En el contexto de la crisis actual del regionalismo latinoamericano este artículo analiza, en la primera parte, tanto los avances como las limitaciones estructurales del regionalismo latinoamericano en los últimos 30 años. En la segunda parte, describe algunos elementos estructurales para entender mejor la crisis del regionalismo poshegemónico. La tercera parte discute estrategias y pasos para hacer frente a la crisis actual, y para dar nuevos impulsos al regionalismo latinoamericano. Se discuten las opciones para confrontar la porosidad de la región y para aprovechar las nuevas oportunidades de establecer alianzas de cooperación económica entre países en diferentes regiones del mundo. El artículo aboga por un regionalismo pragmático y apoya la propuesta de crear un área de libre comercio latinoamericana

    Specifying graph languages with type graphs

    We investigate three formalisms to specify graph languages, i.e. sets of graphs, based on type graphs. First, we are interested in (pure) type graphs, where the corresponding language consists of all graphs that can be mapped homomorphically to a given type graph. In this context, we also study languages specified by restriction graphs and their relation to type graphs. Second, we extend this basic approach to a type graph logic and, third, to type graphs with annotations. We present decidability results and closure properties for each of the formalisms
