Digitalization is quickly emerging as an avenue for future economic development. As
a result of this, financial technology companies (FinTechs) have taken to digitalization
both to understand their customers and to use data to design more productive and
convenient products. Subsequently, they are credited with making financial resources
increasingly available and affordable. In Africa, millions of people use a vast array of
proliferating mobile platforms as transactional interfaces. Although these innovations
have improved the ease of financial transactions, they are not without challenges.
Due to the dynamic nature of these processes, ubiquitous challenges affecting
collection, processing, quality and security of collected data continually emerge.
These challenges create opportunities for financial data governance. In this paper,
we explore digitalization and financial governance in Africa. We identify the current
state of knowledge and explicate how this understanding has been applied on the
continent. Finally, we specify existing knowledge gaps in areas that could form the
basis of a future research agenda for practitioners and policy makers
A Prototype Data Governance Framework for Africa
To create a vibrant market for the use of data, while still protecting the individual rights
of those on the continent, Africa must lead the way in developing its data strategy and
data governance framework. This data governance framework should account for the
continent’s unique characteristics while addressing gaps in digitization, identity, and
access to data across countries. This background paper discusses the key features of
an effective data governance framework within an African context; it identifies the key
dimensions that merit consideration in this regard, and it describes the principles that
should animate such a system for governing how data is deployed on the continent

La numérisation apparaît rapidement comme une voie de développement
économique futur. C'est pourquoi les entreprises de technologie financière (FinTechs)
ont adopté la numérisation à la fois pour comprendre leurs clients et pour utiliser les
données afin de concevoir des produits plus productifs et plus pratiques. Par la suite,
elles ont été reconnues pour avoir rendu les ressources financières de plus en plus
disponibles et abordables. En Afrique, des millions de personnes utilisent un vaste
éventail de plateformes mobiles en plein essor comme interfaces transactionnelles.
Bien que ces innovations aient rendu les transactions financières plus faciles, elles
ne sont pas sans difficultés. En raison de la nature dynamique de ces processus, des
défis omniprésents portant sur la collecte, le traitement, la qualité et la sécurité des
données collectées apparaissent de façon continue. Ces défis créent des opportunités
pour la gouvernance des données financières. Dans cet article, nous examinons la
numérisation et la gouvernance financière en Afrique. Nous identifions l'état actuel
des connaissances et expliquons comment cette compréhension a été appliquée sur
le continent. Enfin, nous précisons les lacunes existantes en matière de connaissances
dans des domaines qui pourraient constituer la base d'un futur programme de
recherche pour les praticiens et les décideurs
Data Governance and Policy in Africa
This open access book examines data governance and its implications for policymaking in Africa. Bringing together economists, lawyers, statisticians, and technology experts, it assesses gaps in both the availability and use of existing data across the continent, and argues that data creation, management and governance need to improve if private and public sectors are to reap the benefits of big data and digital technologies. It also considers lessons from across the globe to assess principles, norms and practices that can guide the development of data governance in Africa. The book will appeal to scholars and students of data governance, technology and public policy, as well as practitioners and policy makers

gouvernance des données doit tenir compte des caractéristiques uniques du continent
tout en comblant les lacunes en matière de numérisation, d'identité et d'accès aux
données dans les différents pays. Ce document de référence examine les principales
caractéristiques d'un cadre efficace de gouvernance des données dans un contexte
africain ; il identifie les dimensions clés qui méritent d'être prises en considération
