Kaegi, Jr, Two Notes on Heraclius. — The author concludes that a letter from the senate of Constantinople to the Persian King Chosroes II in 615 contains an allusion to the continuing resistance of Komentiolos, brother of Phocas, after the execution of Phocas in October, 610. The letter provides additional proof of the importance of the revolt in inhibiting attempts to arrange peace between Chosroes and Heraclius. The author also suggests that a possible inspiration for some of Heraclius 's strategy against the Persians was a neglected composition that John Lydus attributed to Emperor Constantine I.Kaegi Walter Emil.     Emil i Lönneberga i nya ryska kläder : Intention, variation och reception

    Artikeln behandlar dialekt i barnboksöversättning, på grundval av Emil i Lönneberga i översättning till ryska. Materialet är a) 20 olika översättningar till ryska (2 publicerade och 18 gjorda av ryska universitetsstudenter i svenska), b) studenternas kommentarer till sina översättningar, och c) en fokusgruppsdiskussion (6 ryska universitetsstudenter i svenska) av de olika lösningarna. Studien visar en bred variation i olika lösningstyper och konkreta lösningar. Den morfosyntaktiska lösningstypen framträder här som översättningsnorm [Toury 1995]. Den har störst frekvens i materialet, den förekommer i båda de publicerade versionerna och den tas emot mest positivt av läsarna. Övriga lösningstyper är mindre frekventa och har en mer idiosynkratisk karaktär. En jämförelse mellan översättningskommentarerna och diskussionen med läsarna visar att det inte alltid finns överensstämmelse mellan hur översättarens intention och läsarnas reception.The paper deals with dialect in translation of children’s literature, analyzing translations into Russian of Swedish author Astrid Lindgren’s book Emil in Lönneberga. Three types of data are analyzed: a) 20 different translations into Russian (2 published, 18 done by Russian university students of Swedish), b) students’ commentaries to their translations, and c) a focus group discussion (6 Russian university students of Swedish) of the different solutions. The data shows a wide variety of different types of solutions. The use of morphosyntactic means has in this study the character of a translation norm (Toury 1995): it is most frequently found, it is used in both published versions, and it is received most positively by the readers. Other types of solutions are less frequent and have a more idiosyncratic character. A comparison between the translation commentaries and the discussion with the readers shows that readers’ reception does not always correspond to the translator’s intention.

    Structuring Urban Redevelopment Projects: Moving Participants Up the Learning Curve

    Urban redevelopment projects implemented through public-private partnerships are the preferred way to revitalize inner-city areas. As the numbers of participants increase and deal structures become more complex, participants need more detailed knowledge of one another’s motivations and behaviors to achieve feasible redevelopment projects. This research describes the expectations and behaviors of private sources of debt and equity, especially their financial return requirements, and the actions public participants can take to reduce project risks. With this knowledge, lead public and private participants should be able to forge economically viable projects that generate greater public benefits while reducing the risks of urban redevelopment.

    It is well known that in conventional three dimensional (3D) Hermitian two band models, the intersections between the energy bands are generically given by points. The typical example are Weyl semimetals, where these singular points can be effectively described as Weyl fermions in the low energy regime. By explicitly imposing discrete symmetries or fine-tuning, the intersection can form higher- dimensional nodal structures, e.g. nodal lines. By instead considering dissipative contributions to such a system, the degeneracies will generically take the form of closed 1D curves, consisting of exceptional points, i.e. points where the Hamiltonian becomes defective. By constructing the Hamiltonian in a particular way, the 1D exceptional curves can host non-trivial topology, i.e. they can form links or knots in the Brillouin zone. In stark contrast to line nodes occurring in Hermitian systems, which inevitably rely on discrete symmetries or fine tuning, the exceptional knots are generically stable towards any small perturbation. In further contrast to point singularities and unknotted circles, the topology of knots cannot be characterized by usual integer valued invariants. Instead, the complexity of the knottedness is captured by polynomial type invariants, making the physical classification and interpretation of these system challenging. To this end, the study of knotted nodal band structures naturally brings two different aspects of topology together – mathematical knot theory on the one hand, and the physical theory of topological phases on the other hand.This licentiate thesis focuses on providing the necessary theoretical background to understand the two accompanying publications entitled Knotted non-Hermitian metals, written by Johan Carlström, together with the author of this thesis, Jan Carl Budich and Emil J. Bergholtz, published in Physical Review B on April 24 2019, and Hyperbolic nodal band structures and knot invariants, written by the author of this thesis, together with Lukas Rødland, Gregory Arone, Jan Carl Budich and Emil J. Bergholtz, published in SciPost Physics August 8 2019. An introduction to gapless topological phases in the Hermitian regime, focusing on Weyl semimetals, their classification and surface states, is provided. Then, the light is brought to non-Hermitian operators and the differences from their conventional Hermitian counterpart, such as the two different set of eigenvectors bi-orthogonal to each other, exceptional eigenvalue degeneracies and some of their consequences, are explained. Afterwards, these operators are applied to dissipative physical system, and some of the striking differences from the conventional Hermitian systems are highlighted, the main focus being the possibly non-trivial topology of the 1D exceptional eigenvalue degeneracies. In order to be somewhat self contained, a brief conceptual introduction to the utilized concepts of knot theory is given, and lastly, further research directions and possible experimental realization of the considered systems are discussed.</p

    W artykule autor analizuje, czy pojęcie „odpowiedzialność karna” zawarte w przepisach konstytucyjnych dotyczących immunitetu formalnego powinno być rozumiane w ten sam sposób, co tożsame wyrażenie w art. 42 ust. 1 Konstytucji RP. Autor pozytywnie odpowiada na tak postawione pytanie badawcze, powołując się na dyrektywy wykładni językowej (zakaz wykładni synonimicznej i homonimicznej) oraz potrzebę zapewnienia efektywności immunitetu. Alternatywna linia interpretacji – zaprezentowana w wyroku TK P 31/12 i oparta o argument exceptiones non sunt extendendae – zostaje odrzucona. Można zatem wysnuć wniosek, że immunitet formalny chroni przed np. odpowiedzialnością za delikt administracyjny. Autor konstatuje także, że przepisy ustawowe doprecyzowujące immunitet na poziomie konstytucyjnym nie przewidują takich sytuacji.In the article the author analyses whether the notion of ‘criminal liability’ contained in constitutional provisions relating to formal immunity should be understood in the same way as the identical term in art. 42(1) of the Constitution of the Republic of Poland. The author answers affirmatively to such research question, relying on linguistic directives of interpretation (prohibition of synonymous and homonymous interpretation), as well as the need to safeguard the effectiveness of immunity. Alternative line of interpretation – presented in the judgment of the Constitutional Tribunal P 31/12 and based on exceptiones non sunt extendendae argument – is rejected. From this one can derive a conclusion that formal immunity provides protection against i.a. liability for administrative infractions. The author observes as well that statutory provisions which precise constitutional regulations on immunity do not cover such situations
