A project on enhancement of community participation in community health insurance : a case of Mwananyamala Ward
Tanzania faces serious challenges to improve the health and wellbeing of its people. Action is urgently needed to create fundamental change in the health status of Tanzanians living in poverty. In order for the goals of the poverty reduction strategy and health sector to be realized, particular commitments must be made to those who are impoverished, marginalized and other wise vulnerable (Hutton (2003)) The Ministry of health and its partners in government, the donor community and civil society have responded with concerted action, in many cases achieving significant gains. In efforts to stem the deterioration of the health system and address systemic financing, service delivery and management concerns, a Health Sector Reform (HSR) program was initiated in 1995/96 including the necessity of complimentary partnership between communities and the government in cost sharing to finance health care services.
As a response community health funds (CHF) were established. UMASIDA-Umoja wa Matibabu Sector Isiyo Rasmi Dar es salaam is a mutual health scheme for the urban informal sector. These are poor people with marginal and seasonal income. The main objective of UMASIDA is to organize them so that on a mutual basis they can access comprehensive health care. Currently the scheme has enrolled 25% of the total target group and response to premium payment is very poor. This is because of poverty.

Formalization and capacity building of Enyorata Tanzania Cultural Group at Mwenge, Kinondoni
This project is on Formalization and Capacity Building of Enyorata Tanzania Cultural Group. The group consists of 35 Maasai women and men based in Mwenge Village Kinondoni District who have organized themselves to make and trade in traditional handicrafts, collect and sell traditional medicines, assist each other when they have problems (such as death, sickness), learn to read and write and to enhance their culture. A Need Assessment study carried out for the group identified a number of factors that adversely affected the group's activities. These were low capital, lack of premises to conduct their business, lack of credit facilities to run their business properly and the lack of capacity in the areas of book keeping, record keeping and business skills. These findings were similar to those found in a survey of the literature on the performance of small businesses in Tanzania.
This present project was selected on the basis of these findings. It was intended to assist the group first by facilitating its formalization and then by helping capacity building in entrepreneurship skills i.e. simple bookkeeping and marketing strategies. Formalization was to be achieved by assisting the group's formal recognition through registration at the Village Government and later at the Municipal Council levels.
The project period was 18 months, from September 2005 to February 2007. The target group members were all 35 founder members carrying out small scale business mainly on Maasai hand crafts.
A constitution for the group was developed and this was approved by all members. It was then approved at Mtaa and Ward levels respectively before it was submitted to the District Commissioner for registration. Further the group was trained on how to start their own savings and how they could join SACCOS to get credit to improve their business. Training on business skills was also imparted to the group. Although the group could not get any credit from financial institutions during the project life, they were able to start their own savings mobilization and already have funds in their account. Savings mobilization in Mkukuwambo savings and credit scheme
MKUKUWAMBO Savings and Credit Scheme is a community-based organization situated in Mbozi District, Mbeya region, the southern part of Tanzania. Objective of the scheme is to contribute to the improvement of living standards of Mbozi residents through Savings and Credit provision.
Need assessment conducted in a participatory way revealed that the scheme face problem of low capital investment to meet credit demand needed by members. The scheme has 75 groups with average of 5-10 members in each group. The scheme had 25,000,000/= capital when the study was conducted.
The main causes of this problem include inadequate savings strategies, and inadequate skills in business developmentThe survey was conducted with the purpose of assessing the existing situation in regarding to savings mobilization and collect information by using primary and secondary data.
The findings revealed that there were no savings strategies and 75% of the respondents suggested for improvement.The project was implemented with the purpose of improving savings mobilization so as to increase savings volume and enable the scheme to increase capital investment. Activities implemented enabled to achieve the intended objectives of developing savings strategy that was used in mobilizing savings as well as train members on business development skills which enabled members to indulge into profitable economic activities.
Monitoring and evaluation system helped, the project to realize achievement of 95% of the planned activities, and managed to increase savings from 25, 0000, 000/= to 69,000,000/=, increased members from 75 to 123 by December 2006.
High costs of savings mobilization, community perceptions toward savings mobilization were the challenges encountered during project implementation.
The project will continue to function taking into account that the project is a community initiative. By and large savings mobilization is a tool for poverty reduction. (Author abstract)Rugumira, D. Establishment of savings and credit scheme, Mwembemadafu, Ukonga - Ilala
Savings and credit schemes have proved in many developing countries to contribute in poverty alleviation. It is against this background, this project aimed at raising awareness among community members (especially women) on some aspects of savings and credit. Problem tree analysis was used to come up with community needs; a questionnaire was used to collect information to further assess the importance and participation of the community also the sustainability of savings and credit scheme. The project addressed the importance of savings and credit schemes at community level. The outcomes expected from the project are; some community members would have acquired knowledge on savings; and consequently established a savings and credit scheme. After several days (three weeks; one day in each week) of awareness creation, the Mwembemadafu street community involving 59 people (7 men and 52 women) decided to establish a savings and credit scheme. The project has taken period of sixteen months from the time of commencement to the current state whereby there are still some activities yet to be completed. Savings and credit schemes provide access to financial service to common people enabling them to meet their goals and improve their economic and social conditions; and can easily be made sustainable relying on their members. A case study of Tujikomboe Saccos Moshi Rural District, Kilimanjaro Region - Tanzania
Tujikomboe SACCOS is a registered Savings and Credit Cooperative Society. The formation of Tujikomboe SACCOS was due to the results of members needs for having an institution that will provide financial facilities and services for the community living in Mbokomu ward, Moshi Rural District, in Kilimanjaro Region.
The Composition for membership includes individuals, male and female, groups working within the area and institutions operating within the same locality. Tujikomboe SACCOS is working to promote social and economic position of its members and customers and hence improving the living standards of Mbokomu community by providing sources of credit to undertake various social- economic activities as per members needs and priorities.
The Financial Services are very limited in the rural areas whereas most of the Financial Institutions are operating in the urban centres and therefore leave the majority of the population in the rural areas in abject poverty. An effort made by the members to establish such an Institution in their respective locality will reduce:
Time wasted for going from the village to towns,
Saves the costs of transport to and from the town
Save time for other activities and hence enjoying the nearby services to them.
Mbokomu ward has a population of 12,455 people. More than 5,000 among them are potential members of Tujikomboe SACCOS.
Since its formation, Tujikomboe SACCOS was faced with the main problem of membership and hence the growth of this MFI was affected due to low capital base which would have helped them to provide the highly needed financial service to the members.
The capacity of any Financial Institution to provide financial services to its members depends on the number of members and customers registered with them with an increase of the value of shares, savings and deposits. Evaluation of DESCOBA's savings and credit scheme, Temeke Municipality
This project on Evaluation of DESCOBA's Savings and Credit Scheme was carried out in 9 wards in Temeke and Mkuranga Districts (where DESCOBA is currently operating) from September 2005 to January 2007. The project goal was to evaluate DESCOBA's Savings and Credit Scheme while three specific objectives were worked upon. A Community Need Assessment carried out, identified a number of factors that adversely affected DESCOBA members and leaders. These includes: - lack of capacity in business skills, lack of knowledge and skills on project write-up, low funding capacity to respond to increasing demand for loans from the NGO members and lack of premises to conduct their business.
The results of this work show that community involvement in planning and management of savings and credit scheme was good and loan retirement rate was excellent with default rate of 2%. However loan demand was higher than what the NGO could supply leaving the gap of 67% un attended.
The level of education was generally low hence working in-groups of five people with different talents and background was necessary in order to complement each other. Monitoring plan was developed and implemented to ensure the study performance meets set goal and objectives. This was done throughout the period in order to track changes together with the NGO leadership and members too.Record review, focus group discussion and observation methods were used to evaluate the progress and impact of the scheme on regular basis. Evaluation process also involved assessment of the achievement of three objectives.
Sustainability of the NGO scheme was a primary concern of the CED consultant in order to determine long-term impact and to what extent it could run itself for the future in view of the changing environment (Political, financial and social circumstances). In order to ensure future sustainability, the CED consultant together with the NGOs' leadership developed a proposal on fund raising skills training for 280 people currently involved in NGO's savings and credit scheme. The role of women in poverty alleviation : a case study of Tarakea Women Sawmill in Rombo District, Tanzania
The core problem among the community household members particularly women in Rombo District towards development has been increasing income poverty. Rombo district is relatively poor with an average per capita income of Shs 96,000 per year when compared with National statistics of about 270,000 per capita (2002). There is a critical land shortage, which according to Rombo District council (2002), on average the area owned by household vary between 0.25 to 1 acres per household. Land is not fertile with very low production per unit area, poor land management husbandry and has been cultivated for many years. About 90 % of the rural population is engaged in agriculture and animal husbandry, which is mainly done by women. The main crops cultivated are maize, banana, beans, few fruit trees (mango, avocado and coffee), which is for cash.The area face a serious problem of poverty among women and this led to establishment of the Tarakea Women Sawmill (TAWOSA) with aim to improve their livelihood through an income generating activity. TAWOSA is a registered cooperative society that was established in 1987 with 150 founder women members from Tarakea Division in Rombo District. The project is located in Tarakea division, Rombo District, Kilimanjaro Region. The main activities of Tarakea Women Sawmill are sawmilling activities, which include, timber harvesting (logging), hauling (transportation), sawing and marketing of timber. W artykule podjęto temat powracających w literaturze permutacji kulturowych: newrozy i bezdogmatyzmu. Przedmiotem badań uczyniono trzy powieści wydane w 2017 roku: #upał Michała Olszewskiego, Lata powyżej zera Anny Cieplak oraz Wzgórze psów Jakuba Żulczyka. Na marginesie analizy i interpretacji powieści przedstawiono kombinatoryczną metodę czytania literatury, głównym jej przedmiotem zainteresowania czyniąc poszukiwania nawracających w literaturze i kulturze permutacji.The subject of the article are cultural permutations recurring in the literature: neurosis and without-dogma personality. The subject of the research were three novels published in 2017: #upał by Michał Olszewski, Lata powyżej zera by Anna Cieplak and Wzgórze psów by Jakub Żulczyk. The author presented – on the margin of the analysis and interpretation of the novel – the combinatorial method of reading literature, the main research interest in this method is to look for accumulating in literature and culture permutations
Evaluating Study on Informal Credit Market: A Comprehensive Literature Review
The linkage between formal and informal credit markets has contributed to the existence of moneylenders’ practice. The purpose of this paper is to systematically examine the patterns in the scientific literature on the issue of informal moneylenders. Using a scientometric approach and critical review, this study finds new keywords in recent studies such as payday loans, financial literacy, sustainable development, empowerment, and financial knowledge. Based on the results, the theme of zakah has evolved from 1917 to 2020. Overall, the interest in the research topic on informal moneylenders exhibits an increasing pattern. Anthony Pennington-Cross is the most productive author of articles concerning informal moneylenders with a total of 7 publications. The findings of this paper should serve as guidance for prospective researchers to embark on new research ideas concerning informal moneylender practices as well as promoting the importance of Islamic financial institutions
