    from other nations, is its exceptional social housing stock, both in terms of quantity -relatively largest in Europe -and in terms of quality and accessibility. The extensive production of subsidized housing over the period 1950-1990 provided accomodation for low and medium income households. In addition, that very production facilitated a strong physical planning policy. Government was able to apply the Randstad-Green Heart planning concept and to develop new towns according to plan (as far as housing was concerned), simply because there was so much social housing to be built that could be directed to locations where government wanted it to go. However, the restructuring of the Dutch welfare state, that reached momentum during the ninety nineties, implied a reduction of state interference in general, and in housing too. Consequently, government lost its grip on the (re)structuring of urbanized areas in terms of the geography of urban development. That situation is not accepted by all people. Therefore, attempts are made to restore the policy in which the role of government is important. Current debates on housing focus upon efforts to avoid spatial concentra¬ tions of low income households. This paper discusses Dutch housing and policy developments over the past decades and illustrates that todays housing policy instruments -but also other instruments -are likely to be insufficient to have significant steering effects on present urban development processes. An increase of segregation of the popula¬ tion will be the result.L'Etat-providence néerlandais se distingue des autres Etats européens, entre autres, par son parc de logements sociaux. Grâce à une production forte et continue de nouvelles constructions, au cours des années 1950-1990, le nombre de logements locatifs subventionnés aux Pays-Bas est aujourd'hui particulièrement élevé. Aussi le secteur du locatif social a-t-il garanti un logement adéquat non seulement aux ménages à revenu bas, mais également aux ménages à revenu moyen. La grande quantité de logements nouvellement construits a également permis aux pouvoirs publics de mener une politique stricte d'aménagement du territoire, en développant la différence Randstad-Coeur Vert et en menant la politique des noyaux de croissance. En effet, la vaste quantité de logements locatifs sociaux permettait aux pouvoirs publics de contrôler la dispersion de la population. A l'heure actuelle, l'Etat-providence se trouve pourtant dans un processus de restructuration. L'intervention publique diminue dans toutes sortes de domaines, dont le logement. Ceci entraîne une perte de contrôle sur l'aménagement du territoire que les pouvoirs publics avaient grâce à la politique du logement. Tout le monde n'accepte pas ces changements ; d'où les efforts pour rendre aux pouvoirs publics l'influence qu'ils avaient. En ce qui concerne le logement, le débat se concentre sur la lutte contre la concentration spatiale de ménages à revenus bas. Dans cet article, les auteurs traitent le développement de la politique du logement néerlandais pendant les dernières décennies. Ils signalent que les moyens de logement actuel ne suffiront sans doute pas à avoir des effets de contrôle nets sur l'aménagement urbain d'aujourd'hui.     The familiar shape of western cities is changing dramatically. For long times the urban core was taken for granted as the focal point for international contacts and day-to-day activities in the region. Currently, the urban scope is transforming into multi centred forms at metropolitan scale. The transition is not just a matter of spatial form, it is reflecting social, economic and cultural processes. The question is what new identities may develop in such changing historical conditions of space and place. The book is a first attempt to analyse the process of urban transformation in an integral way. The focus is on the region of Amsterdam. All contributions are written by senior researchers of the Amsterdam studycentre for the Metropolitan Environment (AME). AME is the interdisciplinary urban research institute of the Universiteit van Amsterdam. As the urban research institute at the Universiteit van Amsterdam, the Amsterdam studycentre for the Metropolitan Environment (AME) analyses the economic, social and cultural aspects of this spatial transformation, usually in international comparative research. All contributions to this book are written by senior researchers of AME in an attempt to analyse in an integral way the present and future dilemmas out of the historical growth paths of this dynamic city

    Capitalising on Position:Policies for Competitive Capital and non-Capital Cities

    Capital cities can envisage different approaches and types of policies than cities that are not capitals. This is mainly because of their different roles in national urban systems, and the ways these are recognised by the policy-makers in federal and regional states. Cities without capital functions may be competing with other cities in the same sphere of influence, often also within a state or region. However, cities with capital functions (national capitals, state capitals, or capitals of autonomous regions) are more likely to have some distinctive functions that affect their position in relation to economic development, and it is important to develop policy strategies that take account of these. Cities that are shaped by their role as capitals should compare themselves with other capitals rather than be complacent and possibly experience deterioration in their position. However, policy-makers should also be aware of differences within capital and non-capital city types. Even historic capitals can miss the boat if they do not take the right action

Lange tijd was de stadskern het traditionele brandpunt van internationale contacten en dagelijkse activiteiten in de omgeving. Tegenwoordig is het stedelijke centrum aan het veranderen in een diffuus patroon van stedelijke kernen op een metropolitische schaal. De overgang is niet alleen een ruimtelijke aangelegenheid, maar is ook een reflectie van sociale, economische en culturele processen. De vraag is welke nieuwe identiteiten zich zullen ontwikkelen in een dergelijke veranderende historische voorwaarden van ruimte en plaats.
