No full textThe present article revolves around the experiences lived by the interpreter from the point of view of his conception, preparation and premiere, abstracting the difficulties and virtues that were drawn in the process. How do you get to release a concert by a composer so relevant? Why his name: Delly Inkir? How is the premiere of a concert prepared? What difficulties can we overcome in its preparation? Are some of the questions that the players get to ask when facing the premiere of a musical work. When proposing this writing, the author considers that it is of vital importance to contribute to form an analytical and observant opinion of what role the interpreters generate when accepting the challenge of premiering a work, either in a symphonic or chamber format.El presente artículo gira alrededor de las experiencias vividas por el intérprete desde el punto de vista de su concepción, preparación y estreno, abstrayendo las dificultades y virtudes que se sortearon en el proceso. ¿Cómo se llega a estrenar un concierto de un compositor tan relevante?, ¿por qué su nombre: Delly Inkir?, ¿cómo se prepara el estreno de un concierto?, ¿cuáles dificultades podremos sortear en su preparación?, son algunos de los interrogantes que los instrumentistas se llegan a hacer al momento de enfrentar el estreno de una obra musical. No full textKonsep birokrasi pemerintahan berkaitan erat dengan peran dan fungsi organisasi pemerintahan yang besar dalam rangka peningkatan kualitas pelayanan kepada masyarakat. Pelayana yang berkualitas adalah pelayanan yang harus diikuti dengan tanggung jawab dan respon oleh aparat birokrasi dalam menjalankan tugasnya sebagai provider. Sejalan dengan hal tersebut Denhard and Denhard (2003) dengan model pelayanan new public service menekankan bahwa pelayanan publik harus responsif terhadap berbagai kepentingan dan nilai-nilai publik yang ada. Dalam konteks pelayanan publik, akuntabilitas adalah suatu ukuran yang menunjukkan seberapa besar tingkat kesesuaian penyelenggaraan pelayanan dengan ukuran nilai atau norma eksternal yang ada di masyarakat atau yang dimiliki oleh para stakeholders. Sedangkan responsivitas birokrasi pemerintahan menjadi sangat dibutuhkan masyarakat ketika masyarakat membutuhkan pelayanan perizinan yang berkualitas.
Hasil penelitian menunjukkan bahwa tanggung jawab birokrasi pemerintahan sudah dilaksanakan dengan baik, walaupun masih sebatas pada tanggung jawab pada makna acountability, dan belum disertai tanggung jawab pada makna obligasi dan makna cause.kemudian pada aspek responsivitas, masyarakat belum merasakan pelayanan yang baik dari birokrast masyarakat mengeluh terhadap layanan yang diberikan birokrat karena masih adanya praktek diskriminasi dalam pemberian pelayanan.
