(2) Utomo Pujianto, S.Kom., M.Kom.   Kata Kunci: Sistem Informasi, Inventarisasi, Sistem Pendukung Keputusan   Dewasa ini, teknologi telah digunakan untuk menunjang proses pelayanan administrasi yaitu dengan pemanfaatan sistem informasi. Salah satu contoh sistem informasi untuk administrasi adalah sistem informasi inventaris. Setelah melakukan observasi atau pengamatan di laboratorium Teknik Elektro Fakultas Teknik Universitas Negeri Malang (TE-FT-UM), kegiatan inventarisasi barang masih dilakukan secara manual. Belum adanya sebuah sistem informasi inventaris membuat proses pengelolaan menjadi kurang eisien dan efektif. Sebelumnya telah ada pengembangan sistem informasi inventaris jurusan TE-FT-UM oleh Setiowati (2014). Berdasarkan hasil analisis data, diketahui bahwa masih terdapat beberapa kekurangan dari sistem tersebut. Merujuk pada permasalahan dan kekurangan pada sistem, maka perlu untuk mengembangkan suatu sistem informasi inventaris di laboratorium jurusan teknik elektro agar pekerjaan berjalan secara efisien dan efektif. Tujuan dari penelitian ini adalah untuk mendesain decision support system pada sistem informasi inventaris lalu mengimplementasikannya di Laboratorium Jurusan TE-FT-UM kemudian menguji kelayakan sistem informasi yang sudah dikembangkan kepada pengguna (admin, dosen, laboran, dan mahasiswa). Diharapkan dengan adanya sistem informasi ini akan membuat proses pengolahan barang menjadi lebih baik. Pengembangan yang digunakan dalam penelitian menggunakan model pengembangan waterfall. Model pengembangan ini dilakukan melalui 5 tahapan, yaitu: (1) analisis kebutuhan sistem, (2) desain sistem dan perangkat lunak, (3) impelentasi dan pengujian unit, (4) integrasi dan pengujian sistem, (5) penerapan dan perawatan produk. Subjek uji coba sistem informasi inventaris adalah ahli rekayasa web dan pengguna (admin, laboran, dosen, dan mahasiswa) menggunakan pengujian blackbox, yaitu menguji fungsionalitas dan usabilitas sistem informasi yang dikembangkan. Berdasarkan pengujian fungsionalitas oleh ahli sistem informasi didapatkan persentase sebesar 100%. Sedangkan pada pengujian usabilitas oleh pengguna yaitu (admin, laboran, dosen, dan mahasiswa) didapatkan hasil persentase sebesar 91,81%. Hasil persentase tersebut dapat disimpulkan bahwa sistem informasi inventaris yang dikembangkan sangat valid dan sangat baik untuk digunakan di Laboratorium jurusan Teknik Elektro. Hasil akhir dari produk ini adalah decision support system pada sistem informasi inventaris barang di Laboratorium Jurusan Teknik Elektro. Sistem pendukung keputusan yang dikembangakan bertujuan untuk memberikan peringkat/mengurutkan berdasarkan nilai barang dengan menggunakan algoritma AHP (Analytical Hierarcy Process)

    RoMEO Studies 4: An analysis of Journal publishers' Copyright Agreements

    This article is the fourth in a series of six emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open archiving). It describes an analysis of 80 scholarly journal publishers’ copyright agreements with a particular view to their effect on author self-archiving. 90% of agreements asked for copyright transfer and 69% asked for it prior to refereeing the paper. 75% asked authors to warrant that their work had not been previously published although only two explicitly stated that they viewed self-archiving as prior publication. 28.5% of agreements provided authors with no usage rights over their own paper. Although 42.5% allowed self-archiving in some format, there was no consensus on the conditions under which self-archiving could take place.
