    Full-fee paying international students at Murdoch University 1985-1991: a policy case study

    In 1985 the Australian Government announced a momentous policy initiative allowing Australian universities to enrol full-fee paying international students for the first time. This case study is an analysis of the policy development that ensued at Murdoch University between 1985 and 1991 as it responded to this opportunity to alleviate problems, with finance and low student numbers, that were threatening its very existence as an independent university. In particular, it examines the factors that had placed Murdoch in such a parlous situation, and the reasons why it was able to respond quickly and effectively so as to implement a highly successful and comprehensive program for the recruitment, enrolment and support of full-fee paying international students. The case study format allowed for the use of a wide range of data sources. Sources of documentary evidence included: formal written works about the events and concepts under investigation, newspapers and other media items, letters, memoranda, agendas and minutes of meetings, and other internal Murdoch University documents. In addition, archival materials such as annual reports, budgets and financial records were consulted. Verification and extension of the documentary and archival evidence was gained from interviews with past and present staff and students of Murdoch University who had been involved with the program. The study found that organisational changes initiated by successive Vice-Chancellors in the 1980s had replaced a slow and unresponsive, collegial style of decision-making, based on very wide consultation, with a more centralised, bureaucratic and market-oriented system. New, streamlined procedures, and the devolution of policy-development to small, semi-autonomous committees, enabled the University to rapidly develop policies and procedures for the inauguration of a program for full-fee paying international students in 1987. The continued success of the program, both in terms of enrolment numbers and financial returns, was found to be based on the creation and development of an almost independent, and entrepreneurial, International Office for the organisation of most aspects of the program, including the marketing and recruitment process

    Stem Cell Therapies for Ischemic Cardiovascular Diseases

    Abstract: Myocardial infarction results in loss of cardiac muscle and deficiency in cardiac performance. Likewise, peripheral artery disease can result in critical limb ischemia leading to reduced mobility, non-healing ulcers, gangrene and amputation. Both of these common conditions diminish quality of life and enhance risk of mortality. Successful advances in treatment have led to more people surviving incidences of myocardial infarction or living with peripheral artery disease. However, the current treatments are inadequate in repairing ischemic tissue. Over the last 5 years, a vast number of patents have been submitted concerning the use of stem cells, which correlates with the exponential growth in stem cell publications. Exploiting stem cell therapy offers a real potential in replacing ischemic tissue with functional cells. In this paper, we review recent patents concerning stem cell therapy that have the potential to provide or potentiate novel treatment for ischemic cardiovascular disease. In addition, we evaluate the promise of the inventions by describing some clinical trials that are currently taking place, as well as considering how current research on ischemic cardiovascular disease may change the patent landscape in the future.Abstract: Myocardial infarction results in loss of cardiac muscle and deficiency in cardiac performance.     Antioxidant synthetic peptides counteracting hyperglycaemia induced endothelial cell dysfunction

    In the issue of International Journal of Cardiology, Hemling P. et al. describe that the impairment of thioredoxin (TRX) activity is partially responsible for reactive oxygen species (ROS) accumulation in hyperglycaemic endothelial cells (EC). Interestingly, authors extend this finding to placental arterial EC where the employment of TRX synthetic peptides is able to restore physiological levels of ROS and subsequent improvement of the VEGF-A response, which is diminished in diabetic conditions [1]. The article sheds light on the biological impact of TRX-based as a link between the redox systems and endothelial function in hyperglycaemia

    Ce numéro traite des questions épistémologiques dans le domaine de la recherche qualitative. « Épistémologie », le mot lui-même est tranquillement pompeux et invite aux excuses : qui, à part quelques grands esprits, pourrait se prétendre « spécialiste en épistémologie » sans encourir le poids du ridicule ? L'impression domine d'ailleurs qu'une recherche, si elle ne peut éviter de se poser des questions méthodologiques, peut se passer sans préjudice d'affronter les questions épistémologiques. S'il s'agit de se demander si l'on est positiviste ou interprétativiste, cette impression se vérifie sans doute. Passer le rasoir d'Occam (Dumez, 2001) sur une telle interrogation ne paraît pas injustifié. Mais si l'épistémologie consiste à s'interroger sur ce que l'on fait (ai-je correctement construit une question de recherche, un problème scientifique au sens de Popper ? Étudiant des acteurs en situation, suis-je autorisé à manier des jugements de valeurs, et si oui comment ? Ai-je suffisamment spécifié mon cadre théorique et mes observations, de manière à articuler empirique et analytique ?), en traiter devient plus intéressant. C'est à éclairer ce type d'interrogations concrètes que ce dossier s'attache. Un premier texte porte sur l'interpellation : « Quelle est votre posture épistémologique ? ». La thèse défendue est que cette question n'a pas grand sens. Le texte se propose de montrer que le positivisme, le constructivisme, et l'interprétativisme ne sont pas des paradigmes, et qu'il faut emprunter des éléments intéressants dans chacun de ces courants. Ensuite, un premier dossier porte sur la construction du monde social. D'abord est présenté le dernier livre de J. R. Searle qui soutient que les faits sociaux sont construits, à la différence des faits physiques, mais qui réfute la thèse selon laquelle cette constatation conduit nécessairement à l'adoption d'une position « constructiviste ». On retrouve l'idée de la construction du monde social à partir du langage dans la notion de performativité de l'économie développée par Michel Callon et un groupe de chercheurs autour de lui. Un texte est consacré à cette approche. Un second dossier, composé de trois papiers, porte sur la question du descriptif et du normatif, à partir des travaux d'Iris Murdoch, d'Hilary Putnam et d'un retour à Max Weber. Les relations entre le normatif et le descriptif apparaissent, à la lecture de ces trois auteurs, subtiles et complexes Revenons à l'idée essentielle qui a présidé à la constitution de ce numéro : les questions épistémologiques doivent accompagner la démarche scientifique comme des questionnements autour de la manière dont celle-ci se déploie, et dont elle conduit ou non à des résultats féconds et fondés. Ce numéro cherche à ramener des débats souvent trop abstraits à la conduite concrète de la recherche. Et, après l'étude de ces épineux problèmes, un petit texte fait retour sur l'image la plus diffusée et regardée à la fin du XIXe siècle, rêverie notamment commune à Freud, Lénine et Hitler.     Orbit design for future SpaceChip swarm missions in a planetary atmosphere

    The effect of solar radiation pressure and atmospheric drag on the orbital dynamics of satellites-on-a-chip (SpaceChips) is exploited to design equatorial long-lived orbits about the oblate Earth. The orbit energy gain due to asymmetric solar radiation pressure, considering the Earth's shadow, is used to balance the energy loss due to atmospheric drag. Future missions for a swarm of SpaceChips are proposed, where a number of small devices are released from a conventional spacecraft to perform spatially distributed measurements of the conditions in the ionosphere and exosphere. It is shown that the orbit lifetime can be extended and indeed selected through solar radiation pressure and the end-of-life re-entry of the swarm can be ensured, by exploiting atmospheric drag
