    The development of knowledge economy in Croatia since the country's accession to the European Union

    Jedna od četiriju dimenzija ekonomije znanja je istraživanje i razvoj (IR). U svojem istraživanju na razini Hrvatske, autor predstavlja problem niske razine ulaganja u javne politike IR-a te nastoji odgonetnuti koji su razlozi tome. U prvom dijelu rada napravljena je analiza ulaganja u IR u Hrvatskoj s ciljem odgovaranja na istraživačko pitanje koja je razina ulaganja u IR. Nakon odgovora na to pitanje, predstavlja se pet ključnih razvojnih prepreka za ulaganje u ovo područje javnih politika. Koristeći se kvantitativnim i kvalitativnim metodama, autor nastoji odbaciti odnosno potvrditi dvije teze rada. Svrha je rada prikazati kompoziciju takvih ulaganja, staviti ih u cjelokupni ekonomski kontekst i objasniti uzroke postojeće razine ulaganja. Rezultati istraživanja upućuju na to kako nominalni porast ulaganja u IR u odnosu na BDP ne odražava pravu sliku ulaganja u to područje. Odgovornost za to nije samo na nacionalnoj politici nego i na uglavnom nenamjernim procesima europske integracije, kao i kratkoročnim ekonomskim interesima poduzetnika.One of the four dimensions of the knowledge economy is research and development (R&D). In his research at the level of Croatia, the author addresses the issue of low investment in public R&D policies and attempts to uncover the reasons for this. In the first part of the paper, an analysis of R&D investment in Croatia is conducted with the aim of answering the research question of what the level of R&D investment is. After answering this question, five key development barriers to investment in this area of public policies are presented. Using both quantitative and qualitative methods, the author seeks to confirm or reject two hypotheses of the paper. The purpose of the paper is to present the composition of such investments, place them in the overall economic context, and explain the causes of the existing level of investment. The research results suggest that the nominal increase in R&D investment relative to GDP does not reflect the true picture of investment in this area. Responsibility for this lies not only with national policy but also with mostly unintended processes of European integration, as well as the short-term economic interests of entrepreneurs

    Energy Policy of the European Union: The Green Shift in Accessing Grants from EU Funds in Croatia

    U radu se istražuje proces europeizacije energetske politike Europske unije (EU) kroz tri analitičke razine. Prva razina istraživanja prikazuje se kako su krize utjecale na ambicije energetske tranzicije u prioritetima Europske komisije. Druga razina analizira usklađenost nacionalnih strateških dokumenata s europskim investicijskim prioritetima, dok treća razina dovodi u pitanje odraz europeizacije na najnižu provedbenu razinu javnih politika, putem analize javnih poziva i natječaja na studiji slučaja u Republici Hrvatskoj. Rezultati istraživanja potvrđuju da su korona kriza i rat u Ukrajini produbili integraciju energetske politike. Posljedično, integracija se putem procesa europeizacije odrazila i na nacionalne strateške dokumente koji su usklađeni sa smjernicama određenima na razini EU. Na tom tragu, treba reći kako inajniža provedbena razina direktno doprinosi postizanju horizontalnih ciljeva EU što potvrđuje uspješnost procesa europeizacije. Samim time, rad proširuje Radaellijevu definiciju europeizacije, uključujući i aspekt provedbe javne politike. Dodatna vrijednost ovog rada leži u tome što se metodologija istraživanja može primijeniti na slične komparativne studije među članicama EU, kao i na istraživanja drugih područja javnih politika EU. Time rad postaje relevantan za buduća istraživanja u integracije i implementacije javnih politika EU politika.The paper investigates the process of Europeanization of the European Union's (EU) energy policy through three analytical levels. The first level of research examines how crises have influenced the ambitions of energy transition in the priorities of the European Commission. The second level analyzes the alignment of national strategic documents with European investment priorities, while the third level questions the impact of Europeanization on the lowest implementation level of public policies through an analysis of public calls and tenders in a case study in the Republic of Croatia. The research results confirm that the COVID-19 crisis and the war in Ukraine have deepened the integration of energy policy. Consequently, integration through the process of Europeanization has also reflected on national strategic documents, which are aligned with the guidelines set at the EU level. In this context, it should be noted that even the lowest implementation level directly contributes to achieving the horizontal goals of the EU, confirming the success of the Europeanization process. Therefore, the paper expands Radaelli's definition of Europeanization, including the aspect of public policy implementation. The additional value of the paper lies in the fact that the research methodology can be applied on comparative studies, as well as to the investigation of other areas of public policies. Thus making the paper relevant for future research in the field of EU integration and public policy implementation

    Gradovi i Europski zeleni plan

    Ovaj rad istražuje ulogu gradova u provedbi klimatskih politika Europske unije, s naglaskom na Europski zeleni plan kao ključnu strategiju za postizanje klimatske neutralnosti do 2050. godine. Gradovi su istodobno najveći izvori emisija stakleničkih plinova i prostori najveće ranjivosti, ali i razina vlasti najbliža građanima te najspremnija za provođenje inovativnih mjera. Metodom sustavnog pregleda literature pronađeni su radovi iz baza Web of Science i Scopus na temelju kojih je opisana uloga gradova u postojećem europskom okviru upravljanja klimatskim promjenama. Analiza pokazuje da su gradovi ključni akteri klimatske politike EU a, no njihovi kapaciteti i institucionalna uloga ovise o nacionalnim okvirima i dostupnim resursima. Problem postojećeg okvira je izostanak aktivne uloge gradova u fazi oblikovanja politike. Zaključuje se kako gradovi ne mogu biti shvaćeni samo kao implementatori, već mogu i moraju oblikovati nova rješenja za postizanje klimatske neutralnosti

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    The Influence of the NextGenerationEU Instrument on Social Policies in the Member States

    Ovaj rad istražuje dubinu i sveobuhvatnosti reformskih i investicijskim mjera u Nacionalnom planu oporavka i otpornosti (NRRP) Hrvatske, koristeći kategorijalni aparat Cotte i Domorenoka (2022). Studija ima za cilj razumjeti utjecaj okvira Next Generation EU (NGEU) Europske unije na hrvatske socijalne politike. Korištenjem kvalitativne analize sadržaja, istraživanje ispituje reforme u komponentama C3 i C4 NRRP-a. Analiza kategorizira ove reforme u tri scenarija: ovisnost o prijeđenom putu, slojevanje politika i zamjena. Nalazi pokazuju da je pola reformi uključivalo slojevanje politike, integrirajući nove politike unutar postojećih struktura kako bi se adresirala i neposredna i sustavna pitanja. Provedba NRRP-a, pod utjecajem uvjetovanosti EU, potaknula je umjerene reforme, ali je pokazala ograničenja u rješavanju duboko ukorijenjenih sustavnih problema. Studija zaključuje da europski proces putem financijskih poticaja može potaknuti promjene u politici, pri čemu hrvatski slučaj ilustrira transformativni potencijal NGEU plana unutar šireg okvira EU.This thesis explores the policy reforms in Croatia's National Recovery and Resilience Plan (NRRP), aligning them with predefined scenarios by Cotta and Domorenok (2022). The study aims to understand the impact of the EU's Next Generation EU (NGEU) framework on Croatian social policies. Using qualitative content analysis, the research examines the reforms in Components C3 and C4 of the NRRP. The analysis categorizes these reforms under three scenarios: path dependency, policy layering, and replacement. The findings indicate that half of the reforms involved policy layering, integrating new policies within existing structures to address both immediate and systemic issues. The NRRP's implementation, influenced by EU conditionality, fostered moderate reforms but showed limitations in addressing deep-seated systemic problems. The study concludes that Europeanization through financial incentives can drive policy change, with the Croatian case illustrating the transformative potential of the NGEU plan within the broader EU framework

    On the Eve of the First Decade of EU Membership: Perceptions of EU's Policy Influence in Croatia

    Ovaj rad sagledava koliki je utjecaj Europske unije na četiri odabrane hrvatske javne politike u prvih 10 godina članstva. Analiziraju se makroekonomska politika, poljoprivredna politika, politika zapošljavanja i obrazovna politika. U analizi malog broja raznolikih slučajeva ispituje se i prikazuje efekt europeizacije u odabranim politikama. Umjesto objektivne uzročno-posljedične i procesne analize, europeizacija se u ovome radu proučava kroz prizmu percepcije građana i stručnjaka o utjecaju EU-a na odabrane politike. Za potrebe istraživanja provedeno je anketno istraživanje na prigodnom uzorku građana i ekspertna anketa sa stručnjacima u analiziranim područjima javnih politika. Istraživanje pokušava dati odgovor na pitanje kakva je percepcija utjecaja EU na odabrane politike te postoji li razlika u percepciji između građana i stručnjaka. Uz to, analizira se u kojoj su mjeri europeizirane odabrane politike prema mišljenjima stručnjaka. Rezultati upućuju na to da postoji efekt europeizacije u promatranim politikama, a veći stupanj utjecaja pretpostavlja se u politikama koje su u većoj nadležnosti EU-a što je u skladu s teorijskim pretpostavkama.This paper examines the impact of the European Union on four selected Croatian public policies in the first 10 years of membership. Macroeconomic policy, agricultural policy, employment policy and educational policy are analyzed. In the analysis of a small number of diverse cases, the effect of Europeanization in selected policies is examined and presented. Instead of an objective cause-and-effect and process analysis, Europeanization is studied in this paper through the prism of the perception of citizens and experts about the influence of the EU on selected policies. For the purposes of the research, a survey was conducted on a convenient sample of citizens and an expert survey with experts in the analyzed areas of public policies. The research tries to answer the question of what the perception of the influence of the EU on selected policies is and whether there is a difference in perception between citizens and experts. In addition, it is analyzed to what extent selected policies are Europeanized according to experts' opinions. The results indicate that there is an effect of Europeanization in the observed policies, and a greater degree of influence is assumed in policies that are under the greater competence of the EU, which is in line with theoretical assumptions

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
