Works on market supervision and shar'iyah governance (al-hisbah wa al-siyasah al-shar'iyah) by the sixteenth century scholars
In Islamic tradition two sets of works – al-hisbah and al-siyasah al-shar‛iyah – appeared that proved to be a rich source of economic thought of past Muslim thinkers. Works related to al-hisbah generally discussed socio-economic control, moral and market supervision, prevention of monopolies, check on cheating and fraud and such other corrupting practices, standardization of products, facilitation of the supply of necessities, etc. As far works pertaining to al-siyasah al-shar'iyah are concerned, they generally dealt with the rules of governance, economic role of the state, sources of public revenue, public expenditure (in addition to works exclusively devoted to public finances), maintenance of law and order, internal and external defense, etc. The present paper aims to discuss the state of these two institutions in the sixteenth century and writings on the subject by the scholars of the period.Market Supervision; Standardization of product, Check on monopoly, public duties, good governance; hisbah; siyasah shar`iyah.

Abstrak. Setiap muslim baik laki dan perampuan yang punya kemampuan secara material berkewajiban menunaikan zakat fitrah. Kapasitas pengetahuan keagaamaan yang beragam di tengah masyarakat dan keragaman budaya dan tradisi keagamaan serta organasisasi sosial keagamaan yang ada melahirkan tradisi model penyaluran zakat fitrah yang unik di masyarakat yang satu dengan masyarakat lainnya. Berangkat dari sini, peneliti tertarik melakukan penelitian tentang tradisi pendistribusian zakat fitrah di Masyarakat desa Batujai Kecamatan Praya Barat. Jenis penelitian ini adalah kualitatif dengan menggunakan pendekatan fenomenologi. Tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengungkap perilaku dan tradisi metode penyaluran zakat fitrah oleh Muzakki kepada Mustahik (penerima zakat fitrah) di masyarakat desa Batujai.
Hasil dari penelitian ini menggambarkan bahwa sebagian besar masyarakat di desa Batujai meyalurkan zakat fitrah secara langsung kepada Mustahik (penerima zakat). Penyaluran zakat fitrah di Desa Batujai dilakukan secara mandiri (personal). Tradisi penyaluran zakat fitrah din desa Batujai dilakukan dengan menggunakan sistem kekeluargaan, yaitu dengan memprioritaskan keluarga yang terdekat yang masih dalam kondisi ekonomi lemah. Selain itu, terdapat juga banyak masyarakat Desa batujai yang menyalurkan zakat ke Masjid yang diserahkan secara langsung oleh penyalur zakat. Pengurus Masjid Desa Batujai akan mengumumkan para Muzakki secara resmi. Sedangkan di beberapa dusun di Batujai, banyak masyarakat yang menyalurkan zakat fitrah kepada Ustadz (guru TPQ) dan Pemuka agama (Tuan Guru). Walaupun kondisi mereka (penerima) zakat fitrah dalam keadaan ekonomi lebih mapan daripada penyalur zakat dan masih banyak masyarakat yang berada pada garis kemiskinan, akan tetapi hal tersebut tidak mempengaruhi semangat dan hajat mereka untuk menyalurkan zakat fitrah kepada Ustadz dan para pemuka agama.

TRADITION OF ZAKAT FITRAH DISTRIBUTION IN THE COMMUNITY OF BATUJAI VILLAGE, PRAYA BARAT DISTRICT, LOMBOK CENTRAL DISTRICT
Abstract. Every Muslim, both men and women who have material abilities, is obliged to pay zakat fitrah. The diverse capacity of religious knowledge in society and the diversity of cultures and religious traditions as well as the existing socio-religious organizations gave birth to a unique tradition of zakat fitrah distribution models in one society and another. Departing from here, researchers are interested in conducting research on the tradition of distributing zakat fitrah in the Batujai Village Community, West Praya District. This type of research is qualitative using a phenomenological approach. The goal to be achieved in this study is to reveal the behavior and traditions of the method of distributing zakat fitrah by Muzakki to Mustahik (recipients of zakat fitrah) in the Batujai village community.
The results of this study illustrate that most people in Batujai village distribute zakat fitrah directly to Mustahik (zakat recipients). The distribution of zakat fitrah in Batujai Village is carried out independently (personally). The tradition of distributing zakat fitrah in Batujai village is carried out using a family system, namely by prioritizing the closest family who are still in a weak economic condition. Apart from that, there are also many people in Batujai Village who distribute zakat to mosques which are handed over directly by zakat distributors. The administrator of the Batujai Village Mosque will officially announce the Muzakki. Meanwhile, in several hamlets in Batujai, many people distribute zakat fitrah to Ustadz (TPQ teachers) and religious leaders (Tuan Guru). Even though their condition (recipients) of zakat fitrah are in a more stable economic condition than those who distribute zakat and there are still many people living on the poverty line, this does not affect their enthusiasm and desire to distribute zakat fitrah to Ustadz and religious leaders.
