    Constructing the Architectonics and Formulating the Articulation of Islamic Governance: A Discursive Attempt in Islamic Epistemology

    International institutions have promoted a ‘good governance’ agenda as an archetypal model to achieve development for underdeveloped and developing countries. However, closer scrutiny can trace the root of this agenda back to the hegemonic nature of modernity that proposes a specific meta-narrative upon others, as part of Eurocentrism. Many, however, have criticized this Eurocentric paradigm, since the non-Western communities with their own constructed version of ‘good’ in governance have also proven their ability to develop and prosper in the present or in the past. Thus, the cultural and value-laden nature of such vernacular concepts provides the rationale for the existence and practice of other paradigms. In line with this argument, Islam, with its long history of governance and richness of its values can be considered as another alternative, which should be thoroughly examined to disclose and depict its conceptualization and paradigm of ‘good governance’. The aim of this research, thus, is to explore and analyze the Islamic axioms, foundation principles and values underpinning the field of governance in an attempt to construct the architectonics of a new systemic and dynamic theory and formulate the articulation of ‘Islamic governance’. This discursive and abstract, rather than being an empirical exercise, assumes to produce a ‘good governance’ framework within its own formulation through a value-shaped dynamic model according to maqÉÎid al-SharÊÑah (higher objective of SharÊÑah) by going beyond the narrow remit of classical and contemporary discussions produced on the topic, which propose a certain institutional model of governance based on the classical juristic (fiqh) method. In this new dynamic paradigm, a discourse-oriented approach is taken to establish the philosophical foundation of the model by deriving it from Islamic ontology, which is then articulated using the Islamic epistemological sources to develop and formulate the discursive foundations of this new theoretical framework. A deductive method is applied to the ontological sources and epistemological principles to explain the architectonics of this new theory, which are represented by the constructed axioms, which later help to articulate the working mechanism of the proposed ‘Islamic good governance’ framework through a specifically formulated typology to function as an alternative conceptualization of ‘good governance’. This study, through an exclusive analytical discursive approach, finds that Islam as one of the major religions in the contemporary world with the claim of promising the underpinning principles and philosophical foundations of worldly affairs and institutions through a micro method of producing homoIslamicus could contribute towards development of societies by establishing a unique model of governance from its explicit ontological worldview through a directed descriptive epistemology. Thus, the research on governance in this study does not only focus on the positivistic materialist components such as institutions or mechanisms or growth per se, but it encompasses the value-laden holistic nature of human life in accordance with the Islamic worldview as an important contribution. In doing so, it formulates the ‘good governance’ in Islam in relation to the conceptualized ‘ihsani social capital’, which constitutes the main thrust of the constructed model. Nonetheless, this generative (non-cumulative) paradigm of looking into the governance issue should be viewed as an incomplete certainty as production of the continuous ijtihad (reasoning) progression will continue to reveal ways through which its working mechanism can be expanded along with potential developments in its philosophical formation

    Astrology in literature: how the prohibited became permissible in the Arabic poetry of the mediaeval period

    This thesis is concerned to position the art of astrology within the context of classical Arabic poetry, primarily by investigating and elucidating attitudes to the notion of qadar (fate) and the ideology in which it was embedded. These attitudes were revelatory of the broader world view of the Arabs of those periods, and their shifts from those held in the pre-Islamic and early Islamic eras tell us a good deal about the importance given to the nature and role of fate and about the various understandings of its influence. The pre-Islamic Arab's notion of qadar was in some ways similar to that of the early Muslims: both emphasised predetermination and the irresistible power of fate. But while the jahilf (Pre-Islamic) Arabs identified fate with the malign power of dahr (Time), the Muslims believed the power of fate lies in the hands of God the Omnipotent, who alone is responsible for the fate of the whole universe. Thus the astrology of the pre-Islamic era was one aspect of divination (kihana) and claimed to be able to reveal in advance an individual's destiny, which could be avoided by taking certain precautions. These precautions, however, were considered effective only in relatively trivial cases; they were useless in the areas of major impact: a person's happiness or misery (shaqiiwa aw sa ada), sustenance (rizq) and one's term (ajal), the three inevitable and irresistible manifestations of fate. In the Islamic period not only these major aspects of life are governed and controlled by the Omnipotent; the destiny of the universe, in even its most minute details, is determined and controlled by God alone. Astrology was considered to be of no value whatsoever, and its practitioners were subject to the death penalty. These two irreconcilable views are evident in early Islamic poetry, which reflected clearly the response of poets, and society, to astrology from the perspective of qadar. When the orthodox caliphate was replaced by dynastic rule the status of astrology was changed dramatically. The idea that the stars, as indicators, play a role in the life of human beings found popowerful supporters in some governors of the Islamic world, who allowed astrology to fulfil a public function regardless of the hostility of the official religion of that society. This social phenomenon generated rich material of a controversial character in the realm of literature. Investigating the factors, motivations and impact of mediaeval political, theological and philosophical attitudes to astrology, in relation to the notions of free will and predestination, is the concern of this study

    Abstract   The traditional and modern stories have exuberantly depicted various forms of the Angels (MalÉ´ikah). Consequently, there are dichotomous views and opinions among writers, criticizers and scholars as regards the manifestation of Angels. Therefore, this study attempts to reveal the various aspects of axiomatic beliefs manifested on MalÉ´ikah in the legends, epics and the stories written in Arabic and renovation of their styles in the contemporary Arabic novels. The study also attempts to explore the real doctrines of holy Qur´Én and prophetic traditions regarding such beliefs so as to obtain the criteria by which the ideal personality of MalÉ´ikah must be depicted in the art of story writing. Dengan banyaknya gambaran malaikat (yang ada di dalamnnya), ia menzahirkan sisi pandang dan persepsi golongan sasterawan, pengkritik dan cendiakawan terhadap malaikat. Justeru, kajian ini dilakukan bertujuan untuk mengetahui dimensi sifat-sifat malaikat dalam seni cerita Arab dengan mengeluarkan gambaran malaikat yang terdapat dalam mitos dan cerita-cerita Arab klasik dan pembaharuannya dalam cerita Arab moden. Selain daripada itu, kajian ini meninjau hakikat sifat-sifat malaikat yang terdapat dalam al-Quran al-Karim dan hadith; dengan tujuan untuk menentukan sejauh mana keterpatuhan imej malaikat dalam seni cerita (dengan nas agama).     DIGITAL COMPETENCY AMONG EDUCATORS IN MALAYSIA FACING WITH FOURTH INDUSTRIAL REVOLUTION (IR4.0)

    The Fourth Industrial Revolution (IR4.0) concept is to transform from emergence of Information Communication Technology (ICT) in industry (IR3.0) to digital revolution. The educational settings need to be complied with the changes by adopting the concept of digital education accordance with IR4.0. However, the digital competency among educators to face with IR4.0 in Malaysia need to be discovered. This systematic literature review (SLR) article focuses on to discover issues concerning the digital competency among educators in Malaysia to cope with IR4.0. Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) was adopted for the review of the current research which utilized two main journal databases, namely Scopus and EBSCO. The searching efforts resulted in a total of fifteen (15) articles that can be analyzed systematically. The analysis managed to discover eleven (11) main digital competencies issues concerning to educators to cope with IR4.0 in Malaysia which are (1) personal attributes including general and specific characteristics, (2) attitude towards technologies, (3) level of confidence and readiness, (4) education level, (5) lacking of professional development, (6) inadequate prior knowledge of computer and technical literacy as well as limited exposure, (7) inexperience in term of years in teaching, (8) restricted resources and insufficient amount of specific content, (9) time constraint to prepare and converting conventional teaching content to technological and digitally basis, (10) institution characteristic, and (11) contextual characteristics. The successful implementation of IR4.0 in the education settings requires a joint effort between authorities and educators. Both parties play vital roles in supporting each other to effectively embrace digital transformation in education. A number of recommendations were presented at the end of this research for the reference of future scholars

    Plurality In Academic Tradition: The Case of Lecturers? Educational Background at the Graduate School Syarif Hidayatullah State Islamic University (UIN) Jakarta from 1982-2014

    This book initially was a research which is completed and submitted to the Graduate School Syarif Hidayatullah State Islamic University (UIN) Jakarta, as a partial fulfillment of the requirements for the degree of Master of Islamic Education. The idea of the book originated primarily from a reality that diversity occurs in all educational levels. For the UIN cases, the phenomena of diversity can be noticed from its academic community; whether it comes from different social or religious organizations, educational background, cultural or ethnicity, countries or even religions. Hence, as a unique institution which produces a distinct tradition of Islamic studies, the UIN provide lecturers with different scholarly tradition; either graduated from the Eastern, Western or local universities. To that end, I performed a research and focused merely on lecturers? educational background to understand further how they dealt with differences, in particular concerning the impact on students? work. I presumed that lecturers struggled with internal conflicts since the background has different educational tradition. The Western, Eastern and local educational traditions have been explored further in this book chapter to help readers understand these different entities respectively. By exploring the notion of collaboration which closely related with conflict resolution, I ended up with a conclusion that the East-West tension nowadays have been melted, although not entirely. I argued that lecturers? collaboration not only can be traced through the intrapersonal or interpersonal aspects. The need to combined those two levels with an additional aspect, the epistemological dimension; become substantial. This statement can be verified since the epistemological dimension of lecturers? educational background becomes the basis on both side to work collaboratively. This general finding indicated that two salient factors that support the process of lecturers? collaboration, including their background as a pesantren graduates and their participation to promote the Indonesian Islam. By having a team-work, they construct the idea to promote the moderate culture amid academic community. With this finding, I reaffirm a general statement which declared the Graduate School UIN Jakarta as a smelting place. My hope that these findings will give a positive contribution on discussion toward research on East-West relationship, diversity and equity, lecturers? collaboration, and professional communities. In view of that, I realized that this research to some degree is a collaboration of so many people whom I cannot mention their names one by one proportionally in this acknowledgment.     Exploring the cost-effectiveness of high versus low perioperative fraction of inspired oxygen in the prevention of surgical site infections among abdominal surgery patients in three low- and middle-income countries

    Background: This study assessed the potential cost-effectiveness of high (80–100%) vs low (21–35%) fraction of inspired oxygen (FiO2) at preventing surgical site infections (SSIs) after abdominal surgery in Nigeria, India, and South Africa. Methods: Decision-analytic models were constructed using best available evidence sourced from unbundled data of an ongoing pilot trial assessing the effectiveness of high FiO2, published literature, and a cost survey in Nigeria, India, and South Africa. Effectiveness was measured as percentage of SSIs at 30 days after surgery, a healthcare perspective was adopted, and costs were reported in US dollars ().Results:HighFiO2maybecosteffective(cheaperandeffective).InNigeria,theaveragecostforhighFiO2was). Results: High FiO2 may be cost-effective (cheaper and effective). In Nigeria, the average cost for high FiO2 was 216 compared with 222forlowFiO2leadingtoa222 for low FiO2 leading to a −6 (95% confidence interval [CI]: −13to13 to −1) difference in costs. In India, the average cost for high FiO2 was 184comparedwith184 compared with 195 for low FiO2 leading to a −11(9511 (95% CI: −15 to −6)differenceincosts.InSouthAfrica,theaveragecostforhighFiO2was6) difference in costs. In South Africa, the average cost for high FiO2 was 1164 compared with 1257forlowFiO2leadingtoa1257 for low FiO2 leading to a −93 (95% CI: −132to132 to −65) difference in costs. The high FiO2 arm had few SSIs, 7.33% compared with 8.38% for low FiO2, leading to a −1.05 (95% CI: −1.14 to −0.90) percentage point reduction in SSIs. Conclusion: High FiO2 could be cost-effective at preventing SSIs in the three countries but further data from large clinical trials are required to confirm this. © 2023 The Author

    Use of Telemedicine for Post-discharge Assessment of the Surgical Wound: International Cohort Study, and Systematic Review with Meta-analysis

    Objective: This study aimed to determine whether remote wound reviews using telemedicine can be safely upscaled, and if standardised assessment tools are needed. Summary background data: Surgical site infection is the most common complication of surgery worldwide, and frequently occurs after hospital discharge. Evidence to support implementation of telemedicine during postoperative recovery will be an essential component of pandemic recovery. Methods: The primary outcome of this study was surgical site infection reported up to 30-days after surgery (SSI), comparing rates reported using telemedicine (telephone and/or video assessment) to those with in-person review. The first part of this study analysed primary data from an international cohort study of adult patients undergoing abdominal surgery who were discharged from hospital before 30-days after surgery. The second part combined this data with the results of a systematic review to perform a meta-analysis of all available data conducted in accordance with PRIMSA guidelines (PROSPERO:192596). Results: The cohort study included 15,358 patients from 66 countries (8069 high, 4448 middle, 1744 low income). Of these, 6907 (45.0%) were followed up using telemedicine. The SSI rate reported using telemedicine was slightly lower than with in-person follow-up (13.4% vs. 11.1%, P<0.001), which persisted after risk adjustment in a mixed-effects model (adjusted odds ratio: 0.73, 95% confidence interval 0.63-0.84, P<0.001). This association was consistent across sensitivity and subgroup analyses, including a propensity-score matched model. In nine eligible non-randomised studies identified, a pooled mean of 64% of patients underwent telemedicine follow-up. Upon meta-analysis, the SSI rate reported was lower with telemedicine (odds ratio: 0.67, 0.47-0.94) than in-person (reference) follow-up (I2=0.45, P=0.12), although there a high risk of bias in included studies. Conclusions: Use of telemedicine to assess the surgical wound post-discharge is feasible, but risks underreporting of SSI. Standardised tools for remote assessment of SSI must be evaluated and adopted as telemedicine is upscaled globally
