Sicurezza globale, protezione e difesa civile, scenari di rischio emergenti e salute pubblica
La sicurezza globale sta attraversando una trasformazione profonda, determinata dall’emergere di nuove minacce e dall’evoluzione di quelle esistenti, che rendono sempre più interconnessi i domini della salute pubblica, della protezione civile e della difesa civile. Il contributo analizza i principali fattori che caratterizzano l’attuale panorama dei rischi, tra cui pandemie, cambiamenti climatici, vulnerabilità tecnologiche, instabilità geopolitiche e minacce ibride, e le loro implicazioni per la protezione delle popolazioni e delle infrastrutture critiche. Viene approfondito il ruolo complementare di Protezione Civile e Difesa Civile nel sistema italiano, evidenziando la necessità di una pianificazione integrata, della preparedness e di strategie coordinate di risposta. La pandemia di COVID-19 è presentata come caso emblematico di crisi multidimensionale, con impatti sanitari, economici e sociali su scala globale. Le lezioni apprese sottolineano l’importanza della cooperazione internazionale, del coordinamento multisettoriale e del rafforzamento della resilienza per affrontare efficacemente i rischi emergenti e consolidare i sistemi di sicurezza globale
CBRN events in the subway system of Rome: technical-managerial solutions for risk reduction
The acronym CBRN stands for Chemical, Biological, Radiological and Nuclear CBRN risks are those caused by chemical, biological, radiological or nuclear agents that can produce serious harm to persons and things. The accidents connected with this type of substances can be either due to man (industrial accidents, road accidents, human mistakes in manipulation and/or storage of materials, etc.) or natural causes, when the structures where these substances are produced or stored are damaged by natural events (earthquakes, flood, etc.). Sometimes, in cases of terrorism, man voluntarily causes this kind of incidents. In Italy, as well as in the rest of the world, subways are one of the critical infrastructures that are more at risk in case of a CBRN event. In this work, the authors will analyse the case study of the subway system of Rome and propose technical-managerial solutions to improve the response in case of release of CBRN agents. In order to evaluate the quality of the proposals, a risk analysis will be carried out, both before and after the application of the suggestions

A pre-imposed routine visualize qualitatively and quantitatively postures, static and/or dynamic, which the user is asked to perform (for instance according to a pre-defined workload) The visualization can be realized, for instance, by an ad-hoc complex / detailed avatar on a computer screen. The quantitative information can be furnished, for instance, by simple numerical values and / or by scale indicators.
The user is asked to don a wearable sensorized system useful to quantify the static and/or dynamic postures. The system can be limited only to a reduced part of the body (only one hand, the knees, the neck, …) or to the total body. Sensors / transducers, electronic circuitry, wired and/or wireless system, furnish measured data to a computer (laptop, desktop, netbook, palmtop, handheld device, ..).
Data values can be conditioned, stored, digitalized, ..
Algorithms / Analyzers / Classificators recognize the postures assumed by the user, so data are utilized by hardware / firmware / software to classify gestures and/or movements performed by the user.
The system provides qualitative and quantitative (numerical) values to the user to evaluate his/her performs. The system can be capable to furnish suggestions how to improve the user performance.
From recorded data can be possible to:
• Reproduce the real time situation
• Analyze user postures (static and/or dynamic) in modality: play, pause, fast forward, rewind, frame-by-frame, ..
• Reproduce the real situation by an avatar which can be rotated and zoomed in every possible directions
In addiction one (or more) avatar can visually reproduce/proposes the pre-imposed routine of the static/dynamic postures the user is asked to perform, and (even superimposed) a second (or more) avatar can reproduce the real postures of the user, so he/her can easily auto-evaluate himself/herself if his/her movements correspond to the pre-imposed ones

The EUROMED PROTECT-NET Forum 2025, held in the Republic of San Marino under the High Patronage of the Captains Regent and with the support of the Council of Europe, convened specialized centres, governmental authorities, civil protection agencies, academic institutions, and humanitarian actors from the Euro-Mediterranean region. The Forum addressed disaster risk governance, health preparedness, and operational cooperation in increasingly complex emergency environments. Contributions explored integrated approaches to natural and technological hazards, fire management, seismic vulnerability, industrial and coastal risks, and the resilience of essential lifelines. A dedicated side-event focused on the protection of healthcare workers and first responders in conflict and non-permissive environments, presenting evidence-based strategies to strengthen safety, continuity of care, and duty-of-care frameworks. The Proceedings provide a multidisciplinary reference for policymakers, civil protection authorities, and practitioners committed to advancing prevention, preparedness, and response capacities across Europe and the Mediterranean

Proposal of the prototype RoSyD-CBRN, a robotic system for remote detection of CBRN agents
In this work, a prototype robotic system is proposed to avoid direct exposure of responders and permit remote detection of CBRN agents. The system, is named by the acronym RoSyDCBRN (Robotised System to Detect CBRN agents), basically consists of two functional areas which interact and communicate with each other; a mobile system (robot) and a remote station. Suitable first alarm, identification, and identification and first alarm CBRN detectors are chosen for the robot and remote station. In addition, suitable meteorological detectors are chosen to obtain the environmental parameters that are necessary to launch simulation with the predictive software (such as NBC-Analysis) in order to provide safe routes for the responders and the population. The conceptual work scheme of the robot is divided into three phases; Phase 1: Launch of the robot; Phase 2: Detection and data transmission; Phase 3: Robot returns and sample analysis in the laboratory. On the whole, the prototype integrates into a single architecture all the components that at present, in the case of CBRN events, operate separately or merged partially, but not totally cooperating with a high degree of automation as in the proposed system
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
