Strengthening rail bridge wingwalls for containment barriers
Windsor Branch Railway Bridge carries the busy M4 motorway over a mainline railway and two public footpaths. The route forms the main link from London to South Wales and the south west of England. Constructed in the early 1960s, the bridge consists of five simply supported skewed spans each comprising precast, prestressed concrete beams. The deck is divided longitudinally into two halves by a covered central reserve light-well. A risk assessment identified the bridge as requiring high containment barriers to protect the railway line below. Unfortunately, it was not possible to install these barriers without additional structural strengthening. This paper discusses the use of ground anchors to restrain the wing-walls and capping beams against the collision loads imparted on the structure by the high containment barriers.<br/
La evaluación de la investigación en España. Objetivos, características y criterios de evaluación de la Comisión Nacional Evaluadora de la Actividad Investigadora (CNEAI) y de la Agencia Nacional de Evaluación de la Calidad y Acreditación (ANECA)
En las últimas décadas, la evaluación de la investigación en España se ha convertido en un objetivo prioritario para garantizar el desarrollo científico a través de las universidades. Con este fin, se han ido creando diferentes comisiones y agencias dedicadas a la evaluación de la capacidad investigadora de los docentes universitarios, a través de sistemas de valoración basados en criterios internacionales. El objetivo central de este artículo es detallar las características definidoras de dos de las principales entidades dedicadas a la evaluación de la investigación en España (la Comisión Nacional Evaluadora de la Actividad Investigadora –CNEAI– y la Agencia Nacional de Evaluación de la Calidad y Acreditación –ANECA–) y plantear algunas conclusiones generales que se extraen de la aplicación de dichos criterios de evaluación en la producción científica de los docentes.In recent decades, the evaluation of research in Spain has become a priority to ensure the scientific development through universities. With this finality, various committees and agencies have been created; those bodies are dedicated to the evaluation of the research capacity of university teachers and researchers through appraisal systems based on international criteria. The aim of this paper is to describe the main characteristics of two major entities involved in the evaluation of research in Spain (the National Commission of Evaluation of Research Activity -CNEAI-, and the National Agency for Quality Assessment and Accreditation - ANECA-) and pose some general conclusions extracted from the application of those criteria in the scientific evaluation of Spanish teachers and researchers
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Load distribution in bridge parapet supports in Southern England: re-evaluation, testing and analysis
This paper presents the background information, test results, analysis, and conclusions relating to the testing of two model bridge stringcourses subject to simulated parapet impact loading. Mott MacDonald Area 3 were appointed in 2002 by the Highways Agency to undertake the upgrade and replacement of all substandard BACO parapets fixed to existing structures. Area 3 in Southern England has a particularly large number of parapets that do not meet current design standards for normal containment. In many cases a combination of stringcourse geometry and a low assessment of in situ strength based upon a conservative model of load dispersal precluded the simple substitution and replacement of the parapet. Design of the test programme was based upon the composite characteristics of the five weakest bridge stringcourses identified in Area 3. The aim of the testing was fourfold. First, examine the load dispersal through the concrete and the reinforcement. Second, measure the ultimate failure load and calculate the structural reserve. Third, record the mode of failure. Fourth, ratify and produce a set of assessment recommendations. For all the criteria, a correlationbetween theoretical prediction using current design standards and in situ performance was sought. The conclusions of this paper identify three important findings: (1) a localised horizontal slicing plane of shear failure across the plinth upstand is very unlikely, (2) only the shear links immediately surrounding the anchorage post are effective, (3) a simple load dispersal angle of 45? is too conservative and should be increased to 65? for assessment calculations. These recommendations have been applied to the current upgrade programme and have produced immediate cost savings for the Highways Agency of several million pounds. This paper highlights the benefits achievable when both client and consultant adopt a forwardthinking and progressive strategy to maximise both best value and structural safety
