Evaluation of the Incentive Program for Rational Use Of Water in Agriculture (P 22) After its Implementation at the São José Analysis Unit
The Irrigation demands in the Rio Doce watershed constitute an important portion of the total water demand, especially in the basins located in the state of Espírito Santo, covering areas where the current or projected water balance is unfavorable. Considering this situation, the Watershed Committees (WSC), through the Integrated Water Resources Plan of Doce river (PIRH-Doce), approved the Incentive for the Rational Use of Water in Agriculture Program, called P22. In this context, this study aims to carry out a qualitative and quantitative evaluation of this program’s implementation in the Analysis Unit (AU) of the São José River. As methodology, categories, indicators and evaluation indexes were defined, that allowed primary data collection, consolidation and evaluation. The results showed that for 90% of the participants in P22, among producers, managers, partners and WSCs, the P22 Program was implemented satisfactorily. There was good acceptance, a willingness to recommend the program to another institutions or producers, and a willingness to participate of the program again. For 80% of the participants, the implementation of P22 in AU São José was the first experience with an action to encourage the rational use of water in agriculture. For 100% of producers it was the first contact with a water management technology in irrigation, and the importance of this action for the management of water resources and in particular, to promote the rational use of water in irrigation remains evident. As conclusions, it is clear that the Brazilian Public Administration is poorly concerned in evaluating public programs, being more concerned with the formulation of programs than with their implementation and evaluation. The evaluation of the P22 Program was an important water resource management tool, contributing to the decision-making process on its continuity, as its results were known, considering not only those presented by the executing entity, but also the results from the point of view of contemplated producers and other participants of the program.Agência 1As demandas de irrigação na bacia hidrográfica do Rio Doce constituem uma importante parcela da demanda total de água, especialmente nas bacias localizadas no estado do Espírito Santo, abrangendo áreas onde o balanço hídrico, atual ou projetado, mostra-se desfavorável. Considerando essa situação, os Comitês de Bacias Hidrográficas (CBHs), por meio do Plano Integrado de Recursos Hídricos (PIRH-Doce), aprovaram o Programa de Incentivo ao Uso Racional de Água na Agricultura, denominado de P22. Neste contexto, este estudo tem por objetivo realizar uma avaliação quali-quantitativa da implementação deste programa na Unidade de Análise (UA) do rio São José. Como metodologia, foram definidas categorias, indicadores e índices de avaliação, possibilitando a obtenção, consolidação e avaliação dos dados primários coletados. Os resultados demonstraram que para 90% dos participantes do P22, dentre os produtores, gestores, parceiros e CBHs, o Programa P22 foi implementado de forma satisfatória. Houve boa aceitação, disposição em recomendar o programa a outras instituições ou produtores e disposição para participar novamente do programa. Para 80% dos participantes, a implementação do P22 na UA São José foi a primeira experiência com uma ação de incentivo ao uso racional da água na agricultura, sendo que para 100% dos produtores foi o primeiro contato com uma tecnologia de manejo da água na irrigação, restando evidente a importância desta ação para a gestão de recursos hídricos e em especial para fomentar o uso racional da água na irrigação. Como conclusões, percebe-se que a Administração Pública brasileira tem demonstrado pouca preocupação em avaliar programas públicos, se preocupando mais com a formulação de programas do que com a sua implementação e avaliação. A avaliação do Programa P22 constituiu-se como uma importante ferramenta de gestão de recursos hídricos, contribuindo para o processo decisório sobre a sua continuidade, na medida em que foram conhecidos os seus resultados, considerando não só os apresentados pela entidade executora, mas também os constatados pelos pontos de vista de produtores contemplados e demais participantes do programa
Pre and post ozone treatment of bleached kraft pulp mill effluents
Neste trabalho foi avaliada a aplicação combinada de ozonização e lodos ativados para o tratamento de efluentes de celulose kraft branqueada de eucalipto. A ozonização foi aplicada antes e após o tratamento biológico. Inicialmente foi avaliada a influência do pH, da temperatura e de peróxido de hidrogênio na ozonização para se estabelecerem as condições que levassem a uma maior eficiência de tratamento após o tratamento com ozônio. A eficiência dos tratamentos foi avaliada com base em alguns parâmetros de relevância ambiental, como DQO, DBO5, lignina, biodegradabilidade e toxicidade. Após as avaliações preliminares e definição das condições de aplicação do ozônio, foi realizada a ozonização como prétratamento e como tratamento intermediário ao sistema de tratamento biológico. Os resultados mostraram que o pH e temperatura não apresentaram influência na remoção de DQO e no aumento da DBO5 e da biodegradabilidade do efluente, sugerindo que não é necessária nenhuma manipulação do efluente para correção de temperatura e pH. O teste com peróxido de hidrogênio indicou que a sua adição, apesar de melhorar a biodegradabilidade, apresenta a desvantagem de deixar um residual que é tóxico ao tratamento biológico, devendo esse residual ser eliminado. O efluente analisado já apresentava um residual de 0,7 mmol L-1 de peróxido de hidrogênio devido ao uso desse reagente no branqueamento da celulose. Com esse residual foi observado um aumento da biodegradabilidade do efluente de até 50% nas doses aplicadas de ozônio, optando-se por nos tratamentos seguintes não se adicionar peróxido de hidrogênio aos efluentes. Na etapa posterior foi realizado o pré-tratamento com ozônio seguido de tratamento biológico, conseguindo-se um aumento da remoção de DQO (3%), COT (1,5%), AOX (9%) e lignina (9%) com uma dose de 5 mmol L-1 de ozônio. Avaliou-se também nessa etapa o comportamento na ozonização e no tratamento biológico das frações de alta e baixa massa molar, separadas através de membrana com limite de exclusão molar de 500 g mol-1. Foi observado que a remoção da matéria orgânica é muito mais eficiente na fração de baixa massa molar ( 500 g mol-1). A última etapa do trabalho consistiu na avaliação da influência do tempo de detenção hidráulica (TDH) na remoção dos parâmetros analisados e o uso de ozônio como tratamento intermediário a dois tratamentos biológicos. Foram coletadas amostras nos reatores biológicos da indústria em diferentes TDH teóricos (1,2; 2,3; 3,5; 7 e 14 horas) e do sistema de lodos ativados de bancada operado com diferentes TDH (2; 4; 8 e 12 horas). Embora as maiores remoções de DQO e DBO5 fossem conseguidas em TDH maiores que sete horas, a maior parte de todos os parâmetros avaliados foi removida dentro de duas horas de tratamento, tanto no sistema industrial como no laboratorial. Para a avaliação do uso de ozônio como tratamento intermediário, os efluentes tratados por 2 e 4 horas no laboratório foram submetidos à ozonização com doses de 2; 5 e 10 mmol L-1. O processo foi eficiente para remoção de cor e lignina, mas apresentou potencial limitado na remoção de DQO e COT. Foi observado um aumento da DBO5, que a princípio indicaria que um tratamento biológico posterior aumentaria a remoção de matéria orgânica, porém a DBO5 após a ozonização foi no máximo de 30 mg L-1, valor pequeno considerando-se que a legislação exige valores menores que 60 mg L-1. Esses resultados sugerem que o uso de ozônio como tratamento intermediário após tratamento biológico aeróbio não é viável do ponto de vista de remoção de DQO, mas é muito eficiente se o objetivo for a remoção de cor e de lignina.This work evaluated the combination of ozone and activated sludge for treatment of bleached kraft pulp effluents. Ozonation was done before and after biological treatment. First the influence of pH, temperature and hydrogen peroxide dose on ozonation was assessed in order to optimize treatment efficiency, which was evaluated in terms of COD, BOD5, lignin, biodegradability and toxicity. After the preliminary assessments and definition of conditions, ozonation was run as pre-treatment and as intermediate treatment between biological treatments. Results showed that neither pH nor temperature played an important role in COD removal and increasing BOD5 and biodegradability, suggesting that is not necessary to adjust temperature and pH before ozone application. Although addition of hydrogen peroxide improved biodegradability, it left a residual that is toxic to biological treatment and would have to be eliminated. The effluent contained a hydrogen peroxide residual of 0.7 mmol L-1 due the use of this reagent as a bleaching agent at the mill. Given that ozonation (2; 5 and 10 mmol L-1) without addition of hydrogen peroxide led to a 50% increase in biodegradability it was decided not to add hydrogen peroxide to the effluents in further experiments. Pretreatment with ozone followed by biological treatment improved COD, TOC, AOX and lignin removals. The effects of ozonation and biological treatment on low and high molecular weight compounds were also assessed, by filtration at a membrane of 500 g mol-1 cut off. It was observed that organic matter removal was much more efficient in the low molecular weight fraction ( 500 g mol-1). The last part of the work assessed the use of ozone as intermediate treatment, between aerobic biological treatments and the influence of the hydraulic retention time (HRT) on removal of the analyzed parameters. Samples were collected in the mill biological reactor at different theoretical HRT (1.2; 2.3; 3.5; 7 and 14 hours) and in the bench-scale laboratory reactor operated at different HRT (2; 4; 8 and 12 hours). In both the industrial and laboratory systems the majority of organic matter was removed within the first two hours of treatment, although higher removals were achieved at HRT greater than seven hours. Effluent treated in the laboratory two and four hours were treated with ozone doses of 2; 5 and 10 mmol L-1. Post-ozonation was efficient in removal of color and lignin, but had limited potential for the removal of COD and TOC. BOD5 increased, suggesting that a subsequent biological treatment would improve overall organic matter removal, but BOD5 after ozonation was at most 30 mg L-1, only half the legal limit for discharge, and further biological treatment was not attempted. Use of ozone as an intermediate after aerobic biological treatment was not a viable alternative for COD reduction, but would be very efficient if the aim was to remove color and lignin.Coordenação de Aperfeiçoamento de Pessoal de Nível Superio
Assessment of conventional water treatment processes in cyanobacteria and cyanotoxin removal and oxidative processes for microcystins removal
Foram realizados ensaios em escala de bancada e escala piloto simulando florações das espécies Microcystis aeruginosa NPLJ-4 e Cylindrospermopsis raciborskii T3 para avaliar suas remoções em processos convencionais de tratamento de água. Em escala de bancada observaram-se remoções da ordem de 6 unidades logarítmicas, sendo C. raciborskii removida de forma mais eficiente que M. aeruginosa, notadamente na filtração. M. aeruginosa apresentou remoções similares na sedimentação e na filtração, com remoções da ordem de duas unidades logarítmicas em cada etapa nos testes de bancada. Nos testes em escala piloto as remoções de M. aeruginosa foram da ordem de 2 a 3 unidades logarítmicas nos ensaios com água típica da estação seca e de até 4 unidades logarítmicas no período chuvoso. Em todos os testes em escala piloto houve remoção de C. raciborskii até valores não detectáveis na água filtrada, indicando novamente a maior eficiência de remoção desta em relação a M. aeruginosa. Esses
resultados indicam a remoção de células de M. aeruginosa, porém as mesmas ficam retidas principalmente no decantador e no filtro, podendo liberar microcistina na água. Dessa forma, foi realizado um experimento onde após a inoculação de M. aeruginosa na ETA em escala piloto, amostras do lodo do decantador e da água de lavagem de filtros foram coletadas e armazenadas, sendo avaliada a concentração de microcistina no sobrenadante, indicando que a liberação de toxina começa já no primeiro dia e atinge seu máximo no terceiro dia, período após o qual começa a cair,
sendo que após o décimo dia a concentração da toxina cai até níveis não detectáveis. Esses resultados indicam que o lodo deve ser removido diariamente e ser armazenado por pelo menos dez dias para minimizar os riscos devido à microcistina. Outro resultado obtido nos experimentos em escala piloto é a pouca eficiência na remoção de toxinas dissolvidas, sendo realizados testes com diferentes processos oxidativos na busca de uma maior remoção de microcistina dissolvida. Foram testados cloro, dióxido de cloro, ozônio, fotocatálise heterogênea e luz ultravioleta, além de se avaliar se os produtos da degradação da microcistina por esses processos são tóxicos ao organismo aquático Daphnia similis. Ozônio, luz ultravioleta e fotocatálise heterogênea mostraram uma elevada eficiência, porém houve aumento da toxicidade nos testes com ozônio e fotocatálise heterogênea, indicando a formação de subprodutos tóxicos que necessitam de mais
investigações. O ozônio foi o oxidante mais eficiente, com remoções superiores a 99%, a um valor CT de 10,5 mg min L-1. O cloro apresentou remoções de 99% a um valor CT de 128 mg min L-1. Radiação ultravioleta e fotocatálise heterogênea apresentaram remoções similares em tempo de contato de 15 minutos, com remoção acima de 97%. O dióxido de cloro, dentre os oxidantes testados, foi o que apresentou a menor eficiência de remoção, com remoções de até 89% em valores CT elevados, acima 677 mg min L-1. Nos testes onde houve o uso de dióxido de cloro foi observada a presença de toxicidade aguda ao cladócero Daphnia similis, com resultados preliminares sugerindo que o clorito, subproduto da degradação desse oxidante, seja o agente responsável.Bench scale and pilot scale assays were performed in order to simulate blooms of the cyanobacteria Microcystis aeruginosa NPLJ-4 and Cylindrospermopsis raciborskii T3 and study there removal during conventional water treatment processes. Removals on the order of 6 log units were observed in bench scale assays, with C. raciborskii removed more efficiently than M. aeruginosa, especially during filtration. M. aeruginosa showed similar removals during sedimentation and filtration, with removal of two log units at each step in bench scale assays. In pilot scale assays M. aeruginosa removals achieved 2-3 log units in water typical of the dry season and up to 4 log units in water typical of the rainy season. In all pilot
scale assays C. raciborskii was removed to undetectable levels in filtered water, indicating again the better removal of this species than M. aeruginosa. These results indicate the removal of M.aeruginosa cells that are mostly retained in the clarifier and filter, where they may potentially release microcystin to the treated water. Thus, pilot-scale assays were performed with clarifier sludge and filter wash water inoculated with M.aeruginosa and stored in the dark to evaluate release of microcystin to the supernatant. It was found that toxin release began on the first day and reached its peak on the third day, after which it began to fall, reaching non-detectable levels after the tenth day. These results suggest that sludge must be removed daily and stored for at least ten days to minimize the risks due to microcystin. Another result obtained in pilot scale experiments was the low removal efficiency of dissolved toxins, and therefore tests were performed with different oxidative processes aimed at greater removal of dissolved microcystins. Chlorine,
chlorine dioxide, ozone, ultraviolet light and heterogeneous photocatalysis were tested to evaluate whether microcystin degradation byproducts from such processes are toxic to the aquatic organism Daphnia similis. Ozone, ultraviolet light and heterogeneous photocatalysis presented high microcystin removal efficiencies, but toxicity was increased in tests with ozone and heterogeneous photocatalysis, indicating the formation of toxic byproducts that require further investigation. Ozone was the most efficient oxidant, with removals greater than 99%, with CT values of 10.5 mg min L-1. Removals above 99% were observed for chlorine with CT values of 128 mg min L-1. Ultraviolet light and heterogeneous photocatalysis showed similar removals, above 97%, in a contact time of 15 minutes. Chlorine dioxide, among the oxidants used, showed the least removal efficience, with removal of 89% in CT of 677 mg min L-1. In the former tests acute toxicity to Daphnia similis was observed, with preliminary results suggesting that chlorite, a byproduct of

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
