I believe that La Fontaine provides the instigation; he is mentioned in the first lines of the introduction. Apparently the author moves through prominent Swedish writers in these two genres. The main names I pick up are Dalin, Tessin, Gyhllenborg, Kellgren, Lenngren, and Sluford. All but the last were easy to find described on the web.     The project team was commissioned by The Disability Action Council Secretary General (DACSG) and The Australia-Cambodia Cooperation for Equitable Sustainable Services (ACCESS), to provide a situational analysis to improve understanding and fill gaps in knowledge with regards to the population of young persons with autism and their families in Cambodia. The three objectives of the project were defined as: 1. To undertake an assessment and analysis of the support services available to persons with autism; 2. To analyse the situation of persons with autism in accessing support services, that may include facilitators, barriers and challenges; and 3. To make recommendations on options to strengthen support services, including but not limited to education, rehabilitation and vocational skills training

    Planetary stewardship in an urbanizing world: beyond city limits

    Cities are rapidly increasing in importance as a major factor shaping the Earth system, and as such must take corresponding responsibility. With currently over half of the world population, cities are supported by resources originating from primarily rural regions that are often located around the world far distant from the urban loci of use. The multiple and complex environmental and social challenges the world faces require interconnected solutions and a coordinated governance approach to planetary stewardship. There is a new opportunity to conceptualize a key component of planetary stewardship as a global system of cities that develop sustainable processes and policies in concert with its non-urban areas. The potential for cities to cooperate as a system and with rural connectivity could not only increase their capacity to effect change and foster stewardship at the planetary scale but also increase their resource security

    Channel State Information Feedback Control Game for Energy Efficient Wireless Networks

    It is well recognized that channel state information (CSI) feedback plays a key role in the performance of closed-loop wireless networks. However, most work on energy efficiency (EE) typically studies this problem from the downlink data transmission point of view. In this paper, we propose an alternative approach to investigate the EE for wireless communication networks through controlling the channel state information (CSI) in the feedback link, in which a number of multipleantenna mobile transmitters exchange information with their corresponding mobile receivers using linear precoding for interference reduction. Specially, we formulate this EE maximization problem in the analytical setting of a game theoretic framework, and propose a two-level Stackelberg-type CSI feedback control game (SCFC) to balance the bandwidth and power consumptions in a distributed manner. The existence of the equilibriums of such games is proved, and the convergence behavior is investigated. Simulation results show that by adjusting the pricing factor, the proposed distributed SCFC game effectively improves the EE performance.TelecommunicationsEICPCI-S(ISTP)

    Investigating the Situation for Children with Autism and Their Families in Cambodia

    Following periods of conflict and instability during the oppressive regime of the Khmer Rouge (1975–1978) and the period of Vietnamese occupation (1978–1992), the Kingdom of Cambodia has adopted policies and initiatives that aim to ensure greater equity and stability across all services in the country as a signatory to international agreements for the promotion of universal primary education (United Nations 2015). The education of children with disabilities continues to present challenges to both policy makers and service providers in Cambodia, though government agencies have made a commitment and invested resources to improve facilities and increase awareness of the difficulties experienced by children and families. Previous studies of provision for children on the autism spectrum in Cambodia suggest that they are little understood and that many experience difficulties accessing appropriate services or support. However, these reports have often been based on localised small-scale studies and have not provided a broader national perspective of the situation. A national analysis of the situation for persons with autism was conducted to provide a more detailed picture of the experiences of children with autistic spectrum disorders and their families. Data were collated using focus groups and interviews with service users and providers from a purposive stratified sample across the country. The findings reveal that a limited awareness and understanding of autism amongst both professionals and the general public has limited opportunities for development. Education facilities and expertise are limited, and access to therapeutic and specialist medical provision is poor. The pervasive nature of poverty has been a major contributory factor in the slow development of and accessibility to services to this population. A number of recommendations have been made and are being used to shape future policies for children with autism and their families in Cambodia

    How to represent paintings: a painting classification using artistic comments

    The goal of large-scale automatic paintings analysis is to classify and retrieve images using machine learning techniques. The traditional methods use computer vision techniques on paintings to enable computers to represent the art content. In this work, we propose using a graph convolutional network and artistic comments rather than the painting color to classify type, school, timeframe and author of the paintings by implementing natural language processing (NLP) techniques. First, we build a single artistic comment graph based on co-occurrence relations and document word relations and then train an art graph convolutional network (ArtGCN) on the entire corpus. The nodes, which include the words and documents in the topological graph are initialized using a one-hot representation; then, the embeddings are learned jointly for both words and documents, supervised by the known-class training labels of the paintings. Through extensive experiments on different classification tasks using different input sources, we demonstrate that the proposed methods achieve state-of-art performance. In addition, ArtGCN can learn word and painting embeddings, and we find that they have a major role in describing the labels and retrieval paintings, respectively
