    [From the Introduction]. This report constitutes Part II of the twin reports of the CEPS Task Force on Reviewing the EU Emissions Trading Scheme. The Part I report, which was presented to the UK Presidency on 7 July 2005,1 focused on a number of short-term implementation issues including transparency requirements for the National Allocation Plans (NAPs), the definition of installations, treatment of small installations, new entrants, closure and transfer rules, allocation methodologies, the possibility of opt-ins as well as monitoring, reporting and verification. This follow-up Part II report examines deep-seated topics such as whether the EU Emission Trading System (ETS) contributes to meeting Kyoto Protocol targets, economic impacts, effects on investment and the potential inclusion of aviation. These issues lie at the interface of NAP phase II and the longterm formal 2006 review. Neither of the two reports (Part I or Part II) examines issues related to the formal review of the EU ETS, which the Directive calls for no later than June 2006. Since this formal review, which will lead to an amendment of the Directive by co-decision, is likely to trigger a fundamental and longer-term debate, it is being treated in a separate CEPS Task Force launched in early 2006. After a status report of the ETS and a reminder of some fundamentals in sections 1 and 2, the following sections cover investment incentives (3), competitiveness (4 and 5) and aviation (6). The main findings of the report are contained in the Executive Summary, including Key Messages & Recommendations and an extended Full Summary. Appendix 1 presents a list of members of the Task Force and invited guests and speakers

    This article follows up on a conversation between its author and Renaud Barbaras, reflecting on a project of investigation of ethics based on the thought of Merleau-Ponty, by addressing key questions resulting from this conversation in more depth. It does so by exploring the difficulties of thinking ethics from a phenomenological, hence, descriptive, philosophy starting point - which, for Barbaras, would be opposed to the prescriptive perspective proper to ethics; and, on the contrary, by looking at the reciprocal relation between the phenomenological disposition of the thinking and ethics - as the author understands it. Dealing with such questions, three lines appear progressively in the text, giving its outline: (i) the approximations and dissonances between ethics and phenomenology, (ii) the ethics that derivates from there - or at least some of its lines, and at last (iii) the flow of a friendship, born from debating these questions, between the author and Renaud Barbaras, philosopher to whom this text pays tribute.O artigo retoma um diálogo da autora com Renaud Barbaras em que versavam sobre o projeto de investigação de uma ética a partir do pensamento de Merleau-Ponty e busca, doravante, aprofundar questões-chave de tal diálogo.     International audienceRelationships between mobile phone and writing are interrogated in this article. Based on a diachronic study of the narrative about the device, the advertisements and the visual layouts of screen writing. Line Renaud studies the surge of writing and reading activities on this technical system. Mobile phone is increasingly presented, conceived and recognised as a tool and medium of visual inscriptions. The author shows that the bias on the relationship between speech and writing is creeping into these series of transformation and that the development of mobile writing is resting on a figuration based on re-novation.Este artículo pretende interrogar las relaciones entre el móvil y la escritura. Desde un estudio diacrónico del discurso del soporte, de las publicidades y de las composiciones visuales de los escritos de la pantalla, Lise Renaud interroga el auge de las actividades de escritura y de lectura vía este dispositivo técnico. El teléfono móvil se vuelve cada vez más presentado, concebido y reconocido como una herramienta y soporte de inscripciones visuales. El autor muestra que los prejuicios de la relación palabra-escritura se insinúan en estas series de transformaciones y que el desarrollo de las escrituras en el móvil se arraiga en una figuración basada en la “re-novación”.Cet article se pose comme une interrogation des relations entre le téléphone mobile et l’écriture. À partir d’une étude diachronique des discours du support, des publicités et des compositions visuelles des écrits d’écran, Lise Renaud étudie la montée en puissance des activités d’écriture et de lecture sur ce dispositif technique. Le téléphone mobile devient de plus en plus présenté, conçu et reconnu comme un outil et support d’inscriptions visuelles.     peer reviewedDuring his research on the printed tradition of the history of the Miracle of Blessed Sacrament written in the seventeenth century by canon Étienne Ydens († 1615), Renaud Adam not only studied the personality of the author, but also the way the story of the Eucharistic miracle in Brussels had been adopted for politico-religious purposes. The canon of Saint Gudule used the text on the profanation of the hosts dating from the last third of the fourteenth century, to attack Protestantism and the - according to him equally dangerous - witchcraft. The study of the seventeenth century editions showed that the tone of the work gradually became less controversial, proving that Protestantism and witchcraft were considered a less significant threat than at the time of the redaction of the story by Ydens.L’étude de la tradition imprimée de l'histoire du Saint sacrement de Miracle du chanoine Étienne Ydens († 1615) au XVIIe siècle est l’occasion, pour Renaud Adam, de revenir non seulement sur la personnalité de son auteur, mais également sur l’instrumentalisation du récit du miracle eucharistique bruxellois à des fins politico-religieuses. Le chanoine de Sainte-Gudule a ainsi profité du récit de la profanation des hosties dans le dernier tiers du XIVe siècle pour s’attaquer de front à la religion protestante et à la sorcellerie, tout aussi dangereuse à ses yeux que le protestantisme. L’examen des éditions parues au cours du XVIIe siècle a montré que le caractère polémique de l’œuvre s’est progressivement atténué au fil du temps, preuve que le protestantisme et la sorcellerie n’ont plus constitué une menace aussi importante qu’à l’époque de la rédaction d’Ydens

    In the article the author would like to draw the readers’ attention to the philosophy of a contemporary French thinker, Renaud Barbaras. The main point in his investigations is the philosophy of life; however, he does not belong to the movement called "Lebensphilosophie". Barbaras has built up his own philosophy in long discussions and polemics with other philosophers, especially those who like E. Husserl, M. Heidegger, J. Patočka, E. Levinas or M. Henry are connected with phenomenology. One of the important elements of Barbaras’ original philosophy of life is his conception of the human being. Barbaras points out the role of lack in the life of the human subject. As a result the concept of the subject of desire emerges from the broad perspective of the metaphysics of life
