Rights of third states to demand performance of erga omnes obligations
This bachelors thesis is concerned with the problems of the rights of third states to demand performance of erga omnes obligations, with particular attention devoted to rights of third states to apply countermeasures against countries violating these obligations. Author is tended to side with an opinion voiced in legal literature, that use of countermeasures must be controlled. In this work, author puts forth a proposition to limit free use of countermeasures in favour of international organisations and international community in general. During the course of this work, author has concluded, that states have delegated a lot of power to international organisations to protect the rights, which give rise to erga omnes obligations, and that until a uniform understanding of erga omnes obligations had emerged, individual application of countermeasures shouldn't be left unchecked
In Café Slavia the Moravian author Ota Filip portrays the history of Prague as a setting of world history and criticizes the process of coming to terms with it. By telling the story of an Austrian Aristocrat and his struggling search for identity in Prague’s multicultural society, Filip discusses the ambivalent development of Czech culture and its connection to German culture and history. The first part of the paper offers a literary study of the novel’s main points revealing Filip’s message of a joint, future-oriented examination of history. In the second part of the paper, describing an intercultural semester project based on Café Slavia (a product of Czech as well as German culture), it will be demonstrated how this message can be implemented in German studies abroad
Factionalism in the Democratic Party in Winnebago County - 1960
This paper, in short, attempts to show the reasons for the factional behavior in the Democratic party in Winnebago County in 1960. In preparing this paper, the author used as sources the Rockford newspapers, many charts and statistics obtained from, various sources within the community, and numerous books on political philosophy and political behavior. Some of the theories advanced in the latter material were applied to the specific subject of the paper. In addition, the author interviewed at length upwards of 40 prominent Democrats regarding the party struggle. This paper discusses the reasons for the factional split. The author also shows by means of statistics that the Victory Club (opposition to the regular organization) was led by and received their hard core support from white collar workers living in wards that were predominantly Republican. Housing values that Victory Clubbers represented were usually in excess of those representing the regular organization. A number of political opportunists who craved central committee positions were also found in this group. On the other hand, the hard core of the regular organization came from blue collar workers living in wards where the majority voted Democratic. The houses owned by these people were usually valued at less than homes owned by Victory Clubbers. In addition, the regular organization was in coalition with a strong Italian-American group who were primarily patronage oriented. The paper concludes with a summary of the situation and the suggestion that before real Democratic victory can come to Winnebago County, all of the interest groups which were at odds in 1960 will have to make adjustments in their political philosophy. A unifying factor which can cement together the two consistently antagonistic groups must be found

Challenges in Delegating Public Administration Tasks to Private Entities
Bakalaura darbā “Valsts pārvaldes uzdevuma nodošanas privātpersonai problēmjautājumi” tiek pētīts deleģēšanas un līdzdarbības līgums kā līgumi, ar kuriem privātpersonai var tikt nodots pārvaldes uzdevums. Darba pirmajā daļā tiek analizēta šo līgumu tapšanas un attīstības vēsture, nolūkā konstatēt nepilnības un ierosināt izmaiņas regulējumā. Darbā tiek konstatēts, ka deleģēšanas un līdzdarbības līguma līdzpastāvēšana nav lietderīga un nesasniedz sākotnēji uzstādīto mērķi. Balstoties uz prakses nepieciešamībām, autors ierosina veikt izmaiņas regulējumā, papildus nosakot deleģēšanas un līdzdarbības līguma regulējuma tapšanas brīdī nekonstatētus līguma slēgšanu pieļaujošus nolūkus. Darba otrajā daļā autors analizē valsts pārvaldes uzdevuma definīciju, publisko un privāto tiesību nošķiršanu un valsts pārvaldes uzdevuma izpildītāja padotību.The bachelor's thesis “Challenges in Delegating Public Administration Tasks to Private Entities” examines delegation and cooperation contracts as legal instruments through which public administration tasks can be assigned to private entities. The first part of the thesis analyzes the historical development of these contracts to identify shortcomings and propose improvements to the legal framework. The study finds that the coexistence of delegation and cooperation contracts is inefficient and fails to achieve its originally intended goals. Based on practical considerations, the author proposes amendments to the regulations, introducing additional legitimate purposes for concluding such contracts that were not identified during the initial development of the regulatory framework. In the second part of the thesis, the author analyzes the definition of public administration tasks, the distinction between public and private law, and the subordination of entities performing public administration tasks
Usage of SOHO Routers in local networks and problems with them
The main goal of the paper is to analyze the problems and find the weaknesses, which are related to SOHO routers when used in local area networks. Author researches how the SOHO routers work in LAN, attempting to find problems and vulnerabilities, which aren`t comparable using global standarts and protocols, and can affect other equipment. All problems and available solutions are combined in this paper

Antoon van den Wijngaerdes tekeningen van steden in de Nederlanden: Inventief geconstrueerde stadsgezichten voor Filips II
Views of twelve cities in the Low Countries by the Flemish artist Antoon van den Wijngaerde (c. 1510-1571) have survived: Amsterdam, Brugge, Brussels, Damme, Dordrecht, Duinkerke, Gravelines, ’s-Hertogenbosch, Leuven, Mechelen, Sluis, and Utrecht. Van den Wijngaerde was known for his mastery of topographically accurate and beautiful depictions of cities. The artist entered the service of Philip II in 1557 and between 1557 and 1561 he produced panoramas of cities in the Low Countries for the Spanish king. Between 1562 and 1571 Van den Wijngaerde travelled the length and breadth of Spain, depicting over sixty Spanish cities using much the same techniques. In most Spanish cities the artist was able to make his sketches from a hill or mountain, where he had a good overall view. It was a different story in the Low Countries. So how did Van den Wijngaerde manage to render the Netherlandish cities, most of them located on flat land, as if seen from a high viewing point with a sweeping view of the city and surrounding landscape? Van den Wijngaerde followed a fixed routine in setting up his city views, but he also made clever use of the local situation. He seized on any high point outside the city and allowed that to determine his direction of view. When several preparatory studies were necessary, he preferred to make them all looking in the same direction: the city roofscape viewed from outside the city, prominent buildings viewed from the city outskirts, and the surrounding area from the highest point in the city. This resulted in city views that were effectively a composite of three preparatory studies. When the local situation did not favour this approach, Van den Wijngaerde looked for alternatives, such as preliminary studies from more than three viewing points. In determining the viewing points that Van den Wijngaerde adopted when drawing cities in the Low Countries, the author consulted the town plans drawn by Van den Wijngaerde’s contemporary Jacob van Deventer (c. 1500-1575).History, Form & Aesthetic
Structural topological analysis of spike proteins of SARS-CoV-2 variants of concern highlight distinctive amino acid substitution patterns
Since the onset of pandemic in 2019, SARS-CoV-2 has diverged into numerous variants driven by antigenic and infectivity-oriented selection. Some variants have accumulated fitness-enhancing mutations, evaded immunity and spread despite global vaccination campaigns. The spike (S) glycoprotein of SARS-CoV-2 demonstrated the greatest immunogenicity and amino acid substitution diversity owing to its importance in the interaction with human angiotensin receptor 2 (hACE2). The S protein consistently emerges as an amino acid substitution (AAS) hotspot in all six lineages, however, in Omicron this enrichment is significantly higher. This study attempts to design and validate a method of mapping S-protein substitution profile across variants to identify the conserved and AAS regions. A substitution matrix was created based on publicly available databases, and the substitution localization was illustrated on a cryo-electron microscopy generated S-protein model. Our analyses indicated that the diversity of N-terminal (NTD) and receptor-binding (RBD) domains exceeded that of any other regions but still contained extended low substitution density regions particularly considering significantly broader substitution profiles of Omicron BA.2 and BA.4/5. Finally, the substitution matrix was compared to a random sample alignment of variant sequences, revealing discrepancies. Therefore, it was suggested to improve matrix accuracy by processing a large number of S-protein sequences using an automated algorithm. Several critical immunogenic and receptor-interacting residues were identified in the conserved regions within NTD and RBD. In conclusion, the structural and topological analysis of S proteins of SARS-CoV-2 variants highlight distinctive amino acid substitution patterns which may be foundational in predicting future variants
