    The Permissibility of Interventions Into Fundamental Rights and Freedoms in the Exercise of Police and Security Activities

    This scientific study is part of research no. 130 Metenko Jozef, Methods of research and development of police activities, research no. 201 Metenko Jozef, Strengthening of European coordination in the field of national security research programmes for major events, research no.182 Metenko Jozef, Administrative practice for dialogue and communication, as the strategic principles of police activities for political manifestation and research no. 173 Metenko Jozef, Coordination of national research and policy to ensure security in major events in Europe. The scientific study deals with the issue of police interventions into fundamental rights and freedoms as a result of police activities connected to the execution of tasks and duties of police officers, and also with other provisions of the Act on the Police Force. The authors consider the rule of law to be synonymous with constitutional or legitimate governance and which also characterises the exercise of state authority on the basis of constitutionally issued laws. The authors associate police interventions with the protective function of the state, establish conditions for interference with fundamental rights and freedoms from the perspective of police activity which compliance with, or breaching of, indicates whether the particular rights and freedoms are violated or not by the intervention. Subsequently, the authors identified the concepts of prevention and prophylaxis, which they interpret on the basis of chosen international scientific results and conclusions

    System of Using of the Criminalistics Method in Slovakia to Verify Testimony on the Spot

    The primary goal of the study is to conduct analyses, on the basis of theoretical and empirical knowledge to describe the level of using and processing the verifying testimony on the spot in the Slovak criminalistics. For this method, it is typical that it is less frequent for use in investigative practice. The research, which was significantly larger than the results published here, shows that there is relatively little knowledge about this method among the police. Another important knowledge from research is the interest in the method in general, but its immediate application can be imagined by considerably fewer police officers. The secondary goal was to find out lacks and troubles in practical applying the verifying testimony on the spot, in the process of investigating crimes in Slovakia last years. The specific part of the study and research is also devoted to the history of the development of the concept and content of the method. These are very important parts of the study. They help to understand not only the formal legal definition in the legal regulation but also the true nature of the method and its structure. The author makes short concepts to propose changes necessary for effective using the verifying testimony on the spot in the Slovak police practice however mainly in the process of investigation.     The authors compare the reality and perspective of the use of digital traces in this study, including a brief characteristic of the digital traces and their theory. In the context of a vision of considerably wider application in criminalistics and forensic research, they point to the possibility of exploiting the digital traces and its content as a new part of classical criminalistics and forensic traces. The basis for this analysis is probably the only first complex work in Slovakia in this area so far, especially the content of its first – theoretical part. The detailed processing of knowledge was carried out as part of the research within the project of the Center of Excellence in Security Research, including three major outputs of dissertants involved in the project. Digital traces are typical of crime related to the misuse of information and communication technologies, which is also the mistake in opinion of most experts. Unfortunately, according to published research, great deficiencies are also shown in the field of police knowledge of the digital traces. But as reality shows, they are part of virtually every all activity of our present life. The authors in the study distinguish in the traces of criminal activities a number of divisions – many kinds of digital traces.     AbstractAbstract: The main goal is to map the ability of interrogators to register the manifestations of nonverbal communication in the situation of testimony. Secondary goal is to analyse some aspects of the process of identification of the manifestations of nonverbal communication. The research was aimed at an area that is described in the available literature sources only theoretical. This description is then only in general terms the use of non-verbal communication, and application level research practically not known. Although in reality we confirm that the file records of interrogations do not contain the part where they were described nonverbal expressions from interrogated person. This ability was tested by a presentation of short sequences of nonverbal communication on record and by denoting it on book sheet.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
