Governança em sistemas locais de saúde : estudo do sistema de saúde de Caxias do Sul

eficácia e eficiência, exigindo novos caminhos de gestão. Neste contexto, sendo entendida como uma nova forma de se pensar a gestão compartilhada e democrática, a expressão governance (governança) surge a partir de reflexões conduzidas principalmente pelo Banco Mundial, “tendo em vista aprofundar o conhecimento das condições que garantem um Estado eficiente” (Diniz, 1995). Desta forma, o presente estudo considerou a literatura de Governança para a análise dos sistemas locais de saúde e, utilizou de seu conceito e aplicação, para a realização de um estudo de caso, com os atores que fazem parte do Sistema de Saúde de Caxias do Sul (SSCX), seguindo com o levantamento das relações entre estes atores, tentando estabelecer se existem relações de governança entre eles. Este estudo foi de caráter qualitativo e quantitativo, sendo que a parte qualitativa foi dividida em duas etapas. Na primeira etapa da parte qualitativa foram entrevistados representantes dos atores principais do sistema de saúde identificados na literatura da área, como: A 5ª Coordenadoria Regional de Saúde, o Conselho Municipal de Saúde e a Universidade de Caxias do Sul. Na segunda etapa da parte qualitativa, foram entrevistados os representantes dos atores mais significativos, indicados na primeira etapa do estudo. A parte exploratória das entrevistas, de caráter qualitativa, foi realizada a partir de um questionário semiestruturado, onde os dados levantados foram submetidos à análise e interpretação através da técnica em que os dados foram descritos, analisados e resumidos, o que permitiu a interpretação das informações levantadas, com o objetivo de identificar relações de Governança entre os atores do SSCX. Após, foi realizada a parte quantitativa da pesquisa, onde a coleta de dados se deu com a aplicação de um questionário estruturado, construído a partir dos princípios de governança, no qual suas questões apresentavam como opções de resposta uma tabulação baseada na escala Likert, com opções de concordância de 1 a 5. Neste questionário, os entrevistados assinalaram a opção da escala referente à sua percepção com relação à governança do SSCX, onde a resposta 1 representa não e 5 representa acima do esperado e; dentro deste intervalo, com opções graduais que vão de um extremo a outro. Estes questionários foram tabulados, interpretados e analisados. O estudo qualitativo, juntamente com o quantitativo, permitiu analisar as relações entre os atores
do SSCX, selecionados para o estudo, demonstrando entre os atores selecionados as relações de governança mantidas entre eles, bem como qual a forma desta governança.The Local Health Systems, as processes of regionalization, seek maximum effectiveness and efficiency, requiring new ways of management.In this context, being understood as a new way of thinking about the shared and democratic management, the term governance emerges from the analysis carried out mainly by the World Bank, "in order to deepen the knowledge of the conditions that ensure an efficient State" (Diniz, 1995). Thus, this study considered the literature of Governance for the analysis of local health systems, and used its concept and application, to conduct a case study, with the actors that are part of the Health System in Caxias do Sul (SSCX), followed by obtaining information about the relations of governance between these actors, trying to establish there is relations of governance between them. This study was qualitative and quantitative, and qualitative part was divided into two stages. In the first stage of the qualitative part were interviewed representatives of the main actors of the health system identified in the literature, such as: The 5th Regional Health District, the Municipal Health Council and the University of Caxias do Sul. In the second stage of the qualitative part, were interviewed representatives of the actors most significant, as indicated in the first stage of the study. The part of the exploratory interviews, the qualitative character, was made from a semi-structured questionnaire, where the data collected were analyzed using interpretation through of the technique in which the data were described, analyzed and summarized, allowing the interpretation of the information obtained in order to identify governance relations between the actors of SSCX. After, were performed the quantitative research, where data collection occurred with the application of a structured questionnaire, constructed from the principles of governance, in which their questions presented as response options a tabulation based on the Likert scale, with agreement options 1-5. In this questionnaire, the respondents pointed out the option of the scale regarding their perception of the governance of SSCX, where 1 represents no response and 5 representing higher than expected and, within this range, with options ranging from a end to the other. These questionnaires were tabulated, interpreted and analyzed. Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
