Legitimiteit in meerlaagse waterveiligheid
Terwijl private actoren zoals burgers geen directe
verantwoordelijkheid dragen voor traditioneel
watermanagement, vindt er bij het toepassen van meerlaagse
veiligheid in stedelijke gebieden een verschuiving plaats
in de verantwoordelijkheidsverdeling tussen publieke en
private partijen. Belangrijk is dat deze verschuiving legitiem
gebeurt. De manier waarop legitimiteit verkregen wordt,
verschilt per sturingsarrangement. Drie voorbeelden laten
zien dat bij publiek-private samenwerking legitimiteit
verkregen wordt door participatie en deliberatie, terwijl
meer publieke arrangementen steunen op evenredige
belangenvertegenwoordiging en duidelijke communicatie
Legitimate adaptive flood risk governance beyond the dikes: The cases of Hamburg, Helsinki and Rotterdam
This research entailed an international comparative case study on adaptive flood risk governance arrangements for urban waterfront regeneration projects. These projects apply flood risk strategies that aim to reduce the impacts of a flood in addition to preventing the occurrence of a flood so as to improve the resilience to climate change. Applying multiple flood risk strategies fits with the new strategy of “Multi-layered Safety” which was introduced in 2009 by the Dutch government

This research was commissioned by Knowledge for Climate, Hotspot Rotterdam Region (http://knowledgeforclimate.climateresearchnetherlands.nl/hotspots/rotterdam-region), and included an international comparison of governance arrangements for the promotion of green roofs as an innovative no-regrets measure for storm-water retention in dense urban areas. In total 5 cities were studied: Basel, Chicago, London, Rotterdam and Stuttgart, all frontrunners in green roof policy but with different governance arrangements. For each city an analysis was made of the most relevant policy documents. In addition 54 semi-structured interviews were conducted with key stakeholders of the public and private sectors. belang hechten aan de komst van groendaken, leert dat verplicht stellen uiteindelijk het meest
effectief is

Dit onderzoek is uitgevoerd in opdracht van Hotspot Regio Rotterdam, en omvatte een internationaal vergelijkende studie naar bestuurlijke arrangementen ter bevordering van groene daken als innovatieve maatregel voor waterberging in dichtstedelijk gebied. Er zijn in totaal 5 steden onderzocht: Basel, Chicago, London, Rotterdam en Stuttgart, die alle koplopers zijn op het gebied van groene daken, maar verschillende bestuurlijke arrangementen hebben om het groene daken beleid vorm te geven. Per stad is een analyse gemaakt van de belangrijkste relevante beleidsdocumenten. Daarnaast hebben semigestructureerde interviews plaatsgevonden met stakeholders van de publieke en private sector, in totaal 54 interviews. Adaptation to climate change in urban areas: climate-greening London, Rotterdam, and Toronto
This article aims to gain insight into the governance capacity of cities to adapt to climate
change through urban green planning, which we will refer to as climate-greening. The use of green
space is considered a no-regrets adaptation strategy, since it not only absorbs rainfall and moderates
temperature, but simultaneously can contribute to the sustainable development of urban areas. However,
green space competes with other socio-economic interests that also require space. Urban planning can
mediate among competing demands for land use, and, as such, is potentially useful for the governance
of adaptation. Through an in-depth case study of three frontrunners in adaptation planning (London,
Rotterdam, and Toronto), the governance capacity for climate-greening urban areas is analysed and
compared. The framework we have developed utilizes five sub-capacities: legal, managerial, political,
resource, and learning. The overall conclusion from the case studies is that the legal and political subcapacities
are the strongest. The resource and learning sub-capacities are relatively weak, but offer
considerable growth potential. The managerial sub-capacity is constrained by compartmentalization and
institutional fragmentation, two key barriers to governance capacity. These are effectively blocking the
mainstreaming of adaptation in urban planning. The biggest opportunities to enhance governance capacity
lie in the integration of adaptation considerations into urban-planning processes, the establishment of links
between adaptation and mitigation policies, investment in training programmes for staff and stakeholders
in adaptation planning, and providing infrastructure for learning processes

buurlanden zoals Duitsland en Denemarken. De Vakgroep Dak- en Gevelbegroeners van VHG ijvert daarom voor onderzoek, actieve lobby en

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
