    As one of the solutions to resource the needs of an aging population is the encouragement of individuals to stay in the labor market for longer, avoiding labor shortages for employers, providing employees with bigger income in old age, and helping to ensure the financial stability of pension and health systems. The purpose of this thesis is to identify push-and-pull-factors determining pre-retirement and post-retirement employment in Lithuania by applying survival and binary response models. This thesis is the first study on key influencing factors of pre-retirement and post-retirement employment in Lithuania using State social insurance fund budget administrative data. This study uses unique micro-data to treat the majority of population, not a sample, as is the case in most other studies. The analyzed factors are grouped into push and pull factors of employment in old age in Lithuania. As a result, recommendations for policy makers are provided how to improve the employment of older people in Lithuania

    In the thesis theoretical and empirical analysis of old-age pension scheme models have been done, identified and assessed reasons, which determine the pension system parameters of the model selection and pension system reform. Based on the analysis and synthesis of scientific literature the model of pension system reform results evaluation is created, which applied for the analysis of Lithuanian pension system reform results. The main objective of the thesis – to assess the social and economic reasons of the Lithuanian pension system reform, and the results achieved in the reform, as well as to provide possible solutions to the further development of the pension system reform, taking into account the circumstances caused by global financial crisis. By analyzing the results of Lithuanian pension systems reform particular attention is paid to the evaluation of investment performance of private second pillar pension funds’. By identifying and evaluating the changes of Lithuanian pension system’s parameters, which were made in 2009 and their impact on the reform’s potential development in the future, and present possible solutions for further development of pension system reform in light of current economic and social environment. According to the conclusions and proposals, the Lithuanian pension system reform’s parameters may be adjusted. Thesis material forms the basis for further scientific and applied research to assess Lithuanian and other countries’ pension system reforms

    Purpose of this study is to identify and to evaluate the main trends in the development of old-age pensions and sickness benefits schemes (by designing social insurance system models) and to determine the possible ways how to increase the efficiency in consumption smoothing policy and how to increase the financial sustainability of the old-age and sickness insurance schemes. This study searches for answers to the questions: how to maintain the consumption opportunities of beneficiaries, how to maintain a balance between the contributions paid and benefits received (the balance between the price paid and goods received), how to reduce the risk of budget deficit explosion and how to maintain the consumption opportunities of beneficiaries and insured. Consumption smoothing analysis focuses on the identity between the contributions paid and benefits received, on the analysis of replacement rates, on the analysis of pensioners to insured ratio (and on the possibilities of interpretation the analysis provide). The study determined the cycles of Lithuanian social insurance system development, examined and evaluated three different pensions' indexation policies, examined and evaluated the utility and performance of second pillar pension funds and carried out the study of possibilities of raising the efficiency in Lithuanian sickness benefits scheme. This study helps to deeper the understanding of how population aging affects the economy and provides the materials for future theoretical and applied research in order to get answers to the following questions: what determines whether a country is becoming a donor or recipient of labor in aging society, what variables determine the status of the country and what measures can be used in order to achieve a desired result

    ASSESSING THE IMPACT OF SECOND PILLAR COMPONENT ON OLD AGE PENSION IN LITHUANIA

    Abstract. The aim of the study was is to evaluate the impact of a privately accumulated second pillar component on old-age pension. This evaluation is based on quantitative, statistical data and qualitative analysis of pension accumulation results in second pillar during the years 2004–2012. Three groups of different monthly wage size (low, medium, and high) earners are analyzed by calculating the accumulated amounts and old-age pension values of persons who joined and who did not join the second pillar pension funds in 2004 and who retired in the beginning of 2013. The pension reform success (or failure) is evaluated from the point of view of old age pension beneficiaries by comparison of gain or loss of all three groups of participants due to participation in second pillar pension funds. The results show that due to the longer life expectancy the capital accumulated by women in the second pillar does not exceed the present value of loss in the pay-as-you-go system. The comparisonof “official” annuities exposes a more optimistic result for both genders of participants of fully funded private second pillar pension funds, but is not confirmed by commercial annuities.Key words: old-age pension, private second pillar pension funds, pension refor

    A Comparison of Lithuanian and Swedish Old Age Pension Systems

    [full article and abstract in English] The aim of this study is to compare Lithuanian and Swedish pension systems from the point of view of their design and performance in order to elaborate reasonable recommendations to Lithuanian pension policy based on the best Swedish experience. Swedish income, premium and guaranteed old-age pensions system are compared with the analogous Lithuanian system of the “first,” “second” pillars and the “social” pensions. The main features of the systems are discussed, and the performance of the systems, mainly from the point of view of adequacy, is compared. The differences in system design and performance are identified, and the possible reasons of these differences are examined. Special attention is paid to differences in financing and the approach to the definition of benefits. The Lithuanian pension points approach is compared to the Swedish Notional Defined Contribution (NDC) approach. Each system is analyzed, and the relevance of transforming the Lithuanian first pillar pensions into a NDC system is examined
