Compte rendu de la réunion régionale des comités de plaidoyer pour avortement médicalisé
En partenariat avec le Ministère de la Santé et de l\u27Action Sociale, particulièrement la Direction de la santé de la reproduction et de la survie de l’enfant et le comité national de plaidoyer pour l’accès à l’avortement médicalisé (Taskforce), le bureau du Population Council du Sénégal a organisé une réunion régionale des comités/associations de plaidoyer pour avortement médicalisé de l’Afrique de l’ouest francophone. La réunion a eu lieu le 24 octobre 2017 à Dakar, Sénégal. Elle avait pour but de discuter des avancées notées dans l’accès à l’avortement médicalisé et mettre en exergue les efforts des pays de la région ouest africaine. De manière spécifique, elle visait à : favoriser la collaboration des comités/associations de plaidoyer de la région; partager les expériences et les expertises; et stimuler les efforts de plaidoyer pour que les lois sur l\u27avortement soient modifiées. Ce rapport contient les recommandations qui ont été formulées à l’issue de la réunion.

In partnership with the Ministry of Health and Social Action, in particular the Directorate of Reproductive Health and Child Survival and the National Advocacy Committee for Access to Safe Abortion (the Taskforce), the Population Council’s Senegal Office organized a regional meeting of advocacy committees and associations to advance medical abortion in francophone West Africa. The meeting was held on 24 October 2017 in Dakar to discuss progress made to improve access to safe abortion and to highlight the efforts of countries in the West African region. Specifically, the aims of the meeting were to: foster collaboration of advocacy committees and associations in the region; share experiences and expertise; and stimulate advocacy efforts to change the laws on abortion. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Assessment of the implementation and the achievements of the 3D approach within Senegal’s National Family Planning Action Plan (NFPAP)
Senegal’s 2012–2015 National Family Planning Action Plan (NFPAP) is based on the 3D approach (Democratization, Demedicalization, and Decentralization). As the plan came to an end and a new one was being developed, the Evidence Project/Population Council conducted a study to document the implementation and achievements of the 3D approach in relation to the NFPAP. This brief offers highlights of the study which used a desk review and qualitative research. It describes lessons learned from the implementation of the approach, and shares good practices that can be adopted by other countries, particularly those of the Ouagadougou Partnership. Finally, the study provides evidence for decisionmaking, especially for the elaboration of the next NFPAP
L’expérience de femmes ayant subi une grossesse non désirée au Sénégal : Une étude qualitative
Au Sénégal, l’avortement n’est autorisé que lorsque la vie de la mère est menacée. Depuis 2013, le Comité de plaidoyer pour l’accès à l’avortement médicalisé au Sénégal (plus connu sous le nom de « Taskforce ») mène des activités de plaidoyer pour une révision de la loi. L’avortement est maintenant plus ouvertement discuté, mais la voix des femmes victimes de grossesse non désirée n’est pas entendue. Cette étude documente l’expérience de ces femmes pour fournir des évidences pour le plaidoyer. L’autorisation de l\u27avortement médicalisée contribuera à respecter les droits humains et de santé des femmes, ainsi qu’à réduire les conséquences sociales, juridiques, et sanitaires des grossesses non désirées et des avortements à risque pour les victimes, leurs familles, et la société en général
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Développer des approches pour comprendre, caractériser et adresser l\u27infertilité et ses conséquences pour les individus et les familles en Afrique subsaharienne: Le cas du Sénégal
Afin de contribuer à la réponse aux besoins sociaux et de santé des groupes de population clés, le Population Council a développé ce Policy Brief pour mieux comprendre la situation de l’infertilité au Sénégal et constituer la base d’un document de politique exposant les causes, les conséquences, les défis, et les mesures à prendre pour lutter contre la stigmatisation et la discrimination à l’encontre des personnes dans ce pays qui ne peuvent pas concevoir d’enfants. Face à l’insuffisance d’actions menées aux niveaux des politiques, du système de santé et des communautés pour adresser la question de l’infertilité au Sénégal, le rapport propose plusieurs recommandations.
