    There is an increasing call for agricultural water management to adapt to climate change, yet efforts in this direction often consider only the policy dimension, or planned adaptation perspective. However, it is crucial to include an assessment of farmers’ autonomous adaptation into the design and evaluation of rural policy measures. Amongst others, this helps avoid doubling efforts and ensure the effectiveness of the policies proposed. Moreover, farmers are the primary receivers of climate-proofing agricultural policies. Hence, to maximise a policy’s success, it is fundamental to include farmers in its design phases. Farmers autonomously react to changes and policies should build on ongoing efforts. This work, carried out in the Veneto Region of Italy, proved the advantages of approaching adaptation as a continuum between autonomous and planned, rather than addressing the two separately. We first collected farmers’ perceptions of and adaptations to change through an online questionnaire. We then identified the major determinants of their choice to adapt through a multinomial probit model. We analysed farmers’ expectations of effectiveness of five different adaptation options for water conservation, via an ad-hoc online decision support system tool, mDSSweb. Our work provided policy makers with information on how different typologies of farmers are (not) adapting their practices to climate change. We clearly identified which groups of farmers the policies should target first and with what type of support.     Robust institutions for sustainable water markets: A survey of the literature and the way forward

    This paper discusses a framework for analyzing robust institutions for water markets drawn on the new institutional economics school of thoughts which is based on Williamson, North, Coase and Ostrom theories on transaction cost economics, property rights and collective actions. Based on these theories, we review the evolution and development of water reforms and markets in countries such as Australia, USA (California and Colorado), Chile and in Spain. Based on the lessons learned from the Spanish and international experience on water markets, a list of robust recommendations for the improvement of water markets in Spain is proposed. These include among others, not only the definition of secure water rights, through the registration of rights or recognition of environment as a legitimate user, but also the monitoring of water trading activities, including the collection of information for prices and quantities or cost-benefit analysis for quantifying benefits and externalities. Finally, based on Sharma's approach (2012) a new robust water governance model for Spain is proposed in which the highest priority is given to the role of legal and political institutions and second priority to environmental, economic and social needs. We hope that the framework presented in this paper will function as a tool for researchers and policy makers in Spain and other European countries to understand how water markets can be further developed to be economically and environmentally efficient, and socially accepted

    Online participation in climate change adaptation: A case study of agricultural adaptation measures in Northern Italy

    The new EU strategy on adaptation to climate change suggests flexible and participatory approaches. Face-to-face contact, although it involves time-consuming procedures with a limited audience, has often been considered the most effective participatory approach. In recent years, however, there has been an increase in the visibility of different citizens' initiatives in the online world, which strengthens the possibility of greater citizen agency. This paper investigates whether the Internet can ensure efficient public participation with meaningful engagement in climate change adaptation. In elucidating issues regarding climate change adaptation, we developed an eParticipation framework to explore adaptation capacity of agriculture to climate change in Northern Italy. Farmers were mobilised using a pre-existing online network. First they took part in an online questionnaire for revealing their perceptions of and reactions to the impacts of ongoing changes in agriculture. We used these results to suggest a portfolio of policy measures and to set evaluation criteria. Farmers then evaluated these policy options, using a multi criteria analysis tool with a simple user-friendly interface. Our results showed that eParticipation is efficient: it supports a rapid data collection, while involving high number of participants. Moreover, we demonstrated that the digital divide is decreasingly an obstacle for using online spaces for public engagement. This research does not present eParticipation as a panacea. Rather, eParticipation was implemented with well-established participatory approaches to both validate the results and, consequently, communicate meaningful messages on local agricultural adaptation practices to regional decision-makers. Feedbacks from the regional decision-makers showed their interest in using eParticipation to improve communication with farmers in the future. We expect that, with further Internet proliferation, eParticipation may allow the inclusion of more representative samples, which would contribute to an informed and legitimate decision-making process

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
