Use and emissions of CFCs and related substances in the Netherlands in 1993 and 1994
Voor 1993 en 1994 zijn het gebruik en de emissies, per doelgroep, in Nederland in kaart gebracht voor CFK's, HCFK's, HFK's, tetrachloormethaan, 1,1,1-trichloorethaan, methylbromide en halonen. Het gebruik en de emissies van CFK's, halonen, tetrachloormethaan en 1,1,1-trichloorethaan neemt af. Gezien de verboden voor CFK's (per 1 januari 1995), halonen (per 10 maart 1994) en 1,1,1-trichloorethaan (per 1 januari 1996) kunnen, behalve bij de produktie voor derde wereldlanden, uitsluitend bestaande voorraden nog bronnen van emissies zijn, er komen in de toekomst geen nieuwe stoffen meer bij. De emissies van deze stoffen zullen dus in de komende jaren sterk afnemen en alleen nog afkomstig zijn van met name schuim en in beperkte mate uit installaties (brandblussers en koeling). Het gebruik van HCFK's, als vervangers voor CFK's neemt nog steeds toe. Volgens Europese wetgeving is het gebruik tot 2003 aan een plafond gebonden. Daarna volgt uitfasering met een verbod op het gebruik in 2015. Mogelijke vervangers voor HCFK's zijn HFK's. HFK's tasten, in tegenstelling tot HCFK's, de ozonlaag niet aan, maar leveren een grotere bijdrage aan het broeikaseffect. Over het gebruik en de emissies van HFK's is weinig bekend. A survey of safety distances for the storage of fireworks in the Netherlands and some other countries
Voor de Verenigde Staten, Frankrijk, Duitsland en Engeland wordt voor vuurwerk een overzicht gegeven van de indeling in vuurwerkklassen en de afstandseisen voor opslag, om na te kunnen gaan in hoeverre Nederlandse wetgeving op het gebied van vuurwerk spoort met wetgeving in deze landen. De aanpak in de verschillende landen vertoont op hoofdlijnen grote gelijkenissen. De meer gedetailleerde invulling van de vuurwerkwetgeving vertoont grotere verschillen per land. Het blijkt dat voor kleine opslagen in Nederland relatief kleine veiligheidsafstanden worden aangehouden. Voor de grote opslagen zijn de in Nederland voorgeschreven veiligheidsafstanden groter dan in Duitsland en vergelijkbaar met die in de V.S. en Engeland.A survey of the literature on the classification of fireworks and requirements on safe-distance storage of fireworks in the USA, Germany, France and the UK was conducted to allow a comparison of legislation among these countries. Although the definitions and systems of measurement used (e.g. gross or net weight) were not always clear in the consulted references, the following observations could be made. The approach to this subject by the countries surveyed does not differ much on main issues. When it comes to more detailed legislation, however, differences are greater. The table below compares the safe distances (m) of fireworks (according to gross weight) in the least dangerous firework class (subclass 1.4), both with and without a sprinkler system. It can be concluded that the safe distances for a small storage facility in the Netherlands are comparatively small. For a larger storage facility, the safe distances are greater than in Germany and similar to those in the USA and the UK.VROM-LM
Residence times for vulnerable and partly vulnerable "objects"
In het "Ontwerp-besluit vaststelling milieukwaliteitseisen voor externe veiligheid van inrichtingen" wordt voor categorale inrichtingen binnen een afstand tot het 1%-letaliteitsniveau een maximaal toegestane bevolkingsdichtheid gehanteerd. Als binnen deze zone deze dichtheid niet wordt overschreden, dan zal de orienterende waarde voor het groepsrisico niet worden overschreden. De berekende dichtheden zijn gebaseerd op 100% aanwezigheid in een "object", zoals een woning, sportaccommodatie of station. Bij een kleiner aanwezigheidspercentage in een object mag een correctie worden toegepast. De correctiefactor, ten gevolge van het niet gedurende de volledige tijd aanwezig zijn van personen, geeft aan met welke getal de bevolkingsdichtheid mag worden vermenigvuldigd, zonder dat de orienterende waarde voor het groepsrisico wordt overschreden. In dit rapport zijn voor 22 objecten waar personen kunnen verblijven, ingedeeld in de categorien kwetsbaar en beperkt kwetsbaar, de verblijftijdfracties bepaald en daaruit zijn correctiefactoren berekend.
