Assessing the Economic Value of the Unmovable Cultural Assets for Improving Their Resilience: The Case Study of the Church of Santa Maria dei Miracoli
Cultural Heritage is exposed to many stresses and risks due to climate change, natural events, and human actions. During the last decade, the interest in risk reduction and risk assessment is getting significant attention, also for cultural assets. The current challenge is improving their resilience to safeguard and valorize them for future generations. This contribution is related to the European project of ResCult, “Increasing Resilience of Cultural heritage: a supporting decision tool for the safeguarding of cultural assets.”(2017; 2018). The present paper focuses on assessing the economic value of the Church of Santa Maria dei Miracoli (Venice, Italy) as a component of the risk assessment. The proposed contribution applies the Travel Cost Method (TCM) to evaluate the economic value of the considered cultural asset. Finally, this contribution discusses the current state of the art of risk assessment in the European context, focusing the attention on its fragmentation. Moreover, the present paper reflects on the possible implementation of the proposed method at the European scale

A Spatial Multicriteria Analysis for Exploring Territorial Scenarios of Economic Attractiveness
The present paper proposes a spatial multicriteria analysis for exploring the economic attractiveness of territories as a supporting tool for the definition of policies and actions of conservation and valorisation. In particular, we consider a system of economic indicators and indices representing specific economic features that contributes to the territorial attractiveness. These are evaluated according to the Multicriteria – Spatial Decision Support System (MC-SDSS) and specific thematic maps are produced. The proposed method has been applied to a landscape in Northern Italy, that belongs to the UNESCO wine region of Langhe Roero and Monferrato (WHL, 2014): the Roero landscape. In this research work, a survey was developed, with the aim at investigating the importance of the core elements of Roero landscape. In particular, a questionnaire has been submitted to a panel of local actors and stakeholders of Roero, using the SMARTER ranking technique. Subsequently, the evaluations expressed by actors and stakeholders have been used for aggregating the several indicators into synthetic indices and then achieving an overall index of economic attractiveness. The results of the evaluation have been spatialized through a GIS software, with the purpose to visualize the most attractive areas, as well as the areas that need a territorial interventions or policies of conservation and enhancement. This appraisal model would be a useful tool for local actors and Decision Makers in order to better interpret the territorial dynamics, thus supporting the definition of scenarios of landscape conservation and valorisation
An Analytic Network Process (ANP)-Based Approach for Investigating Alternative Planning Scenarios of Mining Activities in Piedmont Region
The paper aims to explore a set of future scenarios in the context of the Strategic Environmental Assessment (SEA) for the adoption of the Regional Plan for Mining Activities in Piedmont region (Italy). The study investigates the use of a Multicriteria DecisionAnalysis technique(MCDA), namely the Analytic Network Process (ANP), with the aim to support the definition of the best sustainable scenario. The ANP model evaluates a protocol of objectives and strategies in order to explore their complex relations and to guide the evaluation of alternative planning scenarios. The paper shows how the ANP model may be considered a suitable support to aid the decision-making process in better understanding the full range of impacts generated by mining activities on the territory, thus supporting the creation of integrated and sustainable planning policies at regional scale
LA VALUTAZIONE ECOLOGICA-ECONOMICA DEL PAESAGGIO: UN’APPLICAZIONE AL MONFERRATO OVADESE
Il presente paper si concentra sullo sviluppo di una metodologia di valutazione multidisciplinare finalizzata alla definizione del valore ecologico-economico del paesaggio, proponendone un’applicazione reale al territorio del Monferrato Ovadese in Piemonte. La natura olistica del paesaggio ha favorito lo sviluppo di strumenti notevoli per la sua conservazione e valorizzazione in chiave multidisciplinare. In particolare, la ricerca si focalizza sullo sviluppo di una metodologia di valutazione integrata, in cui convergono la valutazione ecologica ed economica del paesaggio, con lo scopo di misurare la qualità ecologica riferita a un sistema ambientale, e il valore economico, inteso come attrattività del paesaggio. Tale metodologia si avvale di un modello ecologico, basato su un sistema di equazioni lineari di tipo Lotka-Volterra, e di un modello economico, costituito da un sistema di indicatori economici del paesaggio. I risultati emersi da questa ricerca comprovano la flessibilità e la versatilità della metodologia di valutazione, nella prospettiva di sviluppare uno strumento di supporto al processo decisionale nella definizione di politiche di trasformazione territoriale
Group Analytic Hierarchy Process Sorting II Method: an Application to Evaluate the Economic Value of a Wine Regions Landscape
In the ongoing context of climate change, there is an increasing need to support decision-making processes in the domain of landscape planning and management. Suitable evaluation techniques are needed to take into account the interests of actors and stakeholders in shared policy decisions. An important methodological contribution to the field is given by the Multicriteria Decision Analysis (MCDA), due to its ability to combine multiple aspects of a decision problem with the values and opinions expressed by different Decision Makers. The present paper develops the “Group Analytic Hierarchy Process Sorting II method” (GAHPSort II), which aims to sort a group of municipalities included in the UNESCO site “Vineyard Landscape of Piedmont: Langhe-Roero, and Monferrato” (Italy) according to the economic attractiveness of the landscape. Extending the previous versions AHPSort I, AHPSort II and GAHPSort, the GAHPSort II optimizes multi-stakeholder evaluations on large databases by reducing the number of comparisons. Moreover, the GAHPSort II method is proposed as a novel spatial decision support system because it combines a set of economic indicators for landscape and GIS methods for aiding the Decision Makers to better understand the case study and to support the definition and localization of policies and strategies of landscape planning and management
