Implementation of Oversight by the National Land Agency Against Officials Making Land Deed Who Commits Violations in Padang City Based on Ministerial Regulation Number 2 Year 2018
In state life, everyone has the same rights before the law. Even so, it does not mean that everyone is free to do anything, everything has a rule of law which if violated will be subject to sanctions in accordance with the rules that govern. In other words the law must be upheld in order to create a harmonious life. Enforcement of the law is no exception for Land Deed Making Officials, Land Deed Making Officials can also be subject to sanctions if they violate the rule of law. Therefore, in carrying out their duties, the Land Drafting Officer must obtain supervision so that he does not violate his position. With the Ministerial Regulation Number 2 of 2018 concerning Development and Supervision of Land Deed Making Officials, Land Deed Making Officials must be guided by these rules, so that they can carry out their duties properly. However, when the Land Deed Making Official violates the rules, it is possible to impose sanctions on the Land Deed Making Official, such as a respectful dismissal, an honorable dismissal, a temporary dismissal, or even with a written warning. The method used in this study is the Empirical Method which is analyzed qualitatively. To strengthen the research results, interviews were conducted with relevant parties at the research location. Based on the results of the study it was concluded that the Head of the Regional Office of the National Land Agency / Head of the Land Office has the authority to conduct guidance and supervision of Land Deed Making Officials, where the Head of the Regional Office of the National Land Agency / Head of the Land Office establishes the Supervisory Board and Guidance of Land Drafting Officials to help convey and explain the policies stipulated by the Minister regarding the implementation of his duties as Land Deed Making Officials. Then despite the enactment of Permen Number 2 of 2018, but the law enforcement is not as expected. Land Deed Making Officials who are facing legal problems seem to struggle alone without supervision from the Board of Trustees and Supervisors of Land Deed Making Officials. Even Land Deed Making Officials who have already been convicted did not get sanctions from the National Land Agency or Board of Trustees and Supervisory Land Deed Making Officials. In other words, there is no supervision over the Acting Author of the Land Deed. Revitalisasi Peran Organisasi Konferensi Islam (OKI) untuk Mewujudkan Negara Palestina Merdeka
Abstract
One of prolonged international conflict and no body nows how long the conflict will end is Arab/Palestina – Israel conflict. This conflict is prolonged, as well as due to a blind support by the United States toward Israel, but also because the UN structure, especially the structure of UN Security Coyncil since its inception is not democratic and not representative. Therefore, for this conflict may soon be over and the dreem of Palestinians to have a fully independent and sovereign State, absolutely did the restricting of the UN Security Council to be more democratic and representative. In this framework the hole of Islamicd organizations (OIC) is very important and strategic to build solidarity and solidity of Islaamic Countries and the State of Muslim Majority Countries in order to urge the UN to restructure themselves towards a more democratic United Nations.

Abstrak
Salah satu konflik internasional yang berkepanjangan dan entah sampai kapan akan berakhir adalah konflik Arab/Palestina- Israel. Berkepanjangannya konflik ini di samping disebabkan karena dukungan yang membabi buta oleh Amerika Serikat terahadap Israel, tetapi juga karena struktur PBB khususnya struktur DK-PBB yang sejak aawal berdirinya memang tidak demokratis dan tidak representatif. Untuk itu, agar konflik ini dapat segera berakhir dan mimpi bangsa Palestina untuk memiliki sebuah Negara merdeka dan berdaulat penuh, mutlak dilakukannya restrukturisasi terhadap DK-PBB agar lebih demokratis dan representatif. Dalam kerangka inilah peran Organisasi Islam (OKI) sangat penting dan strategis untuk membangun solidaritas dan soliditas Negara-negara Islam dan Negara-negara berpenduduk mayoritas Muslim guna mendesak PBB untuk melakukan restrukturisasi diri menuju PBB yang lebih demokratis.

PELAKSANAAN DEPORTASI DALAM PENANGANAN WNA BERSATUS STATE LESS DI WILAYAH HUKUM SUMATERA BARAT
Penelitian ini mencoba melihat bagaimana pelaksanaan deportasi dalam penangganan warga negara asing (WNA) berstatus state less di wilayah hokum Sumatera Barat, terutama sehubungan dengan semakin meningkatkatnya mobilitas WNA ke daerah ini. Sebagaimana diketahui, bahwa di dalam di wilayah suatu negara selain penduduk warga setempat (lokal), terdapat pula orang-orang asing yang bukan warga negara dimana mereka berada. Namun demikian kehadiran orang-orang asing tersebut disamping dapat membawa hal-hal yang sangat menguntungkan bagi hubungan baik antar masyarakat internasional, dapat juga menimbulkan ha-hal yang merugikan bagi kepentingan negara dimana mereka berada. Jika terjadi yang demikian maka negara tempatan, dapat melakukan suatu tindakan hokum yakni berupa deportasi/ pengusiran. Dalam penelitian ini dibahas antara lain : Kapankah suatu tindakan deportasi dapat dilakukan menurut hokum nasional dan internasional, apakah maksud dan tujuan kehadiran WNA tersebut dalam suatu negara serta bagaimanakah pelaksanaan deportasi yang dilakukan pada WNA yang bersatus state less dan kendala-kendala yang ditemui dalam pelaksanaannya. Berdasarkan penelitian yang dilakukan disimpulkan bahwa tindakan deportasi terhadap WNA dilakukan jika kehadiran WNA tersebut tidak dikehendaki oleh negara penerima (tempatan). Deportasi pada prinsipnya bukanlah tindakan penghukuman, melainkan merupakan suatu tindakan administrasi. Tindakan deportasi yang berstatus state less, akan membutuhkan waktu yang agak lama. Wewenang untuk melakukan tindakan deportasibagi WNA state less ini dilkukan berdasarkan supermasi territorial, dimana suatu negara mempunyai kedaulatan tertinggi atas orang dan benda yang berada di dalam wilayah kekuasaannya. Oleh karena itu, tindakan deportasi pada dasrnya merupakan tindakan sepihak yang harus dilakukan dengan memperhatikan hak-hak azasi manusia dan melalui prosedur yang telah ditentukan dalam perundang-undangan yang berlaku
