On the saltation of fresh snow in a wind tunnel: profile characterization and single particle statistics
We present experimental results on the snow drift in a turbulent boundary layer over a flat fresh snow-covered surface. Vertical profiles of mass flux and of the distribution of particle diameters were obtained by means of a pair of Snow Particle Counters parallel with measurements of the stream-wise velocity profile. The aim of the paper is to discuss current parameterizations of the vertical mass flux profile for fresh snow and to investigate the range of timescales involved in a developing saltation layer occurring in a turbulent boundary layer. The novelty of the work consists of using an intact fresh snow cover as an erodible surface able to provide realistic snow crystals as drifting particles. Results show that (1) the parameters scaling the vertical mass flux profiles of fresh snow can significantly differ from those given in the literature for ice or compacted snow particles; (2) though drifting snow covers an extremely wide range of temporal scales, the mean time interval between saltating particles ??t ? is the key timescale of the saltation process; (3) ??t ? allows for the optimal reconstruction of the mass flux as a continuous signal and for neglecting the effects related to the heterogeneous distribution of particle size on the mass flux. This chapter analyses the public sector accounting and audit systems in the three levels of government in Italy. The harmonization law under trial (mandatory application will start in 2015) is considered as the basis for discussion. The new set of accounting and auditing rules has mainly focused on achieving a harmonization between public entities in Italy and is inspired by the need to keep public expenditure under control, while improving the efficiency and effectiveness of the whole public sector. The rules for public sector accounting combine the traditional budgetary culture with accrual, but the application of international standards seems to be faraway

We then show that this is the same class of spaces constructed by Manes [Monads in topology, Topology Appl. 157 (2010), 961--989] using a category-theoretical framework
Bien jurídico y reforma de los delitos contra la Administración Pública
La tesis de Manes consiste en concebir al bien jurídico no en una dimensión exclusivamente abstracta sino también individual, esto es, que tenga en cuenta tanto el peligro al buen funcionamiento e imparcialidad de la Administración pública como el daño causado al patrimonio de la misma. Como ejemplos de acogida de esta postura por la Corte Suprema de Casación cita, entre otros, los casos del delito de abuso de oficio y de omisión por actos de oficio. En otras figuras delictivas (malversación, corrupción, etc.), sin embargo, no se sigue esta tesis. ¿Qué opciones de reforma propone el autor? Al contrario que algunas propuestas de leyes italianas, dirigidas a ampliar el ámbito de punición del tipo penal, Manes aboga por la puesta en funcionamiento de instrumentos preventivos o sancionatorios pero de otra naturaleza (medidas de interdicción, mecanismos de control, etc.). El trabajo lo concluye abordando un tema de actual discusión en Italia, y es la necesidad de codificar un principio general de ofensividad del ilícito penal como límite externo del área de lo penalmente relevante, que Manes rechaza por entender que no tendría eficacia operativa. Igualmente aborda el problema de la exigüidad del hecho, esto es, un hecho lesivo pero de nivel tan exiguo o mínimo que pretende ser penalmente irrelante. Aquí el autor, en cambio, se muestra partidario de la codificación de una cláusula de exigüidad como causa de no punibilidad, que no se haría en sede de parte general sino como una cláusula ad hoc para cada disposición o sector de la disciplina

On the significance of form induced stress in rough wall turbulent boundary layers
This paper presents a review of recent experimental and numerical studies which deal with the analysis of form-induced stress in rough wall turbulent boundary layers. The aim of the paper is to assess the importance of this stress for various rough wall geometries and flow conditions. Analysis of the significance of form-induced stress is first performed by comparing its magnitude with the magnitude of Reynolds stress for each data set available in literature. Then, by selecting a special set of data, we analyze the comparison between the gradients of both stresses. We point out that the comparison of stress gradients gives a different perspective on the role of form-induced stress in rough wall boundary layers
A phenomenological model to describe turbulent friction in permeable-wall flows
Describing the canonical properties of turbulent flows over rough-permeable walls such as gravel beds, vegetatedor snow-covered surfaces have, to date, resisted complete theoretical treatment. The major complication in describing such geophysical flows is that the friction factor - Reynolds number relationships significantly deviate from their conventional Nikuradse curves or Moody diagrams derived over impermeable rough boundaries. A novel phenomenological model that describes such anomalous behavior is proposed. It expands the approach in Gioia and Chakraborty (2006) developed for rough-impermeable pipes to include finite velocity effects within the porous wall and canonical length scales governing the momentum exchanges between interstitial and superficial flows. Behaviour of Al6061-T6 alloy at different temperatures and strain-rates: Experimental characterization and material modelling
The simulation of impact scenario against a structure requires the use of material models able to reproduce all aspects of the mechanical behaviour of the involved materials; plastic flow is one of the main aspects to be reproduced. In more detail, attention has to be paid to the investigation of strain-rate and temperature sensitivities, as well as their interaction, which necessitates the use of a reverse engineering approach. The present paper mainly focuses on the tensile behaviour and an ad-hoc testing campaign was performed on cylindrical dog-bone specimens made in Al6061T6 at different temperatures and strain-rates extending the range up to a level where, at present, there is a lack in the scientific literature. The thermal softening effect was investigated in quasi-static as well as in dynamic loading conditions from room temperature up to 400 °C; while the material strength dependence on the strain-rate was studied up to 104 s−1 on miniaturized samples. Microstructure analyses were performed to better investigate the mechanical response at different loading conditions. The parameters of the Johnson-Cook model were identified starting from experimental data via a numerical inverse approach based on FEM simulations. These parameters can be used for simulations of extreme loading scenario like ballistic impact events
