Comparing clusterings and numbers of clusters by aggregation of calibrated clustering validity indexes
Akhanli, Serhat Emre/0000-0001-7173-3277WOS: 000543319300001A key issue in cluster analysis is the choice of an appropriate clustering method and the determination of the best number of clusters. Different clusterings are optimal on the same data set according to different criteria, and the choice of such criteria depends on the context and aim of clustering. Therefore, researchers need to consider what data analytic characteristics the clusters they are aiming at are supposed to have, among others within-cluster homogeneity, between-clusters separation, and stability. Here, a set of internal clustering validity indexes measuring different aspects of clustering quality is proposed, including some indexes from the literature. Users can choose the indexes that are relevant in the application at hand. In order to measure the overall quality of a clustering (for comparing clusterings from different methods and/or different numbers of clusters), the index values are calibrated for aggregation. Calibration is relative to a set of random clusterings on the same data. Social media as a political communication: 2018 Twitter usage of the candidates in the Presidency elections
İletişim teknolojilerinde yaşanan gelişmeler toplumun her alanında olduğu gibi politik iletişim alanını da etkilemektedir. Yeni medya ortamlarının ortaya çıkışı, politik iletişim uygulamalarının geleneksel medyanın yanında yeni kanallar aracılığı ile uygulanmasını sağlamaktadır. Web 2.0 teknolojilerinin gelişmesiyle birlikte sosyal medya ortamları politik iletişim için önemli bir alan haline gelmiştir. Sosyal medya mecraları, özellikle seçim dönemlerinde politik liderlerin ve partilerin yurttaşlara ulaşabilmeleri için önemli bir işlev görmektedir. Bu çalışmada politik iletişim aracı olarak sosyal medyanın rolü ortaya konmak istenmiştir. Çalışma kapsamında ise 24 Haziran 2018 Cumhurbaşkanlığı Seçimleri'nde adayların Twitter kullanım pratikleri incelenmiştir. Bu doğrultuda seçimde Cumhurbaşkanı adayları Doğu Perinçek, Meral Akşener, Muharrem İnce, Recep Tayyip Erdoğan, Selahattin Demirtaş ve Temel Karamollaoğlu'nun 13 Mayıs- 24 Haziran tarihleri arasındaki Twitter kullanımları karşılaştırmalı olarak istatistiki veriler ile analiz edilmiştir. Twitter kullanım biçimlerini ve farklılıklarını belirlemek için adayların hangi amaçla paylaşım yaptıkları, bu mecradan ne şekilde yararlandıkları ve diğer kullanıcılarla etkileşim düzeyleri içerik analizi yöntemiyle incelenmiştir. SPSS yöntemiyle elde edilen verilere göre adaylar Twitter'ı mitinglerini, katıldıkları etkinliklerini ve vaatlerini duyurmak, çeşitli konular hakkındaki eleştirilerini iletmek amacıyla kullanmışlardır. Adaylar arasında farklılıklar görülse de genel olarak sosyal medyanın sunduğu karşılıklı iletişimden yeterince yararlanılmamıştır. Developments of communication technologies affect the field of political communication as well as all other areas. The appearence of the new media channels provides to apply of the political communication implementations by the new channels beside the traditional media.Thanks to the emergence of new media channels and the development of web 2.0 technologies, social media has become an important area for political communication. The social media channels play an important role to reach the citizens of the political leaders and parties specially during the election periods. The purpose of this research is specifying the role of social media as political communication. Regarding the purpose of this study, it has been analyzed with comparative and statistical ways that presidential candidates Doğu Perincek, Meral Aksener, Muharrem Ince, Recep Tayyip Erdogan, Selahattin Demirtas and Temel Karamollaoglu communication methods on Twitter applications on presidential elections from May 13, 2018 till the election day which is June 24, 2018 . It also has been examined with content analysis method to specify the Twitter usage form and differences for which purpose did the candidates share on Twitter, how they benefited on this and the interaction levels with the other users.. The candidates posted on Twitter for announcing their activities and promises, and communicating their members on various subjects in accordance with the data achieved by SPSS method. Although there are differences between the candidates, usually, they didn't benefit enough from the mutual communication provided by the social media. Reading post-truth through Covid-19: Science debates, conspiracy theories and individuals' decision-making experiences
Çağdaş dönemi inceleyen ve bu dönemin toplumsal özelliklerini teşhis eden kavramlardan biri de hakikat sonrasıdır. Sosyal bilimler alan yazınında görece yeni bir kavram olan hakikat sonrası, kanaat oluşumunu gündemine alarak kamuoyu oluşturmada rasyonelliğin yerine irrasyonelliğin, hakikatin yerine de kişisel kanaatlerin ön planda olduğunu imlemektedir. Bireysel düşüncelerle ilişkili olarak kanaat oluşturulması ve bunun hakikat olarak addedilmesinin teknolojik ve kuramsal art yöresi bulunmaktadır. Nitekim postmodernizn gerçekliği bireysel dünyalara indirgeyerek, yeni iletişim teknolojileri ise algoritma ve filtre balonları ile salt benzer düşünceye sahip kişilerden oluşan kamusallıklar yaratarak hakikat sonrasına önemli bir temel oluşturmaktadırlar. Dahası Covid-19 pandemisi döneminde Twitter (X)'da yer alan iddialar ve teoriler hakikat sonrası ve yeni medya ilişkisini açıklar niteliktedir. Bu doğrultuda Covid-19 ve hakikat sonrası ilişkisini Twitter (X) üzerinden analiz eden bu çalışmada 12 farklı hashtag belirlenerek 1994 tweet analiz edilmiştir. Tweetler nitel içerik analizi ile incelenerek pandemi dönemindeki iddialar ve bilgi düzensizlikleri ele alınmıştır. Bununla birlikte tweetleri paylaşan 25 kullanıcı ile yarı yapılandırılmış derinlemesine görüşmeler yapılarak pandemi konusunda bireysel hakikatleri nasıl oluşturdukları anlamaya çalışılmıştır. Ek olarak tweetlerin söylemsel stratejilerini belirlemek amacıyla 8 farklı tweet belirlenmiş, Ruht Wodak'ın söylem tarihsel yaklaşımı ile söylem analizi uygulanmıştır. Böylelikle bireylerin pandemiye yönelik oluşturduğu görüşler bütünlükçü bir bakış açısıyla analiz edilmiştir. Elde edilen bulgulara göre hakikatlerin bireylerin politik ve dini görüşleriyle uyumlu olduğu, kullanıcıların genellikle benzer düşünceye sahip kişileri takip ederek onlarla etkileşim kurduğu, pandemi döneminde Twitter (X)'da önemli ölçüde bilgi düzensizliğinin yer aldığı sonucuna ulaşılmıştır. Bireylerin kendi düşüncelerine meşruiyet sağlamak amacıyla bilim insanları arasında seçicilik yaparak kaynak gösterdiği, bu durumun ise bilim ve uzman karşıtlığına yol açabileceği saptanmıştır. Dahası söylem analizi sonuçlarına göre yüklemleme, perspektifleştirme, kanıtlama/uslamlama, yoğunlaştırma gibi söylemsel stratejilerin kullanılarak olumlu biz ve olumsuz onlar/ötekiler inşasının yapıldığı görülmüştür
Classification of juvenile myoclonic epilepsy data acquired through scanning electromyography with machine learning algorithms
Osman, Onur (Arel Author), Özekes, Serhat (Arel Author)In this paper, classification of Juvenile Myoclonic Epilepsy (JME) patients and healthy volunteers included into Normal Control (NC) groups was established using Feed-Forward Neural Networks (NN), Support Vector Machines (SVM), Decision Trees (DT), and Na < ve Bayes (NB) methods by utilizing the data obtained through the scanning EMG method used in a clinical study. An experimental setup was built for this purpose. 105 motor units were measured. 44 of them belonged to JME group consisting of 9 patients and 61 of them belonged to NC group comprising ten healthy volunteers. k-fold cross validation was applied to train and test the models. ROC curves were drawn for k values of 4, 6, 8 and 10. 100% of detection sensitivity was obtained for DT, NN, and NB classification methods. The lowest FP number, which was obtained by NN, was 5
Political Endowments and Electricity Market Regulation in Turkey: An Institutional Analysis
Turkey has been going through a liberalization process in its electricity market over the last decade. So far, the regulatory content of the market reforms has been in the center of attention in the literature, to the negligence of regulatory governance. However, recent studies, which applied the theoretical insights of new institutional economics to utilities regulation, have demonstrated that political endowments of the country draw the boundaries to which extent such regulatory content can be effectively implemented. In line with these studies, this paper adopts an institutional approach and attempts to identify the political endowments of Turkey in order to further analyze whether the market reforms succeeded in bringing about sufficient checks to cure the institutional problems. In other words, the paper takes a picture of the overall regulatory arena. The results show that the current regulatory structure, especially government-regulator relations, fails to meet good regulatory governance criteria. Reflections on methodology for assessing campus sustainability from a Turkish perspective
Aim: The author provides a critical reflection of the questionnaire discussed at the workshop “Methodology for assessing the campus sustainability from the perspective of multi-level antifragility” held on Friday 13 May at the WSB University in Wrocław. The author reflects from the background of his experience in Turkey. Design / Research methods: The author provides his own reflections and opinions, based on the discussions at the workshop. Conclusions / findings: It is very difficult to create a set of indicators making campus sustainability internationally comparable, as well as finding proper sources of information. A starting point in creating such indicators may be mistakes threatening organizational viability and external sustainability Originality / value of the article: The article provides critical feedback on an innovative approach towards research on campus sustainability. </jats:p

Session B6: Hydraulic Design of an Innovative Baffle-Brush Type Fish Pass
Presenting Author Bio: Dr. Serhat Kucukali completed his MSc and PhD degrees in Hyraulic Engineering at the Istanbul Technical University. He was a Post-doc fellow in the Civil Engineering Department of University of Queensland in Australia. He has published more than 40 research papers and his work was cited over 200 times. He has been conducting research on hydropower, environmental hydraulics, and sustainability. He developed an Environmental Risk Index for Small Hydropower Plants.Abstract: The flow characteristics (depth, velocity, energy dissipation) of a new baffle-brush type fish pass were investigated experimentally in a 2 m wide rectangular flume which has a bed slope of 4% for discharges ranging between100-550 L/s. In all experiments quasi-uniform and subcritical flow conditions, Froude number ranging between 0.17-0.23, were observed. The Darcy-Weisbach friction factor was negatively correlated with the relative submergence of the baffle. The turbulence intensities were ranged between %38-79 in the baffle zone and %13-31 in the brush zone. The hydraulic test results showed that this type of fish pass can produce adequate flow depth and favorable local flow velocities for the design discharge of 0.2 m2/s (relative submergence of brushes=1.03). The hydraulic test results reveal that baffle-brush fish pass fulfill the requirements of an efficient fish passage by providing tranquil flows and sufficient flow depths for different fish species. Consequently, the following design procedure can be used for the proposed baffle-brush fish pass: (i) required flow depth can be specified for the target fish species, (ii) the friction factor can be estimated based on the relative submergence of baffle, and (iii) for the given bed slope, average flow velocity and discharge values can be computed from Darcy-Weisbach formula. The main advantage of the proposed hydraulic design is that we can scale-up all the parts of this type in order to adjust it to almost any demand based on the model test results
A simulation study for determination of refractive index dispersion of dielectric film from reflectance spectrum by using Paul wavelet

An improved method for determination of refractive index of absorbing films: A simulation study

Conducting Democratic Evaluations where Democratic Principles are not always Practiced
Background: Turkey is a fast-developing country facing a lot of different problems. One of the problems is inadequate education. A large project was started to improve Turkish elementary education. The project includes many different purposes from physical refurbishment of school buildings, to increasing technology use in education. The author of this paper carried out a democratic study to evaluate this project. This article reports on what was learned from this evaluation study conducted in Turkey.
