The revitalization of the traditional sectors of the economy of Chad to the oil era
La possession des ressources naturelles non renouvelables est utile pour stimuler la croissance mais elle peut aussi la freiner à travers le phénomène du syndrome hollandais. La première partie de cette étude analyse ce phénomène, puis le teste sur le terrain des États pétroliers africains subsahariens, en effectuant une comparaison des indicateurs de la situation économique et sociale de ces États à ceux des États non pétroliers issus de la même organisation sous-régionale (CEEAC), afin de mettre en perspective la situation macroéconomique tchadienne, des secteurs de biens internationalement échangeables(coton, gomme arabique, élevage) et des secteurs des biens et services non échangeables (produits vivriers, secteur informel, secteur public). Cette étude permet d'identifier les éléments d'une stratégie à mettre en œuvre pour exploiter leurs potentiels, en vue d'améliorer leur compétitivité et de renforcer leurs capacités de production. La dernière partie est consacrée à l'évaluation du financement des activités économiques de la région productrice par les revenus pétroliers. Une étude empirique menée sur le dispositif de microcrédit associé aux 5% affectés à la région productrice illustre ce point. Le pétrole ne peut être le seul, ni le principal moteur de la croissance. L'épuisement futur des réserves et l'instabilité des cours internationaux militent en faveur d'une politique de croissance dynamique et diversifiée, s'appuyant sur les secteurs traditionnels.Endowment in non-renewable natural resources is essential in stimulating economic growth but can also slow it down through the phenomenon of Dutch disease. The first part of this study analyzes this phenomenon, and then tests it in a group of sub-Saharan African oil-producing countries by comparing some socio-economic indicators of these countries with those of non-oil producing countries of the same sub-regional organization (CEEAC) in order to sort out the Chadian macroeconomic situation. The second part is devoted to the problem of non-oil sectors of the Chadian economy of internationally tradable goods (e.g. cotton, gum Arabic, livestock), and non-tradable goods and services (e.g. Cereals, informal sector goods and services, public sector goods and services). This study aims at identifying elements of a strategy to be implemented to exploit the potential of these non-oil sectors in order to improve their competitiveness and increase their production capabilities. The last part is dedicated to assessing the financing of economic activities of the non-oil sectors by oil sector revenues within the oil producing region. An empirical study conducted on the microcredit program put in place from the 5% oil revenues allocated to the oil producing region highlight this point. Oil could not be the sole engine of the economic growth. The future depletion of oil reserves coupled with the instability of international oil prices point toward dynamic and diversified economic growth policies that rely on traditional non-oil economic sectors
Modèle d’optimisation de la gestion des opérations de production des entreprises à l’ère hypermoderne
Le domaine de l’optimisation de la gestion des opérations est peu exploré. Même les études sur son modèle sont peu nombreuses. Pour repérer les variables pertinentes pouvant permettre de suggérer un modèle impactant, une étude auprès des entreprises de production a été réalisée. Nous avons déployé la méthodologie hybride. La production des données a été réalisée au moyen de 20 entrevues semi-structurées et 150 sondages par enquête. L’approche de déconstruction par étape du processus d’optimisation, de l’identification des problèmes à l’implémentation des solutions, a été adoptée. Les résultats ont montré qu’aux étapes d’identification des problèmes d’optimisation et de formulation mathématique, les technologies émergentes et la culture d’innovation facilitent le diagnostic et la production de données, de façon structurée. Ensuite, aux étapes du choix méthodologique, de résolution des problèmes, de validation et d’analyse, la culture d’innovation, la gestion des connaissances et les technologies émergentes sont trois leviers d’efficacité robuste. Enfin, à la phase de l’implémentation du modèle, nous avons constaté un apport indéniable du système de gestion intégrée, des compétences et de la formation des employés. Mais ce sont surtout les technologies émergentes et le capital humain qui favorisent l’optimisations de la gestion des opérations.Ce modèle d'optimisation offre aux décideurs une approche intégrée pour piloter les opérations de production de manière proactive, en maximisant l’utilisation des ressources tout en alignant les objectifs opérationnels avec les exigences de l'ère hypermoderne
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
