Os critérios de retorno do ICMS no Rio Grande do Sul: análise econômica e espacial da PEC 228/04
Neste trabalho, examinam-se as distorções na distribuição do retorno do ICMS pelo critério em vigor, comparando-se com a Proposta de Emenda Constitucional (PEC) 228/04. Destacam-se as diferenças entre os valores recebidos "per capita" nos municípios do Rio Grande do Sul e os diversos indicadores socioeconômicos.
Mostra-se que a PEC 228/04, mais equilibrada, ameniza as maiores distorções dos critérios atuais
Sobrenomes e ancestralidade no Brasil
This paper presents a method for classifying the ancestry of Brazilian surnames based on historical sources. The information obtained forms the basis for applying fuzzy matching and machine learning classification algorithms to more than 46 million workers in five categories: Iberian, Italian, Japanese, German and East European. The vast majority (96.4%) of the single surnames were identified using a fuzzy matching and the rest using a method proposed by Cavnar and Trenkle (1994). A comparison of the results of the procedures with data on foreigners in the 1920 Census and with the geographic distribution of non-Iberian surnames underscores the accuracy of the procedure

Fernando Henrique Cardoso (1977) afirma que la esclavitud y la exclusión política de las élites gauchas provocaron la decadencia de la producción de carne seca de Rio Grande do Sul durante la segunda mitad del siglo XIX. Este artículo critica ese punto de vista y ofrece una explicación alternativa. Utilizando el enfoque "Economía de la esclavitud" (Conrad y Meyer, 1958), afirma que la esclavitud fue eficiente y que las dificultades del sector fueron, en realidad, un síntoma de la Dutch Disease (Corden, 1984).Fernando Henrique Cardoso (1977) claims thats slavery and the political exclusion of the gaucho elites caused the decadence of the dry beef production of Rio Grande do Sul during the second half of the XIX century. This paper criticizes that view and offers an alternative explanation. Using the "Economics of Slavery" (Conrad and Meyer, 1958) approach, it asserts that slavery was efficient and the difficulties of the sector were, actually, a symptom of the Dutch Disease (Corden, 1984).peerReviewe
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. O encontro entre Douglass North e Celso Furtado em 1961: Visões alternativas sobre a economia nordestina
In June 1961 the American economist Douglass North visited Brazil for 3 weeks, for a mission organized by the US State Department and Instituto Brasileiro de Economia (IBRE-FGV). The goals of North's Brazilian mission were to evaluate Sudene's plans for the Northeast - which involved meeting Celso Furtado -, to give lectures on regional growth and assess the quality of economics courses in the country. This paper deals with the "meeting" between North and Furtado in the broad sense of the word, that is, not only the actual meeting of June 20 1961, but also the meeting of their respective ideas about how to develop the economy of the Northeast. It is based on new material formed by original documents of the "Douglass North Papers" collection held at Duke University Library
Colônias de povoamento versus colônias de exploração: De heeren a acemoglu
The paper examines the evolution of the thesis which states that the type of colonization determines, or conditions, the future of societies. Adam Smith already presented this proposition and a typology of colonies. However, it were the German authors Heeren and Roscher, in the 19th century, who developed the thesis. These historians influenced the French orthodox economist Leroy-Beaulieu, who dealt with the issue in a work published in 1902. Clearly, Caio Prado Jr. was another promoter of the dichotomy "settlement colony versus extractive/exploitation colony" in Brazil rather than its creator. In the United States, the idea resurfaces in the works of Douglass North (1955 and 1959) and Richard Baldwin (1957). More recently, cliometricians as Engerman and Sokoloff (1997) developed the proposition without reference to the European authors. Finally, Acemoglu, Johnson and Robinson (2001 and 2002) introduced the thesis to a wider academic audience and offered econometric evidence. The present paper concludes with a discussion on the possible reasons for the success of the thesis and its recurring "discovery" by researchers
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
