    R&D and Economic Growth in Slovenia: A Dynamic General Equilibrium Approach with Endogenous Growth

    In the article, we model R&D as a major endogenous growth element in a small open economy general equilibrium framework and consider several R&D policy scenarios for Slovenia. Increase of the share of sectoral investment in R&D that is deductible from the corporate income tax and increase of government spending on R&D turned out to be the most effective suggested policy measures. While the former policy measure is still followed in part by an undesired transfer of the tax relief to dividends, a moderate increase of government spending on R&D boosts long-run productivity in the economy, thus increasing the future value of firms, which is reflected in a desired dividend increase. The households that would gain more utility from such policy scenarios are those with more skilled and highly skilled labour, but not the very top earners in the economy.Endogenous growth, General equilibrium modelling, R&D, Slovenia

    MeSH term explosion and author rank improve expert recommendations

    Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     V obdobju, ko investitorji spoznavajo, kako dragocena je energija, se veliko pozornosti namenja učinkoviti rabi energije v stavbah. Hkrati pa, da bi izpolnili veljavne evropske in nacionalne zahteve se velikokrat pozablja na zdravje, udobje in ergonomijo uporabnikov. V magistrskem delu je obravnavana nova upravna stavba podjetja Krka d.d. Novo mesto. Opravljena je analiza konstrukcijske gradbene fizike in istočasen preizkus načel ergonomskega oblikovanja. Analizirana področja so bila bioklimatsko načrtovanje, konstrukcijska gradbena fizika in ergonomsko načrtovanje (svetlobno udobje, ergonomija delovnih mest). Svetlobno udobje je analizirano s pomočjo računalniškega programa Velux Daylight Visualizer 2, akustično udobje delavnih prostorov stavbe so preverjena z računalniškim programom URSA FRAGMAT - Akustika. Z računalniškim programom THERM6 pa so preverjeni morebitni toplotni mostovi in nato s programom TOST preverjena energijska bilanca stavbe. Z analizami je ugotovljeno, da stanje v projektni dokumentaciji obravnavane stavbe upošteva zakonske zahteve z vidika toplotnega udobja, kot tudi z vidika učinkovite rabe energije. Svetlobno udobje pa kljub velikem deležu steklenih površin na stavbnem ovoju ne ustreza priporočilom. Z vidika ergonomskega oblikovanja se pojavlja tudi kar nekaj neizpolnjenih zahtev, katerim pa bi se lahko z minimalnimi spremembami projekta dalo izpolniti. Pregledale so se možne rešitve za izrabo alternativnih virov na obstoječi zasnovi stavbe na lokaciji v Novem mestu in bile skupaj z nekaterimi upravičenimi spremembami projektne dokumentacije predlagane investitorju. Predlagani ukrepi predstavljajo kombinacijo sprememb dokumentacije, ki se rezultirajo v bistvenem izboljšanju udobja in izrabi virov energije, kar privede do zmanjšanja energijske porabe.Nowadays investors are realizing how valuable energy really is, which consequently means that a lot of attention is given on the energy efficiency of buildings. In order to meet the European and national requirements of building energy consumption, the health, comfort of building users and ergonomic design is often neglected. In the master thesis the new administrative building of Krka d.d. Novo mesto is analysed. An analysis of the building physics and ergonomic design is carried out. The analysed topics were bioclimatic design, building physics and ergonomic design (lighting, ergonomics of the working area). Light comfort is analysed with Velux daylight Visualizer 2. The acoustic comfort in the working area of the building is analysed with URSA FRAGMAT - Akustika. With the program THERM6 possible thermal bridges in the building were checked. The energy consumption of the building was calculated with TOST. The results showed that the project documentation of the analysed building complies with the building regulations in terms of thermal comfort, as well as in terms of energy efficiency. Although the windows of the building present a high percentage of the buildings envelope the required lighting levels in the analysed interior spaces were not achieved. The building also does not comply with some ergonomic design requirements, but these mistakes could be easily corrected with a slight change in the project documentation/drawings. A review of the possible usage of alternative sources of energy in the building was carried out. Considering the existing design of the building at the site of Novo mesto a few alternative sources of energy were suggested to the client with a few accompanied changes to the original project documentation. The proposed changes represent a combination of changes to the documentation, which results in a significant improvement in user comfort and building energy consumption

    Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.
