Analysis of extrajudicial executions in colombia: historical memory, human rights and democratic security policies
En el presente trabajo se plantea un examen histórico y jurídico nacional e internacional respecto de la conducta omisiva de las víctimas en los casos de ejecuciones extrajudiciales perpetradas en el periodo denominado “Seguridad Democrática”, identificando así las consecuencias de su tratamiento judicial respecto del papel omisivo de las mismas en los procesos judiciales por lo cual ha generado impunidad en la judicialización la investigación, judicialización y sanción de estas conductas punibles. Anexo a lo anterior el estudio se centra en la perspectiva constructiva de protección de la víctima que permita atender el comportamiento omisivo de las víctimas en los casos de ejecuciones extrajudiciales y su incidencia en el proceso penal colombianoThe present work proposes a national and international historical and legal examination regarding the omission of the victims in the cases of extrajudicial executions perpetrated in the period called "Democratic Security", thus identifying the consequences of their judicial treatment regarding the omission of the same in the judicial processes for which impunity has generated in the judicialization the investigation, judicialization and sanction of these punishable conducts. Can you really help me?: Supporting empathic dialogue to understand care service for assisting women against violence
Even though there has been an enormous effort to tackle the problem of gender-based violence against women in Mexico, within legal terms, the landscape still seems uncertain, and the need for innovative approaches that bring new meaningful ways to look at the problem becomes highly relevant.In those lines, the University Center for Dignity and Justice Francisco Suárez, SJ (CUDJ for its initials in Spanish), is working in making a diagnosis of the problem to propose strategies that ensure a life free of violence for women by triggering the discussions with the authorities in charge.This report presents the research, analysis, design and development process of a proposal that seeks to provide tools to foster dialogues for an empathetic perspective, which encourages the emergence of shared knowledge and meanings, unveiling new perspectives to drive innovation and promote change.Through a service design study, a set of dialogic visual tools translated women’s experiences into visualizations that enable the viewer to understand, empathize, and take an active responsibility towards women’s needs.At the end of each chapter, a summary of the key insights that drove the design process is presented. Participatory methods have been widely explored in the public sector to democratize city-making projects and foster civic engagement. Although well-intentioned, participatory processes still too often exclude citizens. The current study looks for elements enabling city makers to articulate an inclusive Participatory City Making process. Starting from a review of participatory methods, we distilled the conditions necessary to consider a participatory process inclusive. In order to understand inclusiveness in practice, we performed interviews with a diverse group of city makers in an ongoing local participation process. Changing patterns in vocational education
One of the long standing issues in education development has been productive job training in rapidly changing economies. The argument has been made that vocational secondary schools are not well equipped for this task. Although vocational and academic schooling often result in similar levels of education and employment, the higher costs of the vocational schooling makes it a less attractive alternative. In the past 23 years of Bank lending for vocational education and training, there has been a clear shift away from vocational secondary schools toward various forms of training, outside the formal education system. Although investment has been shifting into nonformal training, secondary education is in need of new directions. Morphological changes in the lungs of meconium-stained piglets
Meconium staining of the skin is a common event associated with fetal hypoxia, stillbirths, weak-born piglets, and neonatal mortality. Aspiration of meconium leads to meconium aspiration syndrome (MAS). This study was undertaken to assess the relationship between the degree of meconium staining of the skin at birth, meconium aspiration, and pulmonary changes in porcine neonates. A total of 353 farrowing sows and 3,693 born piglets were monitored during parturition and for 15 days after delivery. Umbilical cords were classified as normal or ruptured. Meconium staining in the skin was graded as nonstained, mildly, moderately, and severely stained. Mortality from birth to 15 days of age was 8.4%. The lungs from 60 meconium-stained piglets and 60 lungs from nonstained piglets were collected and microscopically examined for meconium aspiration and inflammation. Rupture of the umbilical cord was significantly higher (P < 0.01) in meconium-stained piglets. Microscopically, 32% and 40% of the lungs had evidence of meconium for the stained and nonstained groups, respectively. The microscopic grade of meconium aspiration and inflammatory cells was not different between nonstained and meconium-stained piglets. Aspiration of meconium induced a granulomatous response in the lungs. It was concluded that the grade of meconium staining is a good indicator of fetal hypoxia, but not a good predictor for meconium aspiration and MAS in piglets.PUBM: Print; JID: 9011490; ppublishSource type: Electronic(1
