165-2006-EF (MEF, 2006) el 03/11/2016 y elevado a rango de ley mediante decreto supremo N°
010-2010-MINCETUR (VUCE, 2010) el 09/07/2010, perteneciente al Ministerio de Comercio
Exterior y Turismo - MINCETUR es la plataforma que facilita todos los trámites para el Comercio
Exterior. VUCE, es un sistema integrado que permite al usuario realizar -en línea- la totalidad de los
trámites y pagos que se requieren para proceder con la importación y exportación de mercancías;
posibilita a las partes involucradas gestionar la documentación e información respecto a los
procedimientos y servicios relacionados al comercio exterior y el transporte internacional.
La necesidad de desarrollar una Aplicación Móvil como parte del mejoramiento de los Servicios de
Facilitación de Comercio Exterior a través de la Ventanilla Única del Comercio Exterior denominado
Proyecto VUCE 2.0 para tener un nuevo canal de consulta y seguimiento de trámites y operaciones
del administrado. De esta manera la VUCE busca optimizar procesos y simplificar trámites de
comercio exterior, reduciendo tiempos al brindar información sistematizada, actualizada e inteligente
sobre comercio exterior y logística internacional, fortaleciendo a las entidades públicas vinculadas
al comercio exterior (2.0, 2021) Este proyecto es cofinanciado entre el Gobierno del Perú y el Banco
Interamericano de Desarrollo – BID.
El objetivo del proyecto es desarrollar una aplicación móvil para celulares con sistemas operativos
iOS y Android, para el seguimiento de las Operaciones del Administrado en la Ventanilla Única de
Comercio Exterior – MINCETUR. Para este proyecto se propuso utilizar metodologías ágiles,
técnicas DevOps y herramientas de contenedores Docker.
La aplicación móvil permite al administrado consultar en tiempo real y de cualquier ubicación el
estado de Solicitudes, Documentos Resolutivos, Buzón Electrónico, Bandeja de Pagos y más
información relevante de las operaciones de Comercio Exterior.

The need to develop a Mobile Application as part of the improvement of Foreign Trade Facilitation
Services through the Ventanilla Única Del Comercio Exterior called Project VUCE 2.0 to have a
new channel for consulting and monitoring procedures and operations of the Administrado. In this
way, the VUCE seeks to optimize processes and simplify foreign trade procedures, reducing times
by providing systematized, updated and intelligent information on foreign trade and international
logistics, strengthening public entities linked to foreign trade (2.0, 2021) This project is co-financed
by the Government of Peru and the Inter-American Development Bank - IDB.
The objective of the project is to develop a Mobile Application for cell phones with iOS and Android
operating systems, to monitor the Operations of the Administrado in the Ventanilla Única de
Comercio Exterior – MINCETUR. For this project, it was proposed to use agile methodologies,
DevOps techniques and Docker container tools.
The mobile application allows the administrator to consult in real time and from any location the
status of Requests, Resolutive Documents, Electronic Mailbox, Payments and other relevant
information on Foreign Trade operations.

Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
