Czech Social Reform/Non-reform: Routes, Actors and Problems
In this contribution, the author first considers the characteristics of the Czechoslovak communist welfare state and its theoretical alternatives. Throughout the reform process, dependency on both corporatist and socialist regimes won out, while residualist efforts were promoted in the beginning, but were later held back. The author then considers the possible actors involved in social reforms. In this respect, when proceeding from a general to a more concrete level, thought should first be devoted to the social classes and their ideologies, and second to political parties and their leaders. The author goes on to summarise the particular problems and traps in individual sections of the Czech social system. While no objection to decent standards of social protection and health care could be raised, the poor efficiency of their achievement should evoke concern. The author concludes by reflecting on the possible specificities of Czech social reform in comparison with the other countries undergoing reform and the EU. The current lethargy of the Czech welfare system corresponds to a “frozen edifice”, just as in most Western countries. However, such stagnation is apparently acceptable to both the politicians (who mask it in reformist rhetoric) and the population (which learned to master taking advantage of the generous welfare state) and thus is basically sustainable in the long run.http://deepblue.lib.umich.edu/bitstream/2027.42/40037/3/wp651.pd

Measurement of Air Pollution by Measurement of Traffic Density
The areas of many cities in the Netherlands are covered by a network of stationary sensors, measuring special components of air pollution such as CO2, NO2, PM2.5 and PM10. The pollution with fine dust along roads, surrounding and crossing the city is primarily related to traffic density. To measure traffic density, we used a license plate recognizer based on a special Neural Network Neocognitron, analyzing the video footage of surveillance cameras along the roads. We also studied the onset and offset of traffic density to predict traffic density, using the first recorded sparse traffic data. In cooperation with MIT Senseable City Lab the Technical University of Delft has developed special mobile, low cost sensors to measure air pollution. These mobile sensors are integrated with stationary sensors to a heterogeneous sensor network and enable measurement of air pollution out of the reach of the stationary sensor network.. Resilience of Incident Management in Smart Cities
The grow of urban environments caused many problems in traffic networks. On the roads in and around an urban environment many traffic incidents happen all the time, especially during rush hours or bad weather conditions. To minimize the negative impacts, an incident scene has to be cleared as soon as possible. Additional delay has been caused by bad communication and missing information. In this paper we present a new IT system based on the framework JADE (Java Agent DEvelopment). The system offers a blackboard like functionality for communication of first responders at the incident scene and control rooms. The system has been implemented and tested in laboratory settings and shows a significant reduction of incident process time. Jiří Gemrot: Bachmannlieder
The author would like to introduce readers to the contemporary composer Jiri Germot. The author focuses on his song collection ?Bachmannlieder? for soprano voice and orchestra. The first part (1) of the work is dedicated to the composer, his life and his journey towards being a composer, plus the different phases of his work and his favourite styles. Due to the lack of existing information about Jiri Germot in literature, the author chose to dedicate the next chapter (2) to interviews with the composer. It was thought to be the best way to introduce readers to the composer`s world and his way of thinking. The third chapter (3) is about the song collection "Bachmannlieder?, about its significance in the reportoire of Jiri Germot, and the definition of it's composition. The last part of the chapter is dedicated to an analysis of the songs and a comparison of "Bachmannlieder? with Jiri Germot`s short composition for piano ?Fünf lirysche Lieder?. The writer Ingeborg Bachmann is closely connected to ?Bachmannlieder? as author of the lyrics. You can read about her in the last chapter (4) of this work. Influence of the seabed conditions on the near-and far-field propagation of noise in impact piling
The prediction of underwater noise and the assessment of the influencing factors on noise transmission are significant for the control and mitigation of the noise generated by offshore pile driving. This paper presents a coupled two-step approach for modelling the underwater noise from offshore pile driving, with the focus being placed on examining the influence of the seabed conditions on the near- and far-field sound propagation. The complete model consists of a near-source module and a far from source module. The near-source module captures the coupled vibroacoustic behaviour of the pile and its surrounding fluid and layered soil media. With the input obtained from near-source module, the far-from-source module propagates the sound field at larger distances. The two modules are coupled by applying the boundary integral method. A parametric study is performed to investigate the influence of the seabed properties on the noise levels and the energy distribution at various horizontal distances from the pile. An energy flux analysis is performed by examining the total energy radiated through the cylindrical surface at target distances from the pile. As waves propagate away from the pile, the through-depth distribution of the energy in both seawater and sediment alters. The results indicate the characteristics of noise transmission and energy distribution with respect to different soil conditions; an analysis which is key to the development of effective noise mitigation strategies.Accepted Author ManuscriptDynamics of StructuresOffshore EngineeringEngineering Structure

Media Presentation od Miroslav Zikmund and Jiri Hanzelka in the years 1947-1969 Abstract Author: Petr Horký Department: FSV UK, Department of Media Studies Supervisor: Prof. MgA. Martin Štoll, Ph.D. Miroslav Zikmund (1919-2021) and Jiří Hanzelka (1920-2003) were Czech travelers who, in the years 1947-1967, realized two great journeys together with the original plan of circumnavigating the globe. Their motivation was not only to get to know foreign countries, but to present and defend the commercial interests of Czechoslovakia, also to offer Czechoslovak goods and to establish new business contacts for their country. Already during the first journey, however, there was a communist coup in Czechoslovakia (1948) and most of the prearranged agreements were cancelled. However, because they sent engaging reports from their travels, and after their return their books and films received phenomenal success, soon this pair, known by the abbreviation H+Z (or Z+H), became one of the best-known public figures alongside athlete Emil Zátopek. At the time of the Prague Spring, i.e. until 1968, they performed publicly and openly, even some people could Jiří Hanzelka nominat for the presidency of the republic. After 1970, by occupying Warsaw Pact troops, the communist regime did everything to silence the two travelers...
