    National and European Values of Public Administration in the Balkans

    The current volume represents the outcome of the international conference “National and European Values of Public Administration in the Balkans”, organised in Bucharest on 15 – 16 July 2011. The conference has been organised by Jean Monnet research network dedicated to “South-Eastern European developments on the administrative convergence and enlargement of the European Administrative Space in Balkan states”, representing the third edition of the events organised under the above aegis. The research network, comprising the National School of Political Studies and Public Administration (NSPSPA), Bucharest, Romania, University of the Aegean, Mytilene, Greece, New Bulgarian University, Sofia, Bulgaria, University of Rijeka, Croatia and the European Public Law Organization (EPLO) with headquarters in Athens, Greece has developed and continues to develop studies and researches specific for the development of public administration in the Balkan states. The keynote speakers of the conference included Mw. Dr. Helena Raulus, EU Law Docent, Faculteit der Rechtsgeleerdheid , Erasmus Universiteit, Netherlands, Prof. Dr. Spyridon Flogaitis, Director, President of the BoD, European Public Law Organization, Greece and Prof. Dr. Lucica Matei, Dean, Faculty of Public Administration, National School of Political Studies and Public Administration, Romania. The contents of the papers presented have been focused on the following topics: EU normative support for sustaining the process of administrative convergence European Administrative Space principles – pillars for the mechanisms of evaluation of public administration reforms Balkan priorities for European Administrative Space enlargement Other two sub adjacent topics have been added, aiming especially the doctoral students, emphasising the following themes: The process of administrative convergence at EU level Efficiency, effectiveness and responsibility in the European Administrative Space European Administrative Space. Priorities of the future. For the international conference, 88 abstracts were received, of which due to the first selection achieved by the Conference Scientific Committee, 56 papers were accepted. After presentation, the papers have been improved and subjected to double review, so that there were accepted for publication 36 papers, having 46 authors from nine countries: Romania, Greece, Bulgaria, Netherlands, Albania, France, Croatia, Italy and USA and two European organisations: EPLO and EIPA. The general conclusion expected for the final of our conference could refer to the existence of a Balkan Administrative Space as part of the European Administrative Space. Even if the area of the Balkan Administrative Space is confined, we have to highlight the unity in diversity as a fundamental feature. The unity derives from the ideals of European integration of the Balkan states and the diversity derives from the national histories, cultural diversity and their national identity. The connections of the Balkan Administrative Space become day by day more powerful related to the European Administrative Space. They are determined by the development of the processes of convergence and administrative dynamics as well as by the internal developments induced by the administrative reforms in the mentioned states. In this context, we could assert that by means of the research proposed and achieved, our project has open new agendas of research, that partially have been expressed in our research reports, publications etc. At the same time, as remarked from the contents of this conference, the national and European values of the Balkan Administrative Space are substantiated on the regulatory framework of the European Union, the processes of convergence and administrative dynamics, as well as on the principles of the European Administrative Space. In fact, as it is well known, the latter becomes a non-formalised acquis of the European Public Administration, representing a standard for assessing the progress in the reforms of the national public administrations. Our conference has taken place under the auspices of this generous perspective.     E-Administration as a Way of Increasing the Managerial Capacity in Public Sector

    This paper deals with a developing concept, that of public sector reform, and explores it within the boundaries of e-administration practices. International competition and internal raising expectations have lead governments across the world to reconfigure their relationships with the surrounding environments. In doing so, they mostly switched to a newer paradigm, based not on affirmation and mechanical theories, but on the concept of a living, biological system. Following this trend, many governments and their subsequent organizations choose to become flexible and decentralized, to recognize once again the importance of horizontal collaboration and internal partnerships and to value information. In this trend, ITC represents one of the modern instruments that may help implementing democracy and developing current public services as well as educational systems. Fully aware of the need for a revolution in the organizational culture of public administration and of a transition towards a horizontal, service-oriented administration with intensive information exchange among all its partners, Romania has adopted the European vision on e-government and e-governance, preparing itself for a complete transformation that the new technologies both produce and allow. In this context, 'The Government’s Strategy concerning the National Action Plan e-administration', enacted in October 2001 by the Romanian Parliament supports the European idea of getting the governance closer to its citizens. As this vision is described within the paper, the authors will analyze the Romanian solutions to increasing administrative efficiency.     Instruments of policy analysis. the impact assessment development by public authorities in Romania. Case study

    The public authorities are facing real challenges due to the complexity and dynamics of economic and social issues. They must daily assess the available resources and answer to questions such as „is the citizens’ welfare good enough, can it be improved?” „there are the initiatives for the environmental protection adequate?”, „is there a coherent employment system for integrating the graduates on labour market?”, „are the charges pertinent means for improving the social actors’ behaviour?”. These issues as well as many others represent only a part of the problems that must be solved through public intervention. The economic difficulties often represent the strongest key factor for non-transforming a social issue into the object of a public policy. They are also responsible for imposing to the decision-maker the compulsoriness of choosing to solve certain problems. This choice is never easy and it haggles always a pit of doubt inside the heart of the decision-maker: „is this decision the best choice?”, or „is the selected alternative the best for action?”. Diminishing this dilemma, as well as supporting the decision-maker in order to improve the decision-making process have found their expression in the theorists and practitioners’ efforts to develop the states’ capacity for public policy analysis. There are quite many definitions for public policy analysis in the field literature; they support its duality, namely the public policy analysis represents an approach as well as a methodology for developing and investigating public policy alternatives. Among the well-know instruments of policy analysis, we enumerate the cost-effectiveness analysis, the cost-benefit analysis, and the impact assessment. In this paper the attention is focusing on impact assessments. Therefore, the objectives of the paper refer to (a) a brief overview on the instruments of policy analysis with a particular focus on the impact assessment and (b) an investigation of the national practice on the development of the impact assessment. In this paper, we shall analyze how the public institutions are using the impact assessment in view to improve the quality and coherence of the policy development process. Therefore, in order to attain our aims, the paper will comprise a theoretical part based on the study of the field literature and European and domestic regulation concerning the impact assessment and an empirical part, related to the analysis of some impact assessments from educational and regional development areas, drawn up by Romanian public authorities during the public policy process. The conclusions will reveal the progresses made by Romania to use the impact assessments and the possible inconsistencies between the national model and that proposed by the European Commission. As research methodology for achieving the aims, we shall use the following: researching the bibliographical sources, comparative analysis between the European and the domestic legislation regarding the impact assessment, analysis and evaluation of the public policy proposals and other important documents.Public policy analysis, cost-benefit analysis, impact assessment, Romania

    The Development of the European Administration: Fundamental Concepts and Approaches

    The study approaches in an unitary manner, the fundamental concepts of the theoretical and practical accomplishment of an European public administration: the European Administrative Space, the convergence and the administrative dynamics and the Europeanization. In the absence of a specific acquis communautaire, the European administration includes all the experiences and evolutions with relevant impact at national level, connected to the principles of a responsible and transparent administration, founded on the grounds of efficiency and efficacy. Particularly agreed upon within the constituent treaties of the European Union, these principles might form the general standards not only for the process of acceding to the European Union, but also for the convergence towards an European model of public administration. The efforts of analysts and specialists to describe the real evolution process of national administrations are with no doubt, extremely important, even though at some point, contradictory. The model of European administration makes use of the systemic analysis and offers the conceptual framework needed for covering the diverse problematic it encompasse

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     AbstractSince the availability of financial resources is reduced, concern for increasing organizational efficiency and effectiveness becomes more conspicuous in any field, including in the public administration. Naturally this raises the question: how can this be accomplished?, calling for a solution that is easy to apply and requiring reduced costs, solution the implementation of which should lead to increased productivity in terms of rationality of resources and whose final outcome is fulfilling goals. But this use of different means to achieve the goal, in conditions of optimum efficiency, defines what is called organizational management. Related to this, the work - research itself is how the management system applied in public institutions in Romania, relates to features like the management hierarchy; strategic management application; the chosen management style; the decision-making system; ethics and integrity or communication management and beyond, in order to identify the weaknesses in the management process practiced at this level of customization at two such institutions. Also, following the analysis of the field, the paper addresses the issues relating to the identification of features of process management as they are applied at the company level and which might prove useful to public institutions in Romania, thus generating a greater degree of efficiency. The research methodology used to perform the work consisted of: study and literature review and analysis of information provided by the specialized sites. They were also used: synthesis and comparative analysis, all of which completed the interpretation of results

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
