The External Dimension of EU Justice and Home Affairs: Tools, Processes, Outcomes. CEPS Working Document No. 303, September 2008
This working document offers a conceptual framework for understanding the processes underpinning the external dimension of EU Justice and Home Affairs (ED-JHA). Practically, it defines how the export of JHA principles and norms inform the geopolitical ambitions of the EU, i.e. the use of space for political purposes, or the control and management of people, objects and movement. The author begins by investigating how the ENP reconfigures the ED-JHA, and then goes on to discuss various conceptual stances on governance, specifically institutionalism, constructivism, and policy instruments. To conclude he traces the evolution of this external dimension, emphasising, whenever possible, its continuities and bifurcations. Overall, the aim is to ascertain the extent to which conceptual designs clarify or advance our knowledge of the contents and rationales of the ED-JHA

This paper claims that the European Neighbourhood Policy (ENP) of the EU, and in particular the elements related to justice and home affairs (JHA), is a complex, multilayered initiative that incorporates different logics and instruments. To unravel the various layers of the policy, the paper proceeds in three steps: firstly, it lays out some facts pertaining to the origins of the ENP, as its ‘origins’ arguably account for a number of the core tensions. It then presents the underlying logic and objectives attributed to JHA cooperation, which can be derived from the viewpoints voiced during policy formulation. The paper goes on to argue that despite the existence of different logics, there is a unifying objective, which is to ‘extra-territorialise’ the management of ‘threats’ to the neighbouring countries. The core of the paper presents the various policy measures that have been put in place to achieve external ‘threat management’. In this context it is argued that the ’conditionality-inspired policy instruments’, namely monitoring and benchmarking of progress, transfer of legal and institutional models to non-member states and inter-governmental negotiations, contain socialisation elements that rely on the common values approach. This mix of conditionality and socialisation instruments is illustrated in two case studies, one on the fight against terrorism and one on irregular migration. Finally, the paper recommends that the EU draft an Action-Oriented Paper (AOP) on JHA cooperation with the ENP countries that indicates how the EU intends to balance the conflicting objectives and instruments that are currently present in the JHA provisions of the ENP

This booklet of sixteen pages contains three stories: The Snake and the Crows, The Monkeys and the Demon, and The Monkey and the Log. In this version of the first story, the clever fox advises the crows to pick up a princess' gold necklace and drop it into the snake's hole. The demon in the second story forbids the monkeys to drink from his lake, but apparently he himself cannot leave the lake. So the clever monkey-king devises a long tube from bamboo reeds and drinks out of the lake at a distance. In the third story, the curious monkey who pulls the wedge out of the tree is crushed to death. In most versions, just one part of his anatomy is--painfully--caught in the veritable vice that closes when the wedge is removed. The illustrations are large, simple cartoons. Perencanaan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) Pada Pembangunan Gedung Apartemen Cornell Citraland Surabaya Dengan Metode JHA
Setiap proyek kontruksi pasti memiliki suatu Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) sehingga hal-hal yang tidak diinginkan bisa diminimalisi. Sistem Manajemen K3 adalah suatu sistem yang ber tujuan untuk mengurangi terjadinya kecelakaan dan meminimalkan dampaknya. Penerapan Sistem Manajemen K3 mencangkup hal-hal berupa identifikasi sumber bahaya, penilaian, pengenalan dan pengendalian risiko di tempat kerja.
Dalam tugas akhir ini penulis akan membuat suatu sistem manajemen K3 untuk proyek apartemen Cornell dengan metode Job Hazard Analysis (JHA). JHA merupakan suatu metode analisa bahaya yang berfokus berdasarkan tugas pekerjaan atau uraian pekerjaan sebagai cara untuk mengidentifikasi bahaya sebelum terjadi.
Dari hasil analisa perencanaan Sistem Manajemen Keselamatan dan kesehatan kerja (SMK3) pada pembangunan struktur atas Apartemen Cornell Surabaya lantai 2,5 dan 10 terdapat 381 analisa potensi bahaya yang bisa terjadi dengan 75 diantaranya tergolong risiko rendah, 156 risiko sedang, 150 risiko tinggi. Untuk hasil perhitungan Rencana Anggaran Biaya K3 pada pembangunan struktur atas apartemen Benson Pakuwon ini sejumlah Rp. 3,299,430,000

Each construction project must have an Occupational Health and Safety (OHS) Management System so that undesirable things can be minimized. OHS Management System is a system that aims to reduce the occurrence of accidents and minimize their impact. The application of the OHS Management System covers matters in the form of identification of sources of danger, assessment, introduction and control of risks in the workplace.
In this thesis the author will create an OHS management system for the Cornell apartment project using the Job Hazard Analysis (JHA) method. JHA is a hazard analysis method that focuses on work tasks or job descriptions as a way to identify hazards before they occur.
From the analysis of the planning of the Occupational Safety and Health Management System (OHS) in the construction of the upper structure of the Cornell Apartment Surabaya floors 2,5 and 10 there are 381 potential hazard analysis that can occur with 75 of them classified as low risk, 156 as moderate risk, and 150 as high risk. For the calculation of the OHS Cost Budget Plan on the building structure of the Benson Pakuwon Apartment amounting to Rp.3,299,430,00
Access of the Poor to Water Supply and Sanitation in India: Salient Concepts, Issues and Cases
Access to safe water is necessary for lives and livelihoods. In India, a mid-term assessment reveals that the country has already met its MDG (Millennium Development Goal) in terms of expanding access to water infrastructure although in the parallel subsector of sanitation progress is falling far short of the mark. In reality, most basic observations indicate that water supply coverage is not as good as the figures show while national sanitation continues to be poor even after almost six decades of efforts to eradicate open defecation. It argues that economic, technical, institutional as well as social factors constrain access to safe drinking water and proper sanitation in India for both the urban and rural poor, and that coverage figures do not reflect this restricted access. It finds that, increasingly, communities are being required to manage their own water and sanitation schemes, not just in rural areas but in urban ones as well. There are definite advantages to such an institutional arrangement if the transition to community management is carried out smoothly. Often, however, the chances of success of community management are vitiated because policy makers misunderstand and misapply three interlinked concepts that are crucial to the success of community-managed water and sanitation schemes?participation; water and sanitation burden; and project ownership. Their widespread use in mission-critical services that involve humans means that it is of paramount importance to provide an ever-increasing level of runtime system dependability. Dependability is a cross-cutting issue spanning the system stack, including hardware, software, and algorithms that compose the system. In addition to existing challenges, such as issues of failures, load balancing, and scalability, a significant challenge arises from the fact that these systems must make decisions in the presence of uncertainties stemming from the system (e.g., transient failures), environment/data (e.g., out-of-training distribution data), and computational models (e.g., inadequate training). An erroneous decision by the system, if not detected, will lead to silent failures and degradation that will propagate to all layers of the system, ultimately leading to catastrophic outcomes. Therefore, data-driven automation combined with the ever-increasing scale and complexity has exposed these systems to emerging failures, attacks, and performance degradation modes that are difficult to deal with using existing techniques in a dynamically evolving, multi-tenant environment. The phenomenon is exemplified by several newsworthy headlines, such as an Uber self-driving car colliding with and killing a pedestrian.
This thesis develops novel data-driven methods and techniques for assuring dependability by (i) understanding the fundamental challenges to achieving system dependability that emerge due to the use of data-driven automation techniques, (ii) rigorously validating the system, including its runtime operational characteristics, and (iii) developing runtime monitoring techniques to detect, identify, and isolate events that threaten system dependability. The methods proposed in this thesis have been demonstrated on significant and broad user-inspired cases of societal importance with significantly different dependability requirements: (i) autonomous vehicles (AVs), and (ii) large-scale high-performance computing (HPC) systems
