    Flood resilience efforts and laws designed to protect water quality may not always be compatible under current Virginia law. This paper will discuss two examples in particular. First, there can be tensions between the water quality goals under the Chesapeake Bay Preservation Act and efforts to conduct flood resilience projects within 100 feet of the shoreline in Tidewater Virginia. Second, there are significant challenges faced by localities seeking to comply with the Virginia Stormwater Management Program, while also continuing to mitigate the impacts of flooding. These two examples stem from the larger question facing Virginia: as flooding increases, how does the state balance water quality protection with the need for flood resilience?     Prospects and Challenges of Peace-building

    This article is an attempt to understand and analyse the strategies of peace-building by international actors in Sri Lanka. The peace-building approach to conflict resolution was proposed and later developed by the UN to expand the activities of international actors even in ongoing internal conflicts and not merely in post-conflict situations. It looks at the reasons for the rise of internal conflicts in multi-ethnic states. It bases itself on the premise that such conflicts should be resolved by addressing not just the issues of identity and security but also issues such as socio-economic discrimination, scarce resources and denial of equal opportunities for all ethnic groups by the state as these issues have equal potential to prolong internal conflict. However, applying this approach to the Sri Lankan context particularly during the period from 1999 to 2004 has produced mixed results. Domestic politics and economy, the consequences of prolonged internal conflict on the society, the State’s economic and foreign policy, position of donors and interests of different players in the conflict had a bearing on the implementation of this approach. </jats:p

    Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh excitement, brand image, brand love terhadap word of mouth merek H&M. Jenis penelitian yang digunakan adalah penelitian kausal dengan pendekatan kuantitatif. Penelitian ini menggunakan pendekatan purposive sampling dengan penilaian dari peneliti yang dapat dijadikan responden sesuai dengan karakteristik populasi. Adapun karakteristik populasi adalah konsumen H&M yang pernah membeli dan menggunakan merek H&M dalam 3 bulan terakhir, berdomisili di Surabaya, minimal pendidikan terakhir SMA, berusia minimal 18-35 tahun, pernah merekomendasikan merek H&M kepada keluarga dan teman. Responden dalam penelitian ini berjumlah 200 orang. Analisis dalam penelitian ini menggunakan SEM (Structural Equation Modeling) melalui software SPSS 22.0 for Windows serta AMOS 21.0 for Windows untuk pengujian Model Measurement dan Structural. Hasil penelitian ini menunjukkan bahwa excitement berpengaruh positif signifikan terhadap brand love dan brand image, tetapi tidak berpengaruh signifikan terhadap word of mouth.     Karian Reservoir is one of The National Strategic Projects. Located in Lebak Regency, Banten Province, Karian Reservoir has 207.48 Mm3 effective storage, 46.4 Mm3 dead storage and 50 years lifetime.  In the dam management, one of the problems that often occurs is sedimentation. To overcome this problem, we need to know the sedimentation rate and  distribution pattern of Karian Reservoir for optimalizing the reservoir management. To predict the distribution pattern of the reservoir we use Empirical Area Reduction Methods. The findings of the study show that the sediment volume of the reservoir throughout its effective life is 86.50 Mm3, the new zero elevation is +37.2 m, the remaining dead storage is 7.62 Mm3 and the  remaining effective storage is 167.19 Mm3. This indicates that theoretically the reservoir will work well up to its effective life but the dam sedimentation management must be planned because sediment not only deposit on the dead storage but also on effectife storage

    Understanding the Diamond Sutra through the Lens of Ordinary Mind

    This paper offers an interpretive reading of the Diamond Sutra centered on the concept of ordinary mind, understood as the integrated functioning of samatha and vipassanā. Rather than treating the sutra as a purely paradoxical or nihilistic text, this study argues that its primary concern lies in the transformation of ordinary cognition through the dissolution of discriminative and boundary-making mental activity. Samatha is interpreted as the cessation of conceptual fixation and dualistic boundaries, while vipassanā is understood as the observation of phenomena within causal and dependent arising once such fixation has ceased. Special attention is given to the sutra’s recurring linguistic pattern, “A is not A, therefore it is called A,” which this paper reads as expressing the dynamic relationship between non-discrimination and functional language. In addition to conventional interpretations, the author proposes a personal reflective insight: that naming itself may arise only after the dissolution of discriminative boundaries, allowing language to operate without reification. Through close analysis of key verses—including “If one sees all forms as non-forms, one sees the Tathāgata” and “All conditioned phenomena are like dreams or illusions”—the paper argues that the Diamond Sutra presents awakening not as transcendence of ordinary life, but as a radical reorientation within it. Ordinary mind thus emerges as a post-discriminative mode of awareness in which ethical action, language, and everyday activity continue without attachment or grasping
