Young people and the labour market: a review
This book is the upshot of the EU IRSES project "The political economy of youth unemployment". The project has been an opportunity to set up a network of scholars (mainly from Italian and Russian universities) dealing with youth labour market and policies, viewed in a perspective of comparison between countries. Local health rules and building regulations: a survey on local hygiene and building regulations in Italian municipalities
Introduction. WHO has highlighted the need to strengthen the relationship between
health and built environment factors, such as inappropriate housing conditions. Local
Health Rules (LHRs) and Building Regulations (BRs) are tools which provide safety and
building hygiene in construction practices. Currently the Italian Government is considering
to establish a National Building Regulation and, related to the following purpose,
this paper presents a survey on the status of adoption and updating of LHRs and BRs in
Italian municipalities.
Methodology. The current Italian state of LHRs, BRs and Municipal Development
Plans (MDPs) have been examined by a survey considering a sample of about 550 cities,
with different demographic and geographic features, starting from the previous research
work by Signorelli et al. (1999).
Results. The analysis underlines a serious shortage of updated LHRs, especially in small
and medium-sized municipalities whereas BRs and MDPs are widespread. Only 30% of
them are previously approved and validated by Local Health Authorities.
Conclusion. Starting from a survey, the present scenario of Building Regulations requires
the introduction of further performance guidelines instead of normative ones and,
therefore, the current actions to give rise to a National Building Regulation could be
integrated by building hygiene contents of LHRs
The Impact of Financial Crises on Youth Unemployment Rate
The impact of last financial crisis (2007-08) and subsequent global recession (2008-09) has been deeper on the weakest segments of the labour market. In this paper, we mainly focus on the extent and persistence of the impact of (past and last) financial crises on youth (15-24) unemployment rate. After a review of the existing (theoretical and empirical) literature on the determinants of youth unemployment rate in general and at the occurrence of economic crises, we present empirical estimations on the impact of past financial crises on young workers. We empirically investigate the relationship between financial crises and youth unemployment rate by employing fixed effects panel estimation on a large panel of countries (about 70) around the world for the period 1980-2005. Gender specific effect of crises on young workers is also investigated. To analyse the severity of financial crises for economies at different levels of economic development, we re-estimate our model for sub-samples of high income OECD countries and other economies in the sample. For further robustness check and sensitivity analysis, alternative definitions of crises are considered. The "persistence" of the impact of financial crises for young workers is also investigated. Finally we also estimate the Arellano-Bond dynamic panel, confirming the significance of the results. Young people are far more affected by the employment crises than the elder; long term unemployment for young workers can be harmful and may result in “discouraged workers” effects and social exclusion from labour market. Notwithstanding some peculiarities of the last crisis, our econometric investigations can be useful to better assess its impact on youth unemployment. At the end of the paper, before presenting some final considerations and policy implications, very recent data on youth labour market dynamics are analysed and discussed.crises, labour impact of economic crises, youth unemployment, panel fixed effects.
Zinc exposure for female workers in a galvanizing plant in Northern Italy
Objectives
Very little is known regarding the toxicokinetics of inhaled zinc, in particular in the case of female workers
and for modern, low exposure settings. Our aim is to evaluate the relationship of external zinc levels to those of serum
and urine for female workers.
Material and Methods
Eleven female workers (age: 41.7±8 years old, body mass index
(BMI): 23.5±4.2 kg/m 2 ) in a galvanizing plant were investigated. Exposure assessment consisted of personal/environmental
air samples, and measurement of zinc in serum (collected at the end of first shift of the working week (T1)) and urine, collected
before the first shift of the working week (T0), T1 and at the end of the last shift of the working week (T2).
Results
Both environmental and personal air samplings for zinc and zinc compounds were below the recommended by the German
Research Foundation (Deutsche Forschungsgemeinschaft – DFG) limit values of 2 mg/m 3 (7.34±2.8 μg/m 3 and 8.31±2.4 μg/
m 3 , respectively). Serum (118.6±20.9 μg /dl) and urine zinc levels were within reference values for female Italian subjects:
the latter increased from 56.4±33.5 μg/dl at T0, to 59.8±37.0 μg/dl at T1, and ultimately 65.4±34.4 μg/dl at T2, but no significant
trend was found. End of shift (Spearman’s correlation coefficient p value = 0.027) and differential excretion of urinary
zinc (both: T0 vs. T1 and T0 vs. T2) were correlated with airborne zinc concentration (p = 0.002 and 0.006, respectively).
Conclusions
In general, our data suggests that urine may be a useful medium also for female in order to assess zinc exposure.
Further studies are required in order to evaluate whether differential excretion may be useful for the biomonitoring of zinc

Economic growth and structural features of transition: Theoretical framework and general overview
Productivity, employment and human capital in Eastern and Western EU countries
This chapter analyses some features of the economic performances in EU-27 members, especially highlighting the peculiarities of transition countries. In particular, the focus is on employment rate and productivity levels and dynamics (since 1990), on the trade-off between employment growth and productivity growth; and, lastly, on the main determinants of the productivity differences between countries, with a special consideration for human capital. After a partial review of the theoretical and empirical literature, a preliminary ‘descriptive’ analysis allows to detect different ‘models’ of economic growth (extensive, intensive, virtuous or stagnant) during the post-1989 period. In the econometric investigations (cross section and panel analyses), the authors try to explain the differences between countries in the levels of labour productivity (especially for the post-2000 period), by considering differences in the human capital level as well as in some other explanatory variables (R&D, competitiveness, the progress in transition, some structural indicators and synthetic indices of specialisation, the extent of the ‘shadow economy’ and, at last, the employment rates). The institutional proxy turns out to be particularly significant in the case of transition countries. As to the typologies of growth, the two blocs (East and West) moved in opposite directions: from an ‘extensive’ model to an ‘intensive’ one in the Eastern countries, from ‘intensive’ to ‘extensive’ in many Western countries. The policy implication, on this point, strictly reminds the EU Lisbon’s goal to achieve ‘more and better’ jobs. Finally, the econometric results concerning the education variable place human capital as a key factor of productivity differences and emphasize the peculiar conditions of transition countries
