    Self-Proclaimed Republics in Ukrainian Donbas: Pretended quasi-States

    Artykuł analizuje organizacje separatystyczne powstałe na wschodzie Ukrainy w 2014 r. – Republiki Ludowe Doniecką i Ługańską. Autor przedstawia podstawowe determinanty, od których zależy funkcjonowanie wspomnianych bytów quasi-państwowych: czynnik polityczny (zgoda w strukturach władzy i elity bytu quasi-państwowego co do realizacji celu danej jednostki); czynnik społeczny (wysokie poparcie ludności dla osiągnięcia tego celu); czynnik ekonomiczny (pozyskiwane środki finansowe i materialne); niski potencjał państwa macierzystego; patronat podmiotu zewnętrznego. Dostępne dane wskazują, że w przypadku analizowanych republik samozwańczych brakuje spoiwa politycznego czy ekonomicznego, choć istnieje prawdopodobieństwo umocnienia poparcia dla ich funkcjonowania wśród ludności lokalnej. Byty te stanowią przede wszystkim wygodne narzędzie dla prowadzenia specyficznej polityki zagranicznej Federacji Rosyjskiej wobec Ukrainy.The article analyzes the separatist organizations, which came to existence in the east of Ukraine in 2014 - Donetsk and Luhansk People's Republics. The author analyzes the basic determinants of survival of these quasi-state entities: the political factor (agreement in the structures of power and elites of the quasi-state on their ultimate political objective); social factor (high level of public support to achieve this objective); economic factors (available financial and material resources); low potential of a parent state; patronage of external actor. Available data indicate that analysed self-proclaimed republics lack political or economic binder. On the other hand, there is a relatively high probability of strengthening of public support among local inhabitants for both organisations. Analysed entities constitute primarily a convenient tool for the conduct of specific foreign policy of the Russian Federation towards Ukraine

    This book discusses the crucial strategic topic for the practical implementation of transitional justice in post-conflict societies by arguing that the dilemma is defined by the extent to which the actual achievement of the political goals of transition is a necessary condition for the long-term observance and implementation of justice. While in many cases the ‘blind’ criminal justice does not enhance, and even militates against, the achievement of political transitions, an understanding of transitional justice as a fundamentally political process is novel, controversial and a concept which may shape the future of transitional justice. This collection contributes to developing this concept both theoretically and through concrete and current case studies from the worlds most pronounced crisis spots for transitional justice

    Complexities of Collaborative Crisis Response: Stakeholders' Perception of Coordination Challenges during the Influx of Ukrainian Forced Migrants to Warsaw

    The article delves into the challenges of multi-sectoral coordination in emergency food relief for Ukrainian war refugees in Warsaw. Utilizing the COM-B model, we analyzed interviews with representatives from public authorities, the private sector, and NGOs to identify perceived barriers in capability, opportunity, and motivation affecting collaboration. Our findings indicate a consensus across sectors regarding capability and opportunity barriers. Key capability issues include coordination complexities, communication gaps, and unclear roles, leading to systemic inefficiencies and response delays. Opportunity barriers are predominantly linked to procedural and bureaucratic challenges, exacerbated by conflicting policies and cultural factors. Motivational challenges differ by sector, ranging from frustrations associated with attempts to collect high-quality donations in the public sector, operational risks and misuse concerns in the private sector, to morale decline due to criticism in NGOs

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Wykorzystując model COM-B, przeanalizowaliśmy wywiady z przedstawicielami władz publicznych, sektora prywatnego oraz organizacji pozarządowych, aby zidentyfikować postrzeganie barier w zakresie potencjału, sposobności i motywacji wpływające na współpracę między tymi sektorami. Nasze wyniki wskazują na konsensus międzysektorowy odnośnie do barier w zakresie potencjału i sposobności. Kluczowe problemy w zakresie potencjału obejmują złożoność koordynacji, problemy komunikacyjne i niejasny podział ról, co prowadzi do systemowej nieefektywności i opóźnień w reagowaniu. Bariery w zakresie sposobności są związane głównie z wyzwaniami proceduralnymi i biurokratycznymi, pogłębianymi przez sprzeczne podejścia do rozwiązywania problemów i czynniki kulturowe.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
