    From Compliance to Impact: Tracing the Transformation of an Organizational Security Awareness Program

    There is a growing recognition of the need for a transformation from organizational security awareness programs focused on compliance − measured by training completion rates − to those resulting in behavior change. However, few prior studies have begun to unpack the organizational practices of the security awareness teams tasked with executing program transformation. We conducted a year-long case study of a security awareness program in a United States (U.S.) government agency, collecting data via field observations, interviews, and documents. Our findings reveal the challenges and practices involved in the progression of a security awareness program from being compliance-focused to emphasizing impact on workforce attitudes and behaviors. We uniquely capture transformational organizational security awareness practices in action via a longitudinal study involving multiple workforce perspectives. Our study insights can serve as a resource for other security awareness programs and workforce development initiatives aimed at better defining the security awareness work role.https://doi.org/10.48550/arXiv.2309.0772

Requests for new or replacement bins and carts are first processed through the county’s service desk operations (MC311) and then provided to the team responsible for product delivery. This information must then be manually manipulated and outputted to staff members and contractors to organize, schedule, and process deliveries and pickups. The manual workflow processes and limited technology integration create process inefficiencies leading to suboptimal customer satisfaction.Montgomery Count

University of Maryland, College Park.The Department of Parks and Recreation is seeking to increase both the number of sign-ups and participation of seniors in the M-NCPPC Senior ID program. This project supports the Department’s mission of assisting the physical, mental and social needs of Prince George’s County’s diverse and aging population through the Senior ID card. The shift to an online environment has created some barriers for seniors to enroll and stay engaged with the activities and events offered through the M-NCPPC Senior ID program. For instance, seniors in Prince George’s County have different levels of access to and expertise with the technology required to participate in remote activities and events. The Department of Parks and Recreation is also aiming to mitigate social isolation during these difficult times. Although Department staff periodically perform wellness check-ins with seniors, the number of activities and events has significantly reduced. In-person activities like walking groups, also have limited space due to social distancing measures or have been cancelled altogether. Nonetheless, some of the seniors interviewed expressed an interest in staying active by walking or participating in the Club 300 Walk Across America program offered by the Department. Therefore, the Department of Parks and Recreation is looking for ways to keep seniors engaged by facilitating online sign-up for the Senior ID program and to hear from users about their needs and desires for the program. The goal of this research is to understand how the Department can increase the number of Senior ID users by providing activities and services that meet the diverse needs of the Prince George’s County senior population. This research will identify barriers that prevent residents from signing up for a Senior ID and what opportunities exist to increase sign-ups. It will also highlight effective communication strategies to recruit new members and retain and increase participation in the Senior ID program. Finally, this research will explore how the Department can promote member socialization and connectivity in an online environment.Prince George’s Count

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Stampede Theory: Mapping and Treating Dangerous Misinformation at Scale

    Our information environment can be viewed as a densely-connected socio-technical ecosystem. We communicate with each other through computers. Our networks include more than the obvious technologies like VOIP or social media. Whenever we run a search, algorithms monitor our behavior -- if enough of us pick the second or third link, then that link will rise, and a self-reinforcing pattern of query and result is created. These feedback loops crowd out the different or unusual, making the accessible information environment become less diverse. At scale, this can make our socio-technical ecosystem brittle and less resilient to shocks or manipulation. This dissertations explores these issues in two parts. The first is the development of Stampede Theory, which shows how animal behavior patterns in physical environments are similar to human belief-based behavior in online environments. There are nomadic explorers, individuals or small groups dispersed over large areas. Those who flock, engage in social interaction which dramatically increases member's protection and access to resources. In stampedes, social influence becomes the dominant factor, outweighing environmental cues and creating a subjective reality. By observing these behaviors in simulated and online belief spaces (the subset of information space that is associated with opinions), it is possible to evaluate information trustworthiness, rather than evaluating the information itself. Current fact-checking practices attempt to determine the veracity of information by, for example, comparing statements to authoritative sources. The methods described in this dissertations reduces this problem to one of identifying classes of behavior in online groups as they describe their opinions about information. The second part of this research creates \textit{navigable maps} based on the text that online actors generate over time. These sequences create trajectories in belief space. Individuals using similar terms at the same time have a high social influence. Agents whose textual trajectory aligns poorly with other agents have a low social influence and are nomads. Flocking lies between these extremes. Each of these behaviors has an identifiable signature that can be detected by comparing the trajectories. These trajectories can be woven together to create maps of belief space. The bounds of this space are defined by nomads. They explore widely, and arrive at their beliefs from different directions. Flocking behavior occurs within these bounds, and shows as popular regions with diffuse edges. Stampedes cut through these areas in narrow ridges. As such maps can be used to find and understand the relationships between trustworthy (nomad), safe (flocking), while alerting users and information systems of dangerous (stampede) belief regions

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Citizen Acceptance Model for Technology Mediated Social Participation Systems

    Governments around the world have realized the advantages of engaging their citizens using social computing systems. However, attracting and sustaining participation for the greater public good is difficult. While technology is often seen as solution, it may also be part of the problem. Technology-Mediated Social Participation Systems (TMSP systems) are a class of information systems designed to enhance the civic participation process, but studies reveal few sustained successes. Thus, this dissertations seeks to provide an understanding of the key factors that affect citizens' decisions to accept and adopt such systems. It extends the literature throughthe extension and development of an acceptance model fit for TMSP systems. Additionally, it explores the cultural relevance of these kinds of models by targeting a non-Western population in the Kingdom of Saudi Arabia. Using a mixed-methods approach, data were first collected through focus groups and individual interviews to inform the assembly and extension of the model. Qualitative findings revealed novel constructs. The resulting model was then empirically validated with a large scale survey of 684 Saudi citizens and analyzed using a Partial Least Square Structural Equation Modeling method. This showed its ability to predict more than 50 % of the variance in TMSP systems acceptance. The overall findings of this research suggest that current technology acceptance models may not suit all contexts. A deeper understanding of the contextual factors is necessary to create a culturally appropriate TMSP systems acceptance models. In addition to the theoretical implications of this research, the findings will practically benefit both governmental agencies and TMSP systems designers by revealing motivational factors for sustained citizen engagement

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
