    The Political Economy of Religious Spending

    Religious institutions are major providers of public goods, with investments that can affect public policy and political competition. But is religious spending driven by political considerations? To tackle this question, we build a novel index for individual religious values, and use it to gauge the religiosity of 85,358 mayoral candidates in 45,797 municipal elections, held in Italy between 1995 and 2021. With a regression discontinuity design, we show that the Catholic Church doubles its investments in municipalities governed by religious mayors. This boost in Church’s investments is likely motivated by strategic complementarities with the spending decisions of mayors. Using data on more than 6 million procurement contracts, we show that religious mayors significantly increase municipal spending for religious goods and services, especially in the field of education. This shift in public goods provision significantly boosts citizens’ attachment to religion, and it increases their propensity to enroll children in religious schools and to donate money to religious NGOs. These findings shed new light on the interactions between the state and religious institutions, and their downstream effects on citizens’ attitudes and socioeconomic choices

    The definition of “generic city”, formulated by Rem Koolhaas as a key for the interpretation of the current transformations of the contemporary city, and thus contemporary dwelling, is now at the center of international architectural and urban debate. The essay intends to check the accuracy and the scope of this interpretation by comparing it with one of its explicit sources: the work of Gilles Deleuze on space, territory and deterritorialization. In particular, we will refer to Mille plateaux of 1980. In fact, it is Koolhaas himself who refers to Deleuze, which justifies the use of the Deleuzian conceptual grid; the essay aims to show, on the one hand, the forcing that that grid undergoes in Koolhaas’s discourse, and on the other hand the critical effectiveness that this grid preserves, first of all towards Koolhaas’s discourse itself, but especially in view of an alternative interpretation of the city and dwelling to come

    Promoting TOD through regional planning. A comparative analysis of two European approaches

    Transit-oriented development (TOD), first coined and mainly applied in the US, has received increasing interest in Europe over the past two decades as a sort of reinterpretation of typical intrinsic European planning principles and values. In the Old continent, it especially focuses on transport and land use integration, extending the approach from the local to the regional framework. This regional shift implies an intergovernmental cooperative approach with vertical and horizontal institutional coordination that constitutes both a strategic value and one of the main barriers to the implementation of TOD. This paper focuses on the role of regional planning for TOD by analysing its benefits, tools and barriers, both theoretically and through two European case studies. The latter, which were conducted in the Netherlands and in Italy, were selected as they belong to two different “planning families”, in order to underscore how and to what extent they apply this multi-level governance approach and overcome institutional barriers to the implementation of TOD. The analysis reveals that, albeit the two planning styles lead to different results, the main issue remains the deep coordination of land use and transport, which is hard to achieve despite dedicated efforts
